communication from Chairperson David Woodward notifying the Board that he has
authorized the submission of the following grant application:

IN RE: BOARD OF COMMISSIONERS – TRI-PARTY ROAD IMPROVEMENT
PROGRAM FISCAL YEAR 2021 APPROPRIATION – CHARTER TOWNSHIP OF
HIGHLAND – SPREADING OF GRAVEL AND CHLORIDE ON VARIOUS ROADS –
PROJECT NO. 56242
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS since the 1970s, the Oakland County Board of Commissioners has
authorized the Tri-Party Road Improvement Program to assist Oakland County’s cities,
villages and townships (CVTs) with the construction, maintenance and repair of roads
under the supervision, direction and control of the Road Commission for Oakland County
(RCOC); and
WHEREAS on December 7, 2020, the Board of Commissioners approved Miscellaneous
Resolution #20635 which designated $5,319,430 in fund balance for the Tri -Party Road
Improvement Program for projects managed by the RCOC; and
WHEREAS the Charter Township of Highland, along with the RCOC, has identified a
project and said project is ready to be undertaken immediately; and
WHEREAS the RCOC has appropriated its one -third (1/3) share of the funding for the
project in the Charter Township of Highland and said appropriation has been transferred
to a project account; and
WHEREAS the Charter Township of Highland has demonstrated that it has authorized its
one-third (1/3) share of the funding for the project and has executed a contract for
payment with the RCOC; and

WHEREAS Oakland County’s one-third (1/3) share of the Fiscal Year 2021 authorized
amount of Tri-Party Road Improvement funding for Project No. 56242 in the Charter
Township of Highland is $39,781; and
WHEREAS funding is available in the General Fund Assigned Fund Balance for Tri-Party
2021 and prior funding (account #383510) for Project No. 56242 in the amount of $39,781.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
hereby approves the project submitted by the Charter Township of Highland and
authorizes the release of Tri-Party Road Improvement Program funds from the Oakland
County Assigned Fund Balance.
BE IT FURTHER RESOLVED additional project costs, not greater than 15% from the
original agreement, which are consistent with the project as originally approved, will be
paid when invoiced and appropriated in the quarterly forecast resolution.
BE IT FURTHER RESOLVED that additional project costs exceeding 15% of the original
agreement will require a separate resolution.
BE IT FURTHER RESOLVED that the Oakland County Clerk is requested to forward
copies of this resolution to the Road Commission for Oakland County, Oakland County
Fiscal Services and the Charter Township of Highland.

IN RE: WATER RESOURCES COMMISSIONER – BALD EAGLE LAKE DRAIN BONDS,
SERIES 2021 - FULL FAITH AND CREDIT RESOLUTION

WHEREAS the Water Resources Commissioner proposes that the Bald Eagle Lake Drain
Drainage District (the “Drainage District”) issue its Drain Bonds, Series 2021 (the “Bonds”)
in the aggregate principal amount of not to exceed $870,000 to defray all or part of the
cost of the Bald Eagle Lake Drain Drainage District Project (the “Project”); and
WHEREAS the Bonds are to be designated “Bald Eagle Lake Drain Bonds, Series 2021”,
and will bear interest at a rate not exceeding 4% per annum; and
WHEREAS the Water Resources Commissioner deems it advisable and necessary to
obtain from this Board a resolution consenting to the pledge of the full faith and credit of
the County on the Bonds; and
WHEREAS the Project is necessary to protect and preserve the public health and
therefore, it is in the best interest of the County that the Bonds be sold; and
WHEREAS the statutory limit for County debt is $8,119,539,491 (10% of State Equalized
Value). As of April 1, 2021, the total pledged debt is $580,565,905 or approximately
.71502% of the S.E.V; and
WHEREAS the estimated apportionment of the $870,000 project cost is as follows with
$40,020 or 4.60% to Brandon Township, $3,480 or .40% to Groveland Township,
$644,670 or 74.10% to Individual Parcels, $47,067 or 5.41% to Michigan Department of
Transportation and $134,763 or 15.49% to County of Oakland; and
WHEREAS any property or public corporation subject to assessment may pay the
assessment in full, or may pay in ten annual installments, or may pay the amount in full
with interest to date at any time; and
WHEREAS the Oakland County portion of the debt service payments will be included in
the Non-Departmental current drain assessments account.
NOW THEREFORE BE IT RESOLVED that pursuant to the authorization provided in
Section 276 of the Drain Code of 1956, as amended, provided that the Bonds are issued
within the parameters set forth above, the Board of Commissioners of the County hereby
pledges irrevocably the full faith and credit of the County for the prompt payment of the
principal of and interest on the Bonds, and does hereby agree that in the event that
property owners or public corporations in the Drainage District shall fail or neglect to
account to the County Treasurer of the County of Oakland for the amount of any such
special assessment installment and interest (in anticipation of which the Bonds are
issued) when due, then the amount thereof shall be immediately advanced from County
funds, and the County Treasurer is directed to immediately make such advancement to
the extent necessary.
BE IT FURTHER RESOLVED that in the event that, pursuant to said pledge of full faith
and credit, the County of Oakland advances out of County funds, all or any part of said
installment and interest, it shall be the duty of the County Treasurer, for and on behalf of
the County of Oakland, to take all actions and proceedings and pursue all remedies
permitted or authorized by law for the reimbursement of such sums so paid.
BE IT FURTHER RESOLVED that the County Treasurer or the financial consultant,
Municipal Financial Consultants Incorporated, is authorized, if necessary, to make
application to the Department of Treasury for permission to issue and sell the Bonds.
BE IT FURTHER RESOLVED that all resolutions and part of resolutions, insofar as the
same may be in conflict with the provisions of this resolution, be and the same hereby are
rescinded.
BE IT FURTHER RESOLVED that no budget amendment is required.

