a communication from David Coulter, Oakland County Executive appointing James
Esshaki as his designee to the Oakland County Building Authority.
Fred Miller, Deputy Oakland County Clerk/Register of Deeds addressed the Board to read
a communication from David Coulter, Oakland County Executive appointing Gretchen
Parks to the Oakland County Zoological Authority as an alternate to Jennifer Grieco.
Fred Miller, Deputy Oakland County Clerk/Register of Deeds addressed the Board to read
a communication from David Woodward notifying the Board that he has authorized the
submission of the following grant application:

Chairperson David Woodward addressed the Board to introduce Commissioner Jackson.
Commissioner Jackson addressed the Board to present a proclamation honoring Kathy
Maitland. Ms. Maitland has been the Executive Director of the Mich igan Abolitionist
Project (MAP) for over eight years. She has also volunteered for the Michigan Human
Trafficking Task Force and is currently serving her third appointed term on the Governor’s
Human Trafficking Commission. She is seen as a leading source of information on human
trafficking and a strong victim advocate.

Commissioner Spisz addressed the Board to inform the Public Commenters that MR
#21191 – Board of Commissioners - Opposing Vaccine Passports in Oakland County is
not on tonight’s Agenda and will not be addressed this evening.

APPROPRIATION FOR THE CITY OF ROYAL OAK – PROJECT NO. 54651
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the City of Royal Oak Project #54651 was originally approved per M.R.
#19384; and
WHEREAS the project was established for the Traffic Signal Upgrade and Street Lighting
on 12 Mile Road; and
WHEREAS the total Tri-Party project cost participation was established at $105,168 of
which the County agreed to fund $35,056; and
WHEREAS the City of Royal Oak and the Road Commission for Oakland County (RCOC)
approved additional funding from existing allocated Tr i-Party monies since the time
Project #54651 was initiated; and
WHEREAS the Oakland County share for the additional project cost is $20,000 to bring
the total County share to $55,056; and
WHEREAS funding in the amount of $20,000 is available in the General Fund Assigned
Fund Balance for Tri-Party funding (GL Account #383510).
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
approves the additional Oakland County cost of $20,000 for the 2021 Tri-Party Road
Improvement Program Funds from the Oakland County Assigned Fund Balance (GL
Account #383510) toward the City of Royal Oak-Project #54651.

VETERANS SERVICES DIVISION – REORGANIZATION OF POSITIONS
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the Economic Development, Workforce Development and Veterans Services
Division (Workforce Development Division) has reviewed its operations and determined
areas where efficiencies could be realized; and
WHEREAS the Workforce Development Division, in partnership with the Oakland County
Workforce Development Board, has launched innovative programming, exceeded
performance goals, and is routinely recognized as an industry leader in workforce
development; and
WHEREAS the Workforce Development Division has expanded programs and services
to Oakland County business and residents and secured over $2.0 million of additional
grant funds with additional projected growth; and
WHEREAS it has been determined that the following additional Full-Time Eligible (FTE)
Special Revenue (SR) positions are needed to allow for increased services to be offered
in the Workforce Development and Veterans Services Division: one (1) Administrator
Workforce Development, one (1) Workforce Development Specialist, one (1) Staff
Assistant Workforce Development and one (1) Digital Marketing and Communications
Coordinator; and
WHEREAS the Workforce Development and Veterans Services Division is requesting to
delete one (1) FTE SR Office Support Clerk position (1090701-03034) that will no longer
be needed under this re-organization; and
WHEREAS it is also requested to upwardly reclassify the following two (2) FTE SR
positions to properly reflect the duties the positions are expected to perform: one (1)
Accountant II (1020622-02489) under the Management and Budget/Fiscal Services
Division to Accountant III and one (1) Office Support Clerk (1090701 -02623) under the
Workforce Development and Veterans Services Division to Technical Office Specialist ;
and

WHEREAS Miscellaneous Resolution #20462 adjusted the funding of one (1) FTE SR
Manager Workforce Development position to 80% SR funded and 20% GF/GP funded;
after further evaluation it is proposed to change this position to 100% SR funded as this
position will not have oversight over Veterans Services; and
WHEREAS the budget for (1) SR FTE Digital Marketing and Communications Coordinator
position (1090109-12076) was not allocated between Economic Development’s General
Fund/General Purpose budget and Workforce Development’s Special Revenue Budget
during the budget process for FY 2021 (M.R. #18056); however 100% of the position’s
budget will be moved from General Fund to Special Revenue as the position is dedicated
to Workforce Development; and
WHEREAS the financial impact of the General Fund for FY 2021, FY 2022, and FY 2023
will be a cost savings of $125,247, $158,838, and $155,723, respectively; and
WHEREAS there is no financial impact to the Special Revenue Fund for FY 2021 – FY
2023 as the line items within the grant will be adjusted to offset the personnel changes.
NOW THEREFORE BE IT RESOLVED to delete the following FTE SR position:

