CALL TO ORDER Mayor Bikson at 7:00 p.m. 2. ROLL CALL PRESENT: Mayor Stuart Bikson, Mayor Pro Tem Dean Bevacqua, Councilmembers Mark Albrecht, Amanda Harrison, Ann Peterson, Steve Sage and Nancy Salvia. ABSENT: None. 3. PLEDGE OF ALLEGIANCE Mayor Bikson led the Pledge of Allegiance. 4. PUBLIC COMMENT SCHEDULED/NON SCHEDULED/PRESENTATIONS NONE. Public Comment. NONE. 5. MINUTES 5A. Minutes for the Regular Meetings of October 12 and 26, 2020 will be considered at the next meeting. 6. CONSENT AGENDA 6A. Agreement 2021 Gypsy Moth. MOTION: Peterson moved, Sage seconded, To approve the agreement with the National Gypsy Moth Management Group to complete the gypsy moth population control measures at a cost not to exceed $31,500.00 VOTE: YES: Bikson, Bevacqua, Albrecht, Keighley, Peterson, Sage and Salvia. NO: None. Motion Carried. Salvia requested that this contract be sent out for bid in 2021. 6B. 2020 Special Events Calendar. MOTION: Peterson moved, Sage seconded, To receive the 2020 Special Events Calendar. VOTE: YES: Bikson, Bevacqua, Albrecht, Keighley, Peterson, Sage and Salvia. NO: None. Motion Carried. Rochester City Council November 09, 2020 Page 2 of 3 7. OLD BUSINESS/TABLES ITEMS NONE. 8. PUBLIC HEARINGS NONE. 9. LEGISLATIVE DELIBERATIONS NONE. 10. REPORTS AND REGULAR BUSINESS 10A. Agreement with Oakland County to use the Fire Department as a COVID-19 testing and vaccination location. MOTION: Salvia moved, Albrecht seconded, To approve the agreement with Oakland County to use the Fire Department as a COVID-19 testing and vaccination location. VOTE: YES: Bikson, Bevacqua, Albrecht, Keighley, Peterson, Sage and Salvia. NO: None. Motion Carried. 10B. Special Event Application for Chabad Jewish Center of Troy to hold a Public Menorah Lighting on Sunday, December 13, 2020 on East Fourth Street from 4:30 p.m. to 6:00 p.m. Rabbi Menachem Caytak was present to discuss the event. Council was supportive of the event and felt that it will be a good addition to the holiday event downtown in the future, but, they were reluctant to approve the application this year due to the pandemic and noted that the City has cancelled most events through the year. 11. BOARDS AND COMMISSIONS REPORTS. 11A. Planning Commission – Bevacqua stated that the Site Plans for a multi-family project at 210 Diversion would be resubmitted and that the Commission held a Public Hearing for Infill Development Ordinance. 11B. Budget and Finance Subcommittee – Harrison noted that Council will hold a budget meeting Saturday, December 5 from 9 a.m. to 12:00 noon. Mayor Bikson requested Council confirm the Mayoral appointment of Tonia Rangarajan, Tonia’s Victoria Rose at 118 W. Third Street to the Downtown Development Authority. MOTION: Salvia moved, Peterson seconded, To confirm the Mayoral appointment of Tonia Rangarajan, Tonia’s Victoria Rose at 118 W. Third Street to the Downtown Development Authority. City Manager updates  GFL yard waste and city leaf pickup  Thanked Executive Assistant Jane Dixon for her hard work 12D. General miscellaneous. City Clerk O’Connor  Commented that the election went well Salvia  Recognized Veterans Peterson, Harrison, Sage and Bevacqua  All thanked the City Clerk for her work on the election  All thanked Jane Dixon for her service Mayor Bikson  Commented that Rochester is booming 12E. As required by Urban Cooperation Act 7 of 1967 - MCL 124.510(4), a copy of the signed agreement with the County of Oakland and the City of Rochester, and the authorizing Board of Commissioners Resolution are enclosed for filing by your office.