IN RE: INFORMATION TECHNOLOGY – LEASE AGREEMENT WITH THE CITY OF
NOVI FOR PUBLIC SAFETY COMMUNICATIONS SYSTEM AT 26300 LEE BEGOLE
DRIVE
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS Oakland County operates and maintains a public safety communications
system for the benefit of its residents on behalf of and for local law enforcement, fire
services, emergency medical services, hospitals, homeland security and o ther public
safety services; and
WHEREAS the County constructed, operates, and maintains the existing system with
funds from the County 9-1-1 charge on devices, as permitted by and defined in the
Emergency 9-1-1 Service Enabling Act, Michigan Public Act 32 of 1986, MCL §484.1101
et seq.; and
WHEREAS pursuant to MR #92051 and MR #98291, the Oakland County Board of
Commissioners approved the execution of agreements with Novi for the construction,
operation, and maintenance of a tower at 26300 Lee Begole Drive (formerly Delwal Drive)
and that lease agreement has expired; and
WHEREAS the Departments of Information Technology and Corporation Counsel have
drafted, reviewed, and approved the Lease Agreement to be executed with Novi to
provide for continued operation and use of the tower at 26300 Lee Begole Drive.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
hereby approves the Lease Agreement for the Public Safety Communications System
with the City of Novi.
BE IT FURTHER RESOLVED that the Board of Commissioners authorizes the Board
Chairperson to execute all documents associated with and to effectuate the Lease
Agreement with the City of Novi.
BE IT FURTHER RESOLVED that the lease agreement with the City of Novi associated
with the County Public Safety Communications System shall be kept by Radio
Communication in the Department of Information Technology.
BE IT FURTHER RESOLVED that no budget amendment is required at this time.

IN RE: BOARD OF COMMISSIONERS – DESIGNATION OF MAY 1, 2021 AS LAW
DAY IN OAKLAND COUNTY
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS Law Day, held annually on May 1st, is a national day set aside to celebrate
the rule of law; and WHEREAS Law Day provides an opportunity to understand how law
and the legal process protect our liberty, strive to ach ieve justice, and contribute to the
freedoms that all Americans share; and
WHEREAS in 1958, President Dwight D. Eisenhower established Law Day as a day of
national dedication to the principles of government under law; and
WHEREAS in 1961, Congress designated May 1st as the official date for celebrating Law
Day; and
WHEREAS this program continues today and has grown to many countries around the
globe; and
WHEREAS every year since 1969, the American Bar Association assigns a theme to Law
Day; and
WHEREAS this year’s theme is “Advancing the Rule of Law”; and
WHEREAS President Patricia Lee Refo of the American Bar Association stated “the rule
of law is the bedrock of American rights and liberties — in times of calm and unrest alike”;
and
WHEREAS the theme reminds all of us that we the people share the responsibility to
promote the rule of law, defend liberty, and pursue justice.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
designates May 1, 2021 as Law Day in Oakland County and encourages local bar
associations, courts, schools, youth groups, and community organizations to provide an
opportunity for citizens to understand how law and the legal process protect our liberty,
strive to achieve justice, and contribute to the freedoms that all Americans share.

PACIFIC AMERICAN HERITAGE MONTH IN OAKLAND COUNTY

Chairperson, Ladies and Gentlemen:
WHEREAS Asian and Pacific American Heritage Month is a national celebration during
the month of May to recognize the tremendous contributions of Americans of Asian and
Pacific Islander descent; and WHEREAS Asian and Pacific Islander Americans have
become the fastest growing population group in the United States; and
WHEREAS the Asian and Pacific American population grew in the United States by
25.7% between 2010 and 2017; and
WHEREAS the total Asian and Pacific American population in the U.S. in 2017 was 23.8
million; and WHEREAS the City of Novi Asian population has grown to 23.22% of the
overall total; and
WHEREAS Asian and Pacific Americans have enriched our culture, excelling in many
fields, including education, business, science, technology, government, sports, and the
arts; and

WHEREAS countless Asian and Pacific Americans have answered the call to protect the
cause of freedom by serving in our Armed Forces; and
WHEREAS Oakland County is home to the second largest Asian population in Michigan
and nearly half of Asians in the tri-county area; and
WHEREAS the City of Troy is home to the largest number of Asians in the region,
comprising almost 24.65% of the total population; and
WHEREAS the entrepreneurship and innovation of Asian and Pacific Americans have
strengthened Oakland County's economy; and
WHEREAS Asian and Pacific Americans contribute greatly to the economic, social,
cultural, and civic life of Oakland County.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
hereby designates May 2021 as Asian and Pacific American Heritage Month in Oakland
County and encourages our citizens, governmental agencies, businesses, and schools
to celebrate and recognize the achievements of Asian Americans.

are to be recognized for providing a vital public service in safeguarding the rights and
freedoms of the communities in Oakland County, knowing what the ultimate sacrifice is;
and
WHEREAS it is important that all citizens know and understand the duties,
responsibilities, hazards, and sacrifices of their law enforcement agencies; and
WHEREAS members of the Oakland County Sheriff’s Office and all Oakland County
police agencies are committed to serve the people by safeguarding life and property by
protecting them against violence and disorder, and by protecting the innocent against
deception and the weak against oppression.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
calls on all citizens of Oakland County and all patriotic, civic and educational
organizations to observe the week of May 9 -15, 2021, as Police Week with appropriate
ceremonies and observances in which all people may join in commemorating law
enforcement officers, past and present, who, by their faithful and loyal devotion to their
responsibilities, have rendered a dedicated service to their communities and, in so doing,
have established for themselves an enviable and enduring reputation for preserving the
rights and security of all citizens.
BE IT FURTHER RESOLVED to call on all citizens of Oakland County to observe
Saturday, May 15, 2021, as Peace Officers' Memorial Day in honor of those law
enforcement officers who, through their courageous deeds, have made the ultimate
sacrifice in service to their community or have become disabled in the performance of
duty, and let us recognize and pay respect to the survivors of our fallen heroes.

To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the purpose of requiring bail is to ensure a charged – but not convicted –
defendant’s appearance in court and to protect the public until a trial; and
WHEREAS thousands of individuals in Michigan are held every day on low bonds, set
neither because of safety concerns nor flight risk; and
WHEREAS nationally, the increase in county jail populations over the last two decades
has been caused almost entirely by an increase in pretrial detainees who cannot afford
even a modest cash bail; and
WHEREAS in Michigan, approximately 41% of the statewide jail population of around
15,000 are in custody because they are unable to post a cash bail; and
WHEREAS pretrial jailing of Michigan residents harms their lives and families, is
disruptive to employers and landlords, and costs taxpayers $150 million annually to
incarcerate people pretrial; and
WHEREAS studies have repeatedly demonstrated that cash bail does little to ensure the
safety of the public and in fact allows dangerous defendants with economic means to gain
release; and
WHEREAS the use of cash bail only serves to create disparate outcomes for those of
lower socioeconomic means; and
WHEREAS other jurisdictions, including Washington D.C, New Jersey, Kentucky and
Illinois, have effectively eliminated the use of cash bail without any resulting increase in
crime or failure to appear; and
WHEREAS during the 2019-20 State House legislative session, a bi-partisan package of
10 bills was introduced to reduce inequities caused by the cash bail system and to make
Michigan’s bail system more fair; and

WHEREAS the Bills seek to stop the practice of detaining low-income, low-risk
defendants in jail because of an inability to pay bail unless that defendant poses a danger
or flight risk.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
hereby supports bail reform legislation which could potentially save taxpayers millions
while also reducing the number of defendants awaiting trial in county jails.
BE IT FURTHER RESOLVED that the Board of Commissioners recognizes that the cash
bail system leads to social inequities and class discrimination on the basis of poverty, not
dangerousness.
BE IT FURTHER RESOLVED that the Board of Commissioners recognizes bail reform in
Michigan would further the goals of creating a more fair and equitable system of justice
for all.
BE IT FURTHER RESOLVED that the Board of Commissioners commends the Oakland
County Prosecutor’s directive for assistant prosecutors to not request cash bonds or
oppose pretrial releases in cases involving low-level, non-violent crimes.
BE IT FURTHER RESOLVED that the Board of Commissioners recognizes Oakland
County Community Corrections for being a leader in bail reform efforts not only in Oakland
County but throughout the State of Michigan.
BE IT FURTHER RESOLVED that the Oakland County Clerk/Register of Deeds is
requested to forward copies of this adopted resolution to the Governor of the State of
Michigan, the State Senate Majority and Minority leaders, the State House Speaker and
Minority leader, and the members of the Oakland County delegation to the Mi chigan
Legislature.

WHEREAS the Board of Commissioners adopted Miscellaneous Resolution #20183 on
June 4, 2020, authorizing an Election Services Agreement between municipalities and
the County Clerk for the management of absentee voter counting boards; and
WHEREAS 16 municipalities entered into agreements with the County Cle rk and
participated in the County absent voter counting board; and
WHEREAS the Elections Division successfully administered the state’s second largest
absentee counting board in the August State Primary and November General Election on
behalf of the 16 participating municipalities; and
WHEREAS expenses related to administering the 2020 County Absent Voter Counting
Board were paid for with federal and state grant funds and that funding will likely no longer
be available going forward; and
WHEREAS the County Clerk seeks to support our city and township clerks by continuing
to provide this service; and

WHEREAS the HOME program requires a 25% match for all housing activities; and
WHEREAS funding for the HOME program match is appropriated in the FY 2022 -2024

WHEREAS the ESG grant requires a 100% match as volunteer services, donation or
cash contributions, which are met by the ESG service agencies with no County funds

through coronavirus related emergency rent/mortgage/utility relief in Oakland County
Urban County participating communities; and
WHEREAS on July 2, 2020, via Miscellaneou s Resolution #20235, the County
accepted HUD’s CARES Act funds through the CDBG -CV Round 1 Program to
provide aid and relief and economic security to low income persons during the
pandemic in the amount of $3,166,997; and
WHEREAS HUD, by letter dated April 15, 2021, transmitted to the Neighborhood &
Housing Development Division (N&HD) an additional allocation of $3,999,312 for
CDBG-CV3, for the period of June 24, 2020, through September 30, 2022; and
WHEREAS this will bring the total CDBG-CV Program revenue to $7,166,309; and

Michigan as a High Intensity Drug Trafficking Area (HIDTA); and
WHEREAS HIDTA has authorized $35,000 in funding to the Oakland County Sheriff’s
Office for the time period of January 1, 2021 through December 31, 2021; and
WHEREAS the technicians provide support in testing firearms, entering fired cartrid ge
cases into the Integrated Ballistics Identification System (IBIS) and completing lab reports
of their findings; and
WHEREAS the technicians work has resulted in faster casework turn -around times and
a substantial reduction of the unit’s backlog; and
WHEREAS the grant award has completed the Grant Review Process in accordance with
the Grants Policy approved by the Board at their January 21, 2021 meeting.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
approves the Michigan High Intensity Drug Trafficking Areas Grant funding from the State
of Michigan in the amount of $35,000 for the time period of January 1, 2021 to December

Chairperson, Ladies and Gentlemen:
WHEREAS trees are a vital component of a healthy environment, providing a host of
benefits including reduced flooding; aesthetic improvements; noise reduction; improved
air quality and shade; and
WHEREAS the George W. Kuhn Drainage District (GWK) is a combined sewer service
area encompassing the southeastern portion of the County, including all or parts of the
following 14 Oakland County communities: Berkley, Beverly Hills, Birmingham, Clawson,
Ferndale, Hazel Park, Huntington Woods, Madison Heights, Oak Park, Pleasant Ridge,
Royal Oak, Royal Oak Township, Southfield and Troy; and

WHEREAS the GWK has among the highest impervious surface area and lowest tree
canopy cover in the County, much of which is public roadway, resulting in increased flood
risk during peak storm events; and
WHEREAS the OAKSTEM 2021 Street Tree Enhancement Matching Grant Pilot Program
is a pilot program intended to assist GWK communities by providing 1:1 matching grant
funds to reimburse eligible participating communities for planting trees within public road
rights of way (ROW); and
WHEREAS the distribution formula of available matching grant funding shall be based
upon the following factors: standard base grant funding, road lane miles, and percent of
impervious area; and
WHEREAS GWK communities will be responsible for the planning, species selection,
purchase, installation, warranty compliance and maintenance of the trees in accordance
with their local ordinances, policies, plans and procedures; and
WHEREAS GWK communities interested in participating in the OAKSTEM Program must
apply to the Oakland County Economic Development Department (OCED), who shall
administer the program; and
WHEREAS GWK communities awarded funds through the Program must approve a Cost
Participation Agreement between Oakland County and each GWK Community; and
WHEREAS participating GWK communities will be required to submit a report detailing
the extent of street tree plantings utilizing OAKSTEM Program funding that is approved
by OCED staff prior to receiving reimbursement; and
WHEREAS funding for OAKSTEM Program of $200,000 is available from the following
sources:
• $100,000 Economic Development Professional Services line item (10100-
1090201-174230-731458)
• $50,000 Board of Commissioners Special Projects line item (10100 -5010101-

• $50,000 GWK Drainage District.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
authorizes the creation of the OAKSTEM 2021 Street Tree Enhancement Matching Grant
Pilot Program in the amount of $200,000 for the purpose of offering matching grants to
communities located in the George W. Kuhn Draining District to fund the t ree plantings in
public road rights-of-way.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners hereby
approves the standard OAKSTEM Pilot Program Cost Participation Agreement
(Attachment A).
BE IT FURTHER RESOLVED that upon receipt of final, executed agreements from the
designated agents or governing body of the public bodies requesting services, the
Oakland County Board of Commissioners authorizes its Chairperson to execute and enter
into these Agreements on behalf of the County of Oakland.
BE IT FURTHER RESOLVED that participating communities shall provide the report and
documentation to the County as required in the Cost Participation Agreement
documenting the use of the program funds no later than June 30, 2022, which shall be
forwarded to the Board of Commissioners as a communication.

WHEREAS Oakland County seeks to preserve, protect, and enhance the quality of life
for those who live, work, and play in our communities, as well as for future generations;
and
WHEREAS there is overwhelming consensus among the world’s climate scientists that
anthropogenic climate change is happening and caused by emissions from human
activities; and
WHEREAS Oakland County is strongly committed to the principle of environment
sustainability and shall pursue these objectives through the adoption of policies and
budget priorities that reflect these values; and
WHEREAS the Oakland County Board of Commissioners declared their commitment to
a countywide mobilization effort to address the climate emergency with the adoption of
Miscellaneous Resolution (MR) #19367 “Resolution Acknowledging a Climate
Emergency and Creating an Energy and Environment Infrastructure Plan in Oakland
County”; and
WHEREAS MR #19367 also established the Board’s commitment to develop a
countywide Energy and Environmental Infrastructure Plan to respond to the climate
emergency; and
WHEREAS the Board of Commissioners have re-asserted their commitment to these
objectives and the development of a comprehensive climate emergency plan through the
approval of County Executive Coulter’s request for funding for the development of a
county campus sustainability plan and the creation of the position of Oakland County
Sustainability Officer; and
WHEREAS County Executive Coulter has announced a commitment that Oakland County
shall meet zero greenhouse gas emissions by 2050; and
WHEREAS President Biden recently accelerated the nation’s emission reduction
objectives with the announcement of a pledge to reduce U.S. greenhouse gas emissions
by 50% by 2030; and
WHEREAS the Administration has announced plans to request funding for the
development a countywide Climate Action Plan later this year; and
WHEREAS a Climate Action Plan is expected to include recommendations of key
performance indicators to measure the success of county initiatives in meeting climate
and environmental objectives; and

WHEREAS the establishment of environmental impact evaluation standards and
practices would ensure that new programs, capital investments and budget priorities are
viewed through the lens of meeting Oakland County’s commitment to greenhouse
emission reductions and environmental sustainability.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
hereby affirms and endorses County Executive Coulter’s commitment to reach net zero
carbon emissions in Oakland County by 2050.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners hereby
endorses President Biden’s pledge to reduce United States carbon emissions by 50% by
2030 and supports the inclusion of this objective as a goal for Oakland County.
BE IT FURTHER RESOLVED in furtherance of these objectives, the Board of
Commissioners calls upon the County Administration to collaborate in the establishment
of environmental impact evaluation standards and practices to be utilized in the
assessment of public policy proposals, capital improvement investments and the
development of budget priorities and plans.
BE IT FURTHER RESOLVED that the Board of Commissioners commits to an annual
review and assessment of progress in meeting the County’s climate and environmental
sustainability plans and objectives during the month of April.
BE IT FURTHER RESOLVED that the Oakland County Clerk/Register of Deeds is

TERMS FOR COUNTY COMMISSIONERS BY THE MICHIGAN LEGISLATURE
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentleman:
WHEREAS the 1963 Michigan Constitution stipulated four-year terms for the county
Board of Supervisors, the preceding body to today’s Board of Commissioners; and
WHEREAS the Legislature voted in 1966 to abolish Boards of Supervisors and formally
replace them with Boards of Commissioners after the 1968 elections; and
WHEREAS Public Act 261 of 1966 promulgated that the length of terms for the new
county commissioners shall be concurrent with that of state representatives, as specified
in Article IV, section 3 of the Michigan Constitution; and
WHEREAS Michigan is one of only five states in the United States that provides for
exclusively two-year terms for county commissioners; and
WHEREAS all other county and township elected officials in Michigan are elected to terms
of at least four years; and
WHEREAS County government in Michigan has evolved to a multi-faceted, complex form
of local government which delivers a multitude of diverse services to its citizens and
municipalities; and
WHEREAS two-year terms for County Commissioners impede the smooth functioning of
operations within the Board of Commissioners as the biennial election cycle reduce s the
efficiency of the Board of Commissioners; and
WHEREAS legislation to amend state law to enact four-year terms has been filed in the
form of Senate Bills 242 and 245; and
WHEREAS the Oakland County Board of Commissioners supports the legislation as
introduced.
NOW THEREFORE BE IT RESOLVED the Oakland County Board of Commissioners
hereby supports passage of Senate Bills 242 and 245 to extend County Commissioner
terms to four years.
BE IT FURTHER RESOLVED that the Oakland County Clerk/Register of Deeds is

Chairperson, Ladies and Gentlemen:
WHEREAS in February 2021, Senator Robert Menendez (D-NJ) and Representative
Linda Sanchez (D-CA) introduced identical bills “to provide an earned path to citizenship,
to address the root cause of migration and responsibly manage the southern border, and
to reform the immigration visa system, and for other purposes.” The short title of the bill
is the U.S. Citizenship Act of 2021; and
WHEREAS this bill embodies the legislative proposal that President Biden announced on
day one of his new administration; and
WHEREAS this bill provides hardworking people who enrich our communities every day
and who have lived here for years, in some cases for decades, an opportunity to earn
citizenship; and
WHEREAS this legislation, among other provisions, would:
• Establish an 8-year path to citizenship for undocumented immigrants who arrived
in the U.S. by January 1, 2021,
• Provide an expedited path to citizenship for farm workers and undocumented
young people who arrived in the U.S. as children with temporary protected status
under Deferred Action for Childhood Arrivals (DACA),
• Replace the word “alien” with “non-citizen” in law,
• Raise the per-country caps on family and employment-based legal immigration
numbers,
• Repeal the penalty that prohibits undocumented immigrants who leave the country
from returning to the U.S. for between three (3) and ten (10) years,
• Expand transnational antidrug task forces in Central America,
• Increase funding for technology at the southern border; and
WHEREAS this legislation modernizes the U.S. immigration system, prioritizes keeping
families together, grows the U.S. economy, responsibly manages the border with smart
investments, addresses the root causes of migration from Central America, and ensures
that the United States remains a refuge for those fleeing persecution; and
WHEREAS this bill also creates an earned path to citizenship for our immigrant
neighbors, colleagues, parishioners, community leaders, friends , and loved ones—
including DREAMers and the essential workers who have risked their lives to serve and
protect American communities.

WHEREAS the Oakland County Board of Commissioners (the “Board”) recognizes the
concerns about the COVID-19 pandemic balanced with the competing goods of public
transparency and open government; and
WHEREAS improvements in both infection rates and vaccination rates have occurred;
and
WHEREAS many, if not most, Commissioners are ‘fully vaccinated’, defined as 2 shots
(or the one dose Johnson and Johnson) + 14 days; and
WHEREAS the plentiful supply of vaccines and availability from both the Oakland County
Health Department and other outlets has given widespread access to vaccinations for
those who desire it. As of May 10, 2021, 637,468 residents of Oakland County have
received one dose of the COVID-19 vaccine, and 509,679 residents of Oakland County
have been fully vaccinated (61.9% of the total County population); and
WHEREAS Board staff also has had access to the COVID-19 vaccination; and
WHEREAS the Board of Commissioners has already spent at least $25,000 on distancing
and safety equipment; and
WHEREAS hybrid virtual options are available for anyone who is unvaccinated or
believes they would still be at risk, to participate remotely; and
WHEREAS in-person meetings facilitate greater transparency, accountability, and public
participation; and
WHEREAS extreme public health measures have been a feature of a pandemic
Emergency Regime, but after over a year it is time to move from a State of Emergency to
a more sustainable and open routine; and
WHEREAS the State of Michigan has had to pursue a one -size-fits-all approach for the
entire State, while Oakland County can tailor specific policy to its specific situation; and
WHEREAS Oakland County has always been a leader in Michigan policies; and
WHEREAS the Oakland County Board of Commissioners can show leadership by
transitioning to a Post-Emergency structure and protocol; and
WHEREAS it is possible to pursue both responsible safety and openness.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
will return to in-person public meetings and access, subject to appropriate public safety
measures, effective for the May 26, 2021, Board of Commissioners meeting.