IN RE: ECONOMIC DEVELOPMENT – UNITED STATES ECONOMIC
DEVELOPMENT ADMINISTRATION (U.S. EDA) CARES ACT RECOVERY
ASSISTANCE – GRANT ACCEPTANCE
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the Economic Development (ED) department, in collaboration with the Great
Lakes Women’s Business Council and its CEED Lending program, has applied to and
been awarded United States Economic Development Administration (EDA) CARES Act
Recovery Assistance Grant funding in the amount of $3,000,000 to capitalize an Oakland
County Revolving Loan Fund (RLF) that will provide loans to businesses and be open to
all eligible applicants, with an initial focus on those impacted by and recovering from the
COVID-19 pandemic for the period April 13, 2021 through April 12, 2024; and
WHEREAS the RLF will be used to provide gap financing to small businesses which
cannot access funding from traditional sources such as banks and credit unions; and
WHEREAS the RLF will also be used to support businesses in economically distressed
areas, provide access to capital for minorities, women, and others who are

underrepresented in mainstream financing, and support businesses that lack sufficient
collateral and owners’ equity to qualify for mainstream financing; and
WHEREAS Miscellaneous Resolution #20577 approved the preliminary acceptance of
award as Economic Development was notified by the granting agency that the application
was reviewed for merit and selected for consideration; and
WHEREAS M.R. #20577 authorized Oakland County to provide an unencumbered,
committed $1,000,000 match from unassigned fund balance to awarded RLF capital, in
addition to $300,000 for oversight and administrative costs of CEED Lending; and
WHEREAS Great Lakes Women’s Business Council and its CEED Lending program will
provide on a regular and periodic basis program performance data to Oakland County;
and
WHEREAS Oakland County will enter into an agreement with Great Lakes Women’s
Business Council and its CEED Lending program pertaining to this grant; and
WHEREAS acceptance of the grant does not obligate the County to any future
commitments over and above those outlined herein; and
WHEREAS Oakland County Business Development staff will promote the Oakland
County Revolving Loan Fund when appropriate to Oakland County small businesses and
partner organizations; and
WHEREAS the grant agreement has completed the Grant Review Process in accordance
with the Grants Policy approved by the Board at their January 21, 2021 meeting.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
accepts the CARES Act Recovery Assistance Grant from the U.S. EDA in the amount of
$3,000,000 for the period April 12, 2021 through April 12, 2024.
BE IT FURTHER RESOLVED that the Board Chairperson is authorized to execute the
grant agreement and to approve grant changes and extensions which are consistent with
the original agreement.
BE IT FURTHER RESOLVED that the Board Chairperson is authorized to execute the
agreements with the Great Lakes Women’s Business Council and its CEED Lending
program and to approve grant changes and extensions which are consistent with the
original agreement.
BE IT FURTHER RESOLVED a budget amendment is not required as M.R. #20577
authorized the acceptance of award amount of $3,000,000 and the one -time funding of
$1,300,000 appropriated from the General Fund Unassigned Fund Balance to Economic
Development’s Administration Division’s Economic Adjustment Assistance Fund
(#29302).

IN RE: INFORMATION TECHNOLOGY – SECOND QUARTER 2021 DEVELOPMENT
APPROPRIATION TRANSFER
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS all development cost is incorporated as a single appropriation within the non-
departmental budget and then an amount equal to the actual expense is transferred to
the user department with a summary report to the Finance Committee; and
WHEREAS the Department of Information Technology has determined the Second
Quarter 2021 development charges to be $1,166,261.44 for the General Fund/General
Purpose County departments; and
WHEREAS direct charges to Special Revenue and Proprietary fund departments are
$1,159,928.31 and non-county agencies are $21,745.75 for the Second Quarter 2021;
and
WHEREAS an appropriation transfer to General Fund/General Purpose County
departments is needed to fund these development charges.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
approves the Second Quarter 2021 Development Report and autho rizes the Second
Quarter appropriation transfer as specified on the attached schedule.
BE IT FURTHER RESOLVED that the respective departmental Fiscal Year 2021 budgets
are to be amended as specified in the attached detail schedule.

To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS counties routinely provide treatment services to the estimated 2 million people
with serious mental illnesses booked into jail each year; and
WHEREAS prevalence rates of serious mental illnesses in jails are three to six times
higher than for the general population; and
WHEREAS almost three-quarters of adults with serious mental illnesses in jails have co-
occurring substance use disorders; and
WHEREAS adults with mental illnesses tend to stay longer in jail and upon release are at
a higher risk of recidivism than people without these disorders; and
WHEREAS county jails spend two to three times more on adults with mental illnesses
that require interventions compared to those without these treatment needs; and
WHEREAS without the appropriate treatment and services, people with mental illnesses
continue to cycle through the criminal justice system, often resulting in tragic outcomes
for these individuals and their families; and
WHEREAS Oakland County and all counties take pride in their responsibility to protect
and enhance the health, welfare, and safety of its residents in efficient and cost -effective
ways; and
WHEREAS recognizing the Stepping Up Initiative and May as Mental Health Month
increases awareness and understanding of mental illness, the need for appropriate and
accessible services and the use of alternative incarceration for all people with mental
illness to promote recovery; and
WHEREAS Oakland County has been a pioneer and continues to work toward
maximizing and expanding services and the use of alternatives to incarceration to
effectively deal with non-violent offenders and individuals with mental illness; and
WHEREAS the Oakland County Community Correctional Division provides an array of
sentencing alternatives with programs, services, and resources for individuals with mental
illnesses who enter into the criminal justice system; and
WHEREAS the Oakland Community Health Network (OCHN) strives to inspire hope,
empower people, and strengthen communities for Oakland County residents. The OCHN
and its provider network and Substance Use Treatment & Prevention Service Providers
identify, influence, and deliver public mental health services to more than 27,000 Oakland
County citizens with serious mental illness, substance use, developmental disabilities and
childhood emotional disorder to improve their lives and prevent the risk of entering the
criminal justice system; and
WHEREAS the OCHN has established its Resource and Crisis Center which helps people
stay out of jail by offering crisis intervention and access to mental health and substance
use disorder treatment; and
WHEREAS the OCHN provides funding for programs and services with the Oakland
County jail and has identified initiatives such as the Pre-Booking Jail Diversion Program
and Jail Alliance With Support (JAWS); and
WHEREAS the OCHN has identified funding for Crisis Intervention Team (CIT) training
for law enforcement offices; and

WHEREAS with identified funding the Oakland County Sheriff’s Office and Oakland
Community Health Network have collaborated in developing the Jail Diversion Program
and the Crisis Intervention Team (CIT) training for CIT Deputies to be better equipped to
deal with subjects with a mental illness and to better assess if a subject is a qualified
candidate for the Pre-Booking Jail Diversion Program; and
WHEREAS the OCHN works in collaboration with its community partners including, the
National Alliance for Mental Illness (NAMI), the Oakland County Health Division, Oakland
County Law Enforcement agencies, and the Oakland County Sheriff’s Office (OCSO);
and
WHEREAS through the Stepping Up Initiative, the National Association of Counties, the
Council of State Governments Justice Center and the American Psychiatric Foundation
are encouraging counties to reduce the number of people with mental illnesses in county
jails.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
hereby signs on to the Call to Action to reduce the number of people with mental illnesses
in our County jail, to commit to sharing lessons learned with other counties in Michigan
and across the country to support a national initiative and encourage all county officials,
employees and residents to participate in Stepping Up. We resolve to utilize the
comprehensive resources available through Stepping Up to:
•Convene or draw on a diverse team of leaders and decision makers from multiple
agencies committed to safely reducing the number of people with mental illnesses
in jails.
•Collect and review prevalence numbers and a ssess individuals’ needs to better
identify adults entering jails with mental illnesses and their recidivism risk, and use
that baseline information to guide decision making.
•Examine treatment and service capacity to determine which programs and
services are available in the County for people with mental illnesses and co -
occurring substance use disorders, and identify state and local policy and funding
barriers to minimizing contact with the justice system and providing treatment and
supports in the community.
•Develop a plan with measurable outcomes that draws on the needs and
prevalence assessment data and examination of available treatment and service
capacity, while considering identified barriers.
•Implement research-based approaches that advance the plan.
•Create a process to track progress using data and information systems, and to
report on successes.

WHEREAS according to the U.S. Department of Justice, in 2020, there were 365,348
missing children; and
WHEREAS of the 26,500 runaways reported to the National Center for Missing &
Exploited Children in 2020, 1 in 6 were likely sex trafficking victims; and
WHEREAS the National Center for Missing & Exploited Children® (NCMEC) exists as a
resource to help prevent child abduction and sexual exploitation, help find missing
children, and assist victims of child abduction and sexual exploitation, their families, and
the professionals who serve them. The National Center for Missing & Exploited Children's
recovery rate has grown from 62% in 1990 to 97% in 2018 of domestically missing
children, but too many children still remain among the missing; and
WHEREAS the AMBER Alert program was created in 1996 and is operated by the U.S.
Department of Justice. As of December 15, 2020, 1,027 children have been successfully
recovered as a result of the program; and
WHEREAS the NCMEC's toll free, 24-hour call center has received more than 5 million
calls since it was created in 1984. Information about missing or exploited children can be
reported to the call center at 1.800.THE.LOST (1.800.843.5678); and

WHEREAS the National Center for Missing & Exploited Children initiated the Take 25®
national child safety campaign to encourage families to take 25 minutes to talk to their

give hope to their families.
NOW THEREFORE BE IT RESOLVED that in partnership with the National Center f or
Missing & Exploited Children and its collaborative organizations, the Oakland County
Board of Commissioners hereby proclaims May 25, 2021, as National Missing Children's
Day in Oakland County.

of our justice system, saving vast criminal justice resources and offering an alternative to
incarceration all the while keeping individuals engaged with their communities; and
WHEREAS treatment courts have been restoring lives and families for more than three
decades; and WHEREAS there are now more than 4,000 treatment courts programs
nationwide which have served 1.5 million individuals, according to the National Drug
Court Resource Center; and
WHEREAS drug courts are the cornerstone of justice reform sweeping the nation and are
now recognized as the most successful justice system intervention in our nation’s history;
and
WHEREAS they significantly improve substance use disorder treatment outcomes,
substantially reduce addiction and related crime, and do so at less exp ense than any
other criminal justice strategy; and
WHEREAS treatment courts improve education, employment, housing, and financial
stability, promote family reunification, reduce foster care placements, and increase the
rate of addicted mothers delivering babies who are fully drug free; and
WHEREAS according to the National Association of Drug Court Professionals, they save
an average of $6,000 for every individual they serve; and
WHEREAS the hard work and dedication of the judiciary, prosecutors, attorney s, court
administration, law enforcement, clerks of the court, corrections personnel, public health
professionals, treatment providers, treatment court staff and many others have had a
positive influence on the Oakland County residents they serve and the communities they
live in; and
WHEREAS Oakland County encourages all citizens to recognize the participants and
practitioners who make drug courts effective and the significant contributions that drug
courts have made and continue to make, in reducing drug u se and crime.

WHEREAS one in ten (10%) children has a serious mental illness that, if untreated, can
lead to school failure, physical illness, substance use, jail and even suicide; and
WHEREAS stigma and stereotypes associated with mental illness often keeps those
living with such an illness from seeking treatment that could improve their quality of life
and help them manage the illness effectively; and
WHEREAS the National Institute of Mental Health reports that mental disorders are the
leading cause of disability in the United States and Canada for ages 15 - 44; and
WHEREAS mental health recovery not only benefits individuals with mental health
disabilities by focusing on their abilities to live, work, learn and fully participate and
contribute to our society, but also enriches the texture of our community life; and
WHEREAS mental illness is a biologically based brain disorder that cannot be overcome
through "will power" and is not related to a defect in a person's "character" or intelligence;
and
WHEREAS mental health recovery is a journey of healing and transformation, enabling
people with a mental illness to live in a community of his or her choice while striving to

WHEREAS mental health recovery not only benefits individuals with mental health

to secure care for the individual; and
WHEREAS the Board of Commissioners stands behind programs like mental health first
aid training; and
WHEREAS May has been designated throughout the nation as Mental Health Month,
providing a time for people to come together and display the passion and strength of
those working to improve the lives of the tens of millions of Americans affected by mental
illness; and
WHEREAS Children's Mental Health Awareness Day is May 7, 2021, and has been
established to increase awareness and understanding of children and youth living with
mental illness and to come together to advocate for a full array of effective services and
supports for children affected by mental illness; and
WHEREAS the Oakland Community Health Network (OCHN), and its service
providers, have demonstrated a record of inspiring hope, empowering people, and

WHEREAS the color orange has been chosen because it is bright and is the color
that hunters wear for gun safety as a way to protect their own lives and the lives of
others; and

affected by gun violence and elevating the voices of every American who demands
an end to gun violence; and
WHEREAS the first National Gun Violence Awareness Day was held on June 2, 2015
and the date chosen by the fellow classmates of Hadiya Pendleton, to pay tribute to
their 15-year-old honor student classmate who was shot and killed in Chicago about
a week after she and her classmates performed at President Obama's second
inauguration; and
WHEREAS the Oakland County Board of Commissioner renew its commitment to
reduce gun violence and pledge to do all we can to keep firearms out of the wrong
hands, and encourage responsible gun ownership to help keep our children safe; and

WHEREAS legislative leaders in Oakland, Macomb and Wayne Counties recognize the
benefit of reinstating the Tri-County Summit this year to provide a vehicle for meaningful
conversation between the legislative bodies and to identify potential solutions to common and
complex issues facing our shared region; and
WHEREAS an initial group made up of Tri-County partners has been formed to plan the 2021
Tri-County Summit. Study topics within the area of infrastructure, relevant to the Southeast
Michigan region, will be identified, with the focus and end goal being a successful effort which
expands reach, strengthens our collective voice, explores solutions and shares best practices.
Key leaders will be invited to attend and participate in this important endeavor.
NOW THEREFORE BE IT RESOLVED that the 2021 Tri-County Summit will be planned
and hosted by a planning group made up of partners from Oakland, Macomb and Wayne
Counties.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners joins
with our esteemed colleagues from the Macomb County and Wayne County
Commissions in affirming our support and participation in the Tri-County Summit. The
Oakland County Board of Commissioners hereby confirms that they will participate in the
2021 Tri-County Summit.

meetings is a positive step closer toward getting through this pandemic

have been fully vaccinated (61.9% of the total County population); and
WHEREAS Board staff also has had access to the COVID-19 vaccination; and
WHEREAS the Board of Commissioners has already spent at least $25,000 on distancing

WHEREAS the Oakland County Board of Commissioners adopted a leased vehicle policy
through Miscellaneous Resolution #93239, which was amended by Miscellaneous
Resolution #94357 and superseded by Miscellaneous Re solution #19004 requiring
additional vehicles to be approved by the Board of Commissioners; and
WHEREAS several fleet changes are being requested in the Sheriff’s Office resulting in
a net increase of seven (7) used vehicles; and
WHEREAS Miscellaneous Resolution #19279 authorized the purchase of a new
replacement SWAT equipment truck, which was recently received by the Sheriff’s Office
and added to the fleet; and
WHEREAS the Sheriff’s Office has requested to keep the existing SWAT equipment truck
in the fleet as a backup and locate it in the south end of the County for quicker response
times; and
WHEREAS the Sheriff’s Office acquired several vehicles with the City of Pontiac
agreement for law enforcement services beginning in 2011; and
WHEREAS one (1) Chevrolet Impala (#09-913), initially purchased by the City of Pontiac
with Justice Assistance Grant (JAG) funds, is no longer in service and will be removed
from the fleet and disposed of in accordance with grant guidelines; and
WHEREAS the Sheriff's Office Training Unit is responsible for the development, planning,
scheduling and maintenance of all in-service and off-site law enforcement related
instruction. This instruction includes training focused on appropriate driving techniques
and vehicle safety; and
WHEREAS Miscellaneous Resolution #14017 authorized the use of ten (10) used patrol
vehicles for a motor vehicle training program; and
WHEREAS since that time the training program requirements have increased, and
additional driving courses have been added to the training catalog; and
WHEREAS the Sheriff’s Office also provides training to other police agencies throughout
the County; and
WHEREAS the Sheriff’s Office is requesting the use of an additional seven (7) used patrol
SUVs valued at $70,000 along with an estimated $17,500 in equipment to outfit the used
vehicles; and
WHEREAS funding for the additional vehicles is available in the General Fund
Contingency budget; and
WHEREAS funding is available in the Sheriff’s Office budget for the costs associated with
maintenance, operation and replacement of these vehicles with the appropriate portion
to be included in future law enforcement contract rates; and
WHEREAS this will require a fleet expansion and approval of the Board of
Commissioners; and
WHEREAS as required by policy, the County Executive’s Department of Central Services
has reviewed the request and determined it is justified within the policy.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
authorizes the expansion of the County fleet by a total of seven (7) vehicles which will be
from the used vehicle inventory in the Vehicle Operations pool and assigned to the
Sheriff’s Office Emergency Response and Preparedness Division.

