Allegan Lansing, MI 48918 Dear Office of the Great Seal: On November 19, 2020 the Board of Commissioners for Oakland County entered into an agreement per MR #20576 – Emergency Management and Homeland Security Department, Emergency Management Division – Request for Approval of Facility Use Interlocal Agreement for Communities in Oakland County to Conduct COVID-19 Testing and Vaccinations. As required by Urban Cooperation Act 7 of 1967 - MCL 124.510(4), a copy of the signed agreement with the County of Oakland and the City of Pontiac, and the authorizing Board of Commissioners Resolution are enclosed for filing by your office. Roll Call Members Present: Carter, Miller, Pietila, Shramski, Taylor-Burks and Williams. Members Absent: Waterman Mayor Waterman was present. Clerk announced a quorum. Excuse Councilmembers 20-539 Motion to excuse Councilperson Waterman for personal reasons. Moved by Councilperson Pietila and second by Councilperson Taylor-Burks. Ayes: Miller, Pietila, Shramski, Taylor-Burks, Williams and Carter No: None Motion Carried Amendments to and Approval of the Agenda 20-540 Motion to move item 9 (Resolution to approve the City Clerk’s Medical Marihuana Obligations) above item 3 (Status update requested on the City Council referral of an Emergency Ordinance to amend Ordinance 2363 to include Medical Marihuana Facility Uses in Designated Overlay Districts. The amendment allows the following: Medical Marihuana Grower uses are permitted outside the Cesar Chavez and Walton Blvd Medical Marihuana Overlay Districts. Medical Marihuana Processor uses are permitted outside the Cesar Chavez and Walton Blvd Medical Marihuana Overlay Districts) and item 4 (Status Update on Mayoral appointments to the Medical Marihuana Commission). Moved by Councilperson Taylor-Burks and second by Councilperson Pietila. Ayes: Shramski, Taylor-Burks, Williams, Carter, Miller and Pietila No: None Motion Carried Resolution Department of Public Works (DPW) 20-549 Resolution to support utilization of South Blvd. Fire Station #2 to provide free COVID-19 Testing. Moved by Councilperson Shramski and second by Councilperson Pietila. WHEREAS, Fire Station #2 provides ample space and design with its two drive thru bays for increased testing for the community it is idea for this initiative to increase access testing for those in the area; NOW, THEREFORE, BE IT RESOLVED, The Pontiac City Council supports the Mayor signing the interlocal agreement between Oakland County and the City of Pontiac to provide COVID-19 testing at Fire Station #2 on South Boulevard Dr. Ayes: Taylor-Burks, Williams, Carter, Miller, Pietila and Shramski No: None Resolution Passed Suspend the Rules 20-550 Motion to suspend the rules to vote. Adams & Associates as Executive Search firm for Provision of Executive Recruiting Services to seek qualified candidates for the vacant Deputy Mayor position. Moved by Councilperson Pietila and second by Councilperson Taylor-Burks.