WHEREAS we will openly talk, challenge and confront racism, sexism and inequity; and
WHEREAS there is a long history of racism, discrimination and segregation within our
region, which has adversely impacted economic outcomes particularly for communities
of color; and
WHEREAS we wish to end injustices, inequity and violence and we unequivocally declare
that an injustice to one is an injustice to all; and
WHEREAS the 21-Day Equity Challenge runs from May 21 – June 18, where participants
will receive a daily email inviting them to spend about 15 mins a day understanding,
learning, and reflecting on ways we individually can advance equity in our communities;
and
WHEREAS the 21-Day Equity Challenge is free for anyone to participate; and
WHEREAS we believe that together we must play a vital role in dismantling systems that
have marginalized members of our community; and
WHEREAS we believe that our elected leaders, staff, and community members should
be provided the necessary resources to facilitate discussions of racism, sexism, and other
forms of inequity and inequality to help better understand our full history and our collective
humanity; and
WHEREAS as the Oakland County Board of Commissioners value every community
member and are committed to creating an equitable and antiracist system that honors
and elevates all.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
recognizes the United Way for Southeastern Michigan 21 -Day Equity Challenge as an
important opportunity to expand our knowledge and understanding of the historic and
persistent inequities that play a role in our social and econ omic landscape here in
Southeastern Michigan.
BE IT FURTHER RESOLVED the Oakland County Board of Commissioners encourages
all county officials, staff, and members of the community to participate in the 21 -Day
Equity Challenge to deepen our understanding of and develop our willingness to confront
racism, sexism and other forms of inequity and inequality in our community.

IN RE: BOARD OF COMMISSIONERS – OPPOSING VACCINE PASSPORTS IN
OAKLAND COUNTY
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS medical records and information are private and fall under HIPAA protections;
and
WHEREAS individual COVID-19 vaccination records are private health information,
which should not be shared by mandate; and
WHEREAS so-called COVID-19 vaccination passports reduce individual freedom and will
harm patient privacy; and
WHEREAS the Food and Drug Administration has granted only Emergency Use
Authorization for COVID-19 vaccines, which must remain voluntary under the Nuremberg
Trial Codes; and
WHEREAS our government has no law requiring a COVID-19 vaccination; and
WHEREAS Oakland County acknowledges there are instances where an individual,
along with their doctor, may decide that being vaccinated may be unwise, unethical, or
unsafe; and
WHEREAS requiring COVID-19 vaccination passports would create two classes of
citizens based on vaccination status for taking part in everyday life such as attending a
sporting event or patronizing a restaurant; a nd
WHEREAS the State of Michigan allows for medical, religious, and philosophical
exemptions from vaccines; and
WHEREAS vaccine passports do not take into consideration the large number of citizens
who have recovered from COVID-19, and therefore, already bear natural immunity; and
WHEREAS vaccine passports are thus highly discriminatory, racist, and demeaning to
some citizens; and
WHEREAS it is necessary to protect the fundamental rights and privacy of residents of
Oakland County and the free flow of commerce.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
opposes mandatory vaccines, vaccine passports, or production of any health or HIPAA
protected information to access governmental buildings, public spaces, businesses, or
places of employment.
BE IT FURTHER RESOLVED that the Oakland County Clerk/Register of Deeds is
requested to forward copies of this adopted resolution to the Governor of the State of
Michigan, the Lieutenant Governor, the State Senate Majority and Minority leade rs, the
State House Speaker and Minority leader, the Oakland County members of the Michigan
Legislature, the members of the Oakland County congressional delegation, and the
Michigan Association of Counties.

To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners is committed to ensuring equal
opportunity and equal access to county services to all residents of Oakland County,
Michigan and other members of the public; and
WHEREAS the Oakland County Board of Commissioners adopted Miscellaneous
Resolution #19250 on November 20, 2019 thereby adopting the Oakland County Non-
discrimination Policy; and
WHEREAS the Policy “assures that no individuals or entity shall be subjected to
discrimination or harassment on the grounds or race, color, religion, sex, sexual
orientation, gender identity or expression, national origin, age, genetic information, height,
weight, disability, veteran status, familial status, marital status, or any other legally
protected status under federal and state laws be denied the benefits of, or be otherwise
subjected to discrimination, harassment or retaliation for employment, or under any
program, activity or service”; and
WHEREAS people of color have historically been subjected to and continue to be
subjected to discrimination based on hair texture and protective hairstyle s; and
WHEREAS a recent study found that Black women face the highest instances of hair
discrimination, are more likely to be sent home from the workplace because of their hair,
and that 80 percent of Black women felt they needed to switch their hairstyle to align with
more conservative standards in order to fit in at work; and
WHEREAS the Creating a Respectful and Open World for Natural Hair Act (CROWN Act)
specifies hair texture and protective hairstyles, such as braids, locs, twists and bantu
knots, as traits historically associated with race to protect Michiganders from
discrimination in the workplace, all levels of public education, public accommodations and
services, and real estate transactions; and
WHEREAS the CROWN Act has now been adopted in at least nine states and legislation
is under consideration in more than twenty other states, as well as in the United States
Congress; and
WHEREAS in Michigan, State Representative Sarah Anthony introduced House Bill 4275
in February 2021 to amend Michigan’s Elliott Larsen Civil Rights Act to include the
definition of “race” as “inclusive of traits historically associated with race, including … hair
texture and protective hairstyles …”; and