WHEREAS there is no grant match required; and
WHEREAS the purpose of this grant is to comply with the mandates set forth in the
Michigan Constitution and the Crime Victim’s Rights Act to provide victims of crime with
services such as victim notification and personal advocacy; and
WHEREAS the Prosecuting Attorney’s Office is mandated by law to perform the Victim
Rights function regardless of grant reimbursement; and
WHEREAS the original award provided reimbursement of salaries and fringe benefits for
five (5) General Fund General Purpose (GF/GP) Full-Time Eligible (FTE) Victim Advocate
positions (#4010101-05783, 05784, 05785, 07183 and 12191); and one (1) GF/GP FTE
Victim Services Supervisor position (#4010101-12190); full funding of salary and partial
funding of fringes for one (1) GF/GP FTE Office Support Clerk – Senior position (#4010101-
06739); and full funding of salaries for two (2) Part-Time Non-Eligible (PTNE) Office
Support Clerk – Senior positions (#4010101-12281 and 12192); and
WHEREAS the Prosecuting Attorney’s Office has reevaluated the duties assigned to the
vacant Victim Services Supervisor position; and
WHEREAS it has been determined to have the position focus more on client needs and
services provided by the unit than on supervising the Victim Advocates; and
WHEREAS it is proposed to create a new classification and one (1) GF/GP FTE position,
titled Victim Advocate Leader to handle the needs of the unit efficiently; and
WHEREAS the savings from deleting the Victim Services Supervisor position and creating
the Victim Advocate Leader position will allow for greater reimbursement of partially funded
positions; and
WHEREAS the grant application has completed the Grant Review Process in accordance
with the Grants Policy approved by the Board at their January 21, 2021 meeting.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
authorizes the grant amendment for the deletion of one (1) GF/GP funded FTE Victim
Services Supervisor position (#4010101-12190).
BE IT FURTHER RESOLVED to create a new classification, titled Victim Advocate Leader,
to be placed at Salary Grade UNI/119, FLSA Non-Exempt.
BE IT FURTHER RESOLVED to create one (1) GF/GP funded FTE Victim Advocate
Leader position in the Prosecuting Attorney Administration Division (#4010101).
BE IT FURTHER RESOLVED that the Chairperson of the Board of Commissioners is
authorized to execute the grant award and to approve any grant extensions or changes,
within fifteen percent (15%) of the original award, which are consistent with the original

WHEREAS the existing agreement was adopted by the Board of Commissioners on
September 23, 2020 via Miscellaneous Resolution (MR) #20400 for the Health Division
to serve as a preceptor agency for training nursing students and supporting current RNs
to practice at the full scope of their license in the County’s medically underserved
population for the period July 1, 2020 through June 30,2021; and
WHEREAS Amendment #1 increases funding from $73,073 to $98,493; an increase of
$25,420; and
WHEREAS the increase will provide additional funding for salaries and fringe benefits of
Public Health Nurses who serve on the RN preceptor team, mate rials and supplies,
conferences, and training for the period July 1, 2020 through June 30, 2021; and
WHEREAS no additional personnel are being requested; and

WHEREAS the American Rescue Plan (ARP) Act of 2021 provides a total of $350.0 billion
in Coronavirus State and Local Recovery Funds to help eligible state, local, territorial, and
tribal governments meet their present pandemic response needs and build the foundation
for a strong recovery; and
WHEREAS Congress has allocated funding to tens of thousands of jurisdictions and the
share allocated to Oakland County is $244,270,949; and
WHEREAS the United States Department of Treasury will distribute funding to Oakland
County in two tranches with 50% provided in May 2021 and the balance of funding to be
delivered 12 months later (2022); and
WHEREAS the American Rescue Plan established the following high-level categories for
authorized use of State and Local Fiscal Recovery Funds:
• Supporting public health expenditures
• Address negative economic impacts caused by the public health emergency
• Replace lost public sector revenue
• Provide premium pay for essential workers

• Invest in water, sewer, and broadband infrastructure; and
WHEREAS the United States Department of Treasury’s Interim Final Rule provides
guidelines and principles for determining the types of programs and services that the ARP
federal funding supports; and
WHEREAS Oakland County will work collaboratively with community stakeholders to
develop a strategic framework for the expenditure of ARP funds. This plan will balance
the need to address the public health emergency and negative economic impacts related
to the pandemic as well as the opportunity to make lasting long -term, transformational
investments that hold promise to reduce historic disparities and leverage opportunities for
outsize impact; and
WHEREAS the period of performance for this federal funding is to cover eligible costs
incurred during the period that begins March 3, 2021 and ends on December 31, 2024;
and
WHEREAS the American Rescue Plan Act of 2021 Coronavirus Local Fiscal Recovery
Funds has been reviewed by the County Executive, Fiscal Services, the Department of
Management and Budget and Corporation Counsel.
NOW THEREFORE BE IT RESOLVED the Oakland County Board of Commissioners
approves the acceptance of Oakland County’s share of the Local Fiscal Recovery Funds
in the American Rescue Plan Act of 2021 in the amount of $244,270,949.
BE IT FURTHER RESOLVED that the $244,270,949 Oakland County receives from the
American Rescue Plan Act of 2021 is to be receipted in a separate Special Revenue Fund
(#21285 titled ARP-Local Fiscal Recovery Fund) with 50% to be received in 2021 and the
remainder in 2022.
BE IT FURTHER RESOLVED that the Board of Commissioners authorizes the execution

