IN RE: ECONOMIC DEVELOPMENT/WORKFORCE DEVELOPMENT AND VETERANS SERVICES
DIVISION — REORGANIZATION OF POSITIONS
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the Economic Development, Workforce Development and Veterans Services Division (Workforce
Development Division) has reviewed its operations and determined areas where efficiencies could be realized;
and
WHEREAS the Workforce Development Division, in partnership with the Oakland County Workforce
Development Board, has launched innovative programming, exceeded performance goals, and is routinely
recognized as an industry leader in workforce development; and
WHEREAS the Workforce Development Division has expanded programs and services to Oakland County
business and residents and secured over $2.0 million of additional grant funds with additional projected growth;
and
WHEREAS it has been determined that the following additional Full -Time Eligible (FTE) Special Revenue (SR)
positions are needed to allow for increased services to be offered in the Workforce Development and Veterans
Services Division: one (1) Administrator Workforce Development, one (1) Workforce Development Specialist,
one (1) Staff Assistant Workforce Development and one (1) Digital Marketing and Communications
Coordinator; and
WHEREAS the Workforce Development and Veterans Services Division is requesting to delete one (1) FTE
SR Office Support Clerk position (1090701-03034) that will no longer be needed under this re -organization;
and
WHEREAS it is also requested to upwardly reclassify the following two (2) FTE SR positions to properly reflect
the duties the positions are expected to perform: one (1) Accountant II (1020622-02489) under the
Management and Budget/Fiscal Services Division to Accountant III and one (1) Office Support Clerk (1090701-
02623) under the Workforce Development and Veterans Services Division to Technical Office Specialist; and
WHEREAS Miscellaneous Resolution #20462 adjusted the funding of one (1) FTE SR Manager Workforce
Development position to 80% SR funded and 20% GF/GP funded; after further evaluation it is proposed to
change this position to 100% SR funded as this position will not have oversight over Veterans Services; and
WHEREAS the budget for (1) SR FTE Digital Marketing and Communications Coordinator position (1090109-
12076) was not allocated between Economic Development's General Fund/General Purpose budget and
Workforce Development's Special Revenue Budget during the budget process for FY 2021 (M.R. #18056);
however 100% of the position's budget will be moved from General Fund to Special Revenue as the position
is dedicated to Workforce Development; and
WHEREAS the financial impact of the General Fund for FY 2021, FY 2022, and FY 2023 will be a cost savings
of $125,247, $158,838, and $155,723, respectively; and
WHEREAS there is no financial impact to the Special Revenue Fund for FY 2021 — FY 2023 as the line items
within the grant will be adjusted to offset the personnel changes.
NOW THEREFORE BE IT RESOLVED to delete the following FTE SR position:

Communications Coordinator position (1090109-12076) from Economic Development General Fund/General
Purpose Fund (#10100) to Workforce Development Special Revenue Fund (#29801).
BE IT FURTHER RESOLVED that the FY 2021-2023 Budget be amended as follows:
