HomeMy WebLinkAboutResolutions - 2021.05.13 - 34434MISCELLANEOUS RESOLUTION #21188 May 13, 2021 BY: Commissioner Penny Luebs, Chairperson, Public Health and Safety Committee IN RE: SHERIFF'S OFFICE — 2021 HIGH INTENSITY DRUG TRAFFICKING AREAS (HIDTA) REIMBURSEMENT FUNDING FOR FORENSIC LAB TECHNICIAN FIREARMS POSITIONS — GRANT ACCEPTANCE To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS The Office of National Drug Control Policy has designated Southeastern Michigan as a High Intensity Drug Trafficking Area (HIDTA); and WHEREAS HIDTA has authorized $35,000 in funding to the Oakland County Sheriff's Office for the time period of January 1, 2021 through December 31, 2021; and WHEREAS the technicians provide support in testing firearms, entering fired cartridge cases into the Integrated Ballistics Identification System (IBIS) and completing lab reports of their findings; and WHEREAS the technicians work has resulted in faster casework turn -around times and a substantial reduction of the unit's backlog; and WHEREAS the grant award has completed the Grant Review Process in accordance with the Grants Policy approved by the Board at their January 21, 2021 meeting. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the Michigan High Intensity Drug Trafficking Areas Grant funding from the State of Michigan in the amount of $35,000 for the time period of January 1, 2021 to December 31, 2021. BE IT FURTHER RESOLVED to decrease the hours of two (2) GF/GP PTNE Forensic Laboratory Technician positions (#4030910-11324 and 11325) from 708 to 674 hours per year in the Forensic Services Unit. BE IT FURTHER RESOLVED that the Chairperson of the Board of Commissioners is authorized to execute the grant agreement and to approve any grant extensions or changes, within fifteen percent (15%) of the original award, which are consistent with the original agreement as approved. BE IT FURTHER RESOLVED that acceptance of this grant does not obligate the County to any future commitment and continuation of the grant program is contingent upon future levels of grant funding. You're continued funding of thirty-five thousand ($35,000.00) dollars will make it possible to retain these technicians that are critical to the operation of our Firearms Unit. The technicians provided support to 93 local agencies and 7 federal agencies that include BATF, HSI, FBI, DEA, USPS, ICE and US Customs & Border Patrol. The technicians test firearms enter fired cartridge cases into our Integrated Ballistics Identification System (IBIS) and author lab reports of their findings. For year 2020, 1406 firearms were submitted to the laboratory and the resulting test fired cartridge cases were entered in IBIS. IBIS acquisitions resulted in 190 leads which were subsequently reported to agencies to assist in their investigations. Their work has resulted in faster casework turn -a -round times and significant reductions in casework backlogs. If you have any questions or concerns, please contact me at your earliest convenience.