WHEREAS the Oakland County Board of Commissioners adopted Miscellaneous
Resolution #19250 on November 20, 2019 thereby adopting the Oakland County Non-
discrimination Policy; and
WHEREAS the Policy “assures that no individuals or entity shall be subjected to
discrimination or harassment on the grounds or race, color, religion, sex, sexual
orientation, gender identity or expression, national origin, age, genetic information, height,
weight, disability, veteran status, familial status, marital status, or any other legally
protected status under federal and state laws be denied the benefits of, or be otherwise

WHEREAS people of color have historically been subjected to and continue to be
subjected to discrimination based on hair texture and protective hairstyle s; and
WHEREAS a recent study found that Black women face the highest instances of hair
discrimination, are more likely to be sent home from the workplace because of their hair,
and that 80 percent of Black women felt they needed to switch their hairstyle to align with
more conservative standards in order to fit in at work; and
WHEREAS the Creating a Respectful and Open World for Natural Hair Act (CROWN Act)
specifies hair texture and protective hairstyles, such as braids, locs, twists and bantu
knots, as traits historically associated with race to protect Michiganders from
discrimination in the workplace, all levels of public education, public accommodations and
services, and real estate transactions; and
WHEREAS the CROWN Act has now been adopted in at least nine states and legislation
is under consideration in more than twenty other states, as well as in the United States
Congress; and
WHEREAS in Michigan, State Representative Sarah Anthony introduced House Bill 4275
in February 2021 to amend Michigan’s Elliott Larsen Civil Rights Act to include the
definition of “race” as “inclusive of traits historically associated with race, including … hair
texture and protective hairstyles …”; and
WHEREAS as of now, Ingham County, Lansing Regional Chamber of Commerce, Ann
Arbor/Ypsilanti Regional Chamber, Genesee County, City of Flint, Mayor of Lathrup
Village Kelly Garrett, AT&T Michigan, SEIU Michigan, Michigan Library Association
(MLA), and Michigan Association for Media in Education (MAME) support House Bill
4275.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
hereby declares that the term “race” as used in the Oakland County Non -discrimination
Policy shall be defined as being inclusive of traits historically associated with race,
including, but not limited to, hair texture and protective hairstyles. For purposes of this
definition, "protective hairstyles" includes, but is not limited to, such hairstyles as braids,
locs, twists and bantu knots.
BE IT FURTHER RESOLVED that the Oakland Coun ty Board of Commissioners hereby
calls upon the members of Michigan Legislation to support House Bill 4275 which would
prevent discrimination by expanding state law to recognize a person’s hair as a
characteristic of race.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners
recognizes that discrimination based on hair texture and protective hairstyles is a form of
racial discrimination and social injustice and inconsistent with the Oakland County Board

TOWNSHIPS TO REBUILD AND IMPROVE THE ROAD INFRASTRUCTURE IN
SUBDIVISIONS
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS America’s roads are vital lifelines, but underfunding has resulted in over 43%
of our public roads to be in poor or mediocre condition; and
WHEREAS federal and state funds allocated for roads are released to counties, cit ies,
and villages; however, townships receive minimal or no funding for road improvement or
replacement; and