WHEREAS as of now, Ingham County, Lansing Regional Chamber of Commerc e, Ann
Arbor/Ypsilanti Regional Chamber, Genesee County, City of Flint, Mayor of Lathrup
Village Kelly Garrett, AT&T Michigan, SEIU Michigan, Michigan Library Association
(MLA), and Michigan Association for Media in Education (MAME) support House Bill
4275.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
hereby declares that the term “race” as used in the Oakland County Non -discrimination
Policy shall be defined as being inclusive of traits historically associated with race,
including, but not limited to, hair texture and protective hairstyles. For purposes of this
definition, "protective hairstyles" includes, but is not limited to, such hairstyles as braids,
locs, twists and bantu knots.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners hereby
calls upon the members of Michigan Legislation to support House Bill 4275 which would
prevent discrimination by expanding state law to recognize a person’s hair as a
characteristic of race.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners
recognizes that discrimination based on hair texture and protective hairstyles is a form of
racial discrimination and social injustice and inconsistent with the Oakland County Board
of Commissioners’ dedication to equal opportunity and equal access to county services
to all residents of Oakland County, Michigan and other members of the public.
BE IT FURTHER RESOLVED that the Oakland County Clerk/Register of Deeds is
requested to forward copies of the adopted resolution to the Governor of the State of
Michigan, the State Senate Majority and Minority leaders, the State House Speaker and
Minority leader, the members of the Oakland County delegation to the Michigan
Legislature.

COUNTY SUMMIT

Chairperson, Ladies and Gentlemen:
WHEREAS in the spirit of regional cooperation, County Commissioners fro m Oakland,
Macomb and Wayne Counties, and the members of the Detroit City Council, held the first
Tri-County Summit in May of 1998 with the goal of creating a forum wherein common
issues were identified for cooperative action; and
WHEREAS the first Tri-County Summit was hosted by the Wayne County Commission,
with subsequent hosting duties rotating between each of the regional partners; and

WHEREAS topic areas of previously held Tri-County Summits have included mental
health, criminal justice, transportation/transit, economic development and the
environment. Other study topics addressed were water quality and regional quality of life.
Specific issues have been addressed collaboratively such as home foreclosures, green
infrastructure implementation, reports on the region’s economic outlook and the “Silver
Tsunami”; and
WHEREAS legislative leaders in Oakland, Macomb and Wayne Counties recognize the
benefit of reinstating the Tri-County Summit this year to provide a vehicle for meaningful
conversation between the legislative bodies and to identify potential solutions to common
and complex issues facing our shared region; and
WHEREAS an initial group made up of Tri-County partners has been formed to plan the
2021 Tri-County Summit. Study topics within the area of infrastructure, relevant to the
Southeast Michigan region, will be identified, with the focus and end goal being a
successful effort which expands reach, strengthens our collective voice, explores
solutions and shares best practices. Key leaders will be i nvited to attend and participate
in this important endeavor.
NOW THEREFORE BE IT RESOLVED that the 2021 Tri-County Summit will be planned
and hosted by a planning group made up of partners from Oakland, Macomb and Wayne
Counties.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners joins
with our esteemed colleagues from the Macomb County and Wayne County
Commissions in affirming our support and participation in the Tri-County Summit. The
Oakland County Board of Commissioners hereby confirms that they will participate in the
2021 Tri-County Summit.
BE IT FURTHER RESOLVED that the Oakland County Clerk/Register of Deeds is
requested to forward copies of the adopted resolution to the Chairperson of the Macomb
County Board of Commissioners and the Chairperson of the Wayne County Commission.

Commissioner Cavell addressed the Board to inform the Commissioners that there will

and he also extended an invitation to join the regular Saturday Zoom meetings being held
by volunteers in District #18 at 10:00 a.m.
Chairperson David Woodward addressed the Board to inform the Commissioners about
MS Teams, the Tri-County Summit, the June 15th target date to resume in person Board
Meetings and he stated that there is a tour of the Oakland Health 360 Initiative renovations
currently being arranged.

Commissioner Nelson addressed the Board regarding the Veterans CARE Packages
being distributed on May 16th at the Southfield Public Library and that Treatment Court
will be held on May 19th.
Commissioner McGillivray addressed the Board to inform everyone that the Oakland
County Parks are now open and to encourage everyone to visit the parks.
The Board adjourned at 7:34 p.m. to the call of the Chair or May 26, 2021, at 6:00 p.m.