WHEREAS Public Act 51 of 1951, as amended ("Act 51") created the Michigan
Transportation Fund (MTF) to govern the distribution of revenue received from state-
collected fuel taxes and vehicle registration as specified in the Michigan Constitution of
1963; and
WHEREAS the Road Commission for Oakland County (RCOC) is responsible for more
than 2,700 miles of roads and receives its principal source of funding from the MTF; and
WHEREAS Oakland County has 25 townships with over 1,500 miles of paved roads,
including subdivision roads that are over 30 to 40 years old in dire condition, deteriorating
and crumbling, with no plan for replacement or major improvements; and
WHEREAS the County’s subdivision road improvements or replacements are not funded
or eligible for funding through the Local Road Improvement Program or the Tri-Party
Improvement Programs, nor the RCOC; and
WHEREAS the RCOC owns and receives funding for the subdivision roads in townships;
however, RCOC does not utilize or allocate funds to townships for special assessment
district (S.A.D.) road improvement or replacement projects for subdivision roads; and
WHEREAS to replace the deteriorating subdivision roads a S.A.D. (Public Act 246 of
1931) is established for road improvement or replacement and is initiated by or through
the township that requiring 51% of homeowners in the neighborhood to sign and agree to
the costs for the assessment of the new road construction (performed by RCOC); and
WHEREAS as a result of the COVID-19 crisis, the S.A.D. process, which often requires
going door-to-door in residential neighborhoods, has been seriously impeded; further,
unemployment remains high and the costs of construction materials continue to escalate;
and
WHEREAS in Independence Township, Clarkston Gardens Subdivision, an example of
the dilemma many subdivisions throughout Oakland County are experiencing, is
encountering a proposed road replacement due to asphalt crumbling to the road’s base
level. The S.A.D. project is estimated at $2,435,145 at the expense of the homeowners,
who will also pay for the required drainage and environmental improvements to the storm
runoff flows; and
WHEREAS according to the RCOC, the individual lot assessment for this project is
$12,330 to $14,427 per homeowner, with an interest rate of 6% per year (higher than
market rates) and a requirement to be paid in 10 years; and
WHEREAS if a homeowner decides to sell their home with a remaining balance, a lien is
placed on their home which creates an extremely difficult situation to sell the home; and
WHEREAS the American Rescue Plan Act of 2021, which provides $1.9 trillion in funding
and was approved by Congress in March of 2021, is expected to provide an estimated
$5.6 billion to the state of Michigan; $1.8 billion to Michigan Counties (distribution to be
based on population), and $686.4 million to Michigan “Non-Entitlement” local
governments; and
WHEREAS the proposed American Job Plan announced by President Biden, is projected
to provide $2 trillion in funding, that includes an infrastructure package with $20 billion
allotted for neighborhoods that has historically been excluded from transportation
investments that reiterates the importance of neighborhood revitalization; and
WHEREAS funding is critical to rebuild the deteriorating road infrastructures in
subdivisions within the townships of Oakland County and is essential for community
development, revitalization, and economic growth.

NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
advocates for the allocation of County funds received through the American Rescue Plan
Act and contingent upon passing, the proposed American Job Plan – Infrastructure
Package to Oakland County townships in order to rebuild and improve the road
infrastructure in our subdivisions and to revitalize neighborhoods.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners calls
upon President Biden and the U.S. Department of the Treasury to qualify and allocate
funds from the American Rescue Plan Act and dependent upon passage, the American
Job Plan – Infrastructure Package to rebuild the road infrastructure in subdivisions in
communities across America.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners calls
upon the Governor of the State of Michigan and the Michigan Department of the Treasury
to allocate funds from the American Rescue Plan Act and pend passing, the Am erican
Job Plan – Infrastructure Package directly to townships to rebuild the road infrastructure
in subdivisions and revitalize neighborhoods within Oakland County.
BE IT FURTHER RESOLVED that the Board of Commissioners requests that the State
of Michigan consider a reduction of the existing 6% annual interest rate specified in Public
Act 51 of 1915 during the COVID-19 crisis and subsequent recovery period to reduce the
hardship on homeowners for a special assessment for road improvements that will rebuild
the road infrastructure in subdivisions, improve community development, revitalize
neighborhoods, and support the economy.
BE IT FURTHER RESOLVED that the Oakland County Clerk/Register of Deeds is
requested to forward copies of this adopted resolution to the President of the United
States, the U.S. Department of the Treasury, the Governor of the State of Michigan, the
Michigan Department of the Treasury, the State Senate Majority and Minority leaders, the
State House Speaker and Minority leader, the members of the Oakland County delegation
to the Michigan Legislature, and the Road Commission for Oakland County.

Chairperson David Woodward addressed the Board to inform the C ommissioners that a
meeting with Senator Gary Peters’ Staff has been scheduled for May 27, 2021 at 2:45

Chairperson David Woodward addressed the Board to inform the Commissioners that he
intends to create a Conviction Integrity Study Group, in-person meetings will resume on
June 8, 2021 and the Southfield PACE project renovation is complete.
Commissioner Cavell addressed the Board to inform everyone that there is a Special
Meeting of the Fair Housing Initiatives Committee scheduled for June 3, 2021 at 3:00 p.m.
Fair Housing Advocacy Groups from Oakland County will be in attendance. He also
inquired about what could be done regarding the arrest of Ferndale native Danny Fenster
who is currently being held in a Myanmar prison.
Commissioner Gershenson addressed the Board to congratulate Commissioner Nelson
who held a leadership position in all four of the award-winning initiatives.
