IN RE: CENTRAL SERVICES/SHERIFF'S OFFICE — FLEET CHANGES AND EXPANSION OF SEVEN
(7) USED VEHICLES FOR SHERIFF'S OFFICE TRAINING
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners adopted a leased vehicle policy through
Miscellaneous Resolution #93239, which was amended by Miscellaneous Resolution #94357 and
superseded by Miscellaneous Resolution #19004 requiring additional vehicles to be approved by the Board
of Commissioners; and
WHEREAS several fleet changes are being requested in the Sheriff's Office resulting in a net increase of
seven (7) used vehicles; and
WHEREAS Miscellaneous Resolution #19279 authorized the purchase of a new replacement SWAT
equipment truck, which was recently received by the Sheriff's Office and added to the fleet; and
WHEREAS the Sheriff's Office has requested to keep the existing SWAT equipment truck in the fleet as a
backup and locate it in the south end of the County for quicker response times; and
WHEREAS the Sheriff's Office acquired several vehicles with the City of Pontiac agreement for law
enforcement services beginning in 2011; and
WHEREAS one (1) Chevrolet Impala (#09-913), initially purchased by the City of Pontiac with Justice
Assistance Grant (JAG) funds, is no longer in service and will be removed from the fleet and disposed of in
accordance with grant guidelines; and
WHEREAS the Sheriff's Office Training Unit is responsible for the development, planning, scheduling and
maintenance of all in-service and off -site law enforcement related instruction This instruction includes
training focused on appropriate driving techniques and vehicle safety; and
WHEREAS Miscellaneous Resolution #14017 authorized the use of ten (10) used patrol vehicles for a
motor vehicle training program; and
WHEREAS since that time the training program requirements have increased, and additional driving
courses have been added to the training catalog; and
WHEREAS the Sheriff's Office also provides training to other police agencies throughout the County; and
WHEREAS the Sheriff's Office is requesting the use of an additional seven (7) used patrol SUVs valued at
$70,000 along with an estimated $17,500 in equipment to outfit the used vehicles; and
WHEREAS funding for the additional vehicles is available in the General Fund Contingency budget; and
WHEREAS funding is available in the Sheriff's Office budget for the costs associated with maintenance,
operation and replacement of these vehicles with the appropriate portion to be included in future law
enforcement contract rates; and
WHEREAS this will require a fleet expansion and approval of the Board of Commissioners; and
WHEREAS as required by policy, the County Executive's Department of Central Services has reviewed the
request and determined it is justified within the policy.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes the
expansion of the County fleet by a total of seven (7) vehicles which will be from the used vehicle inventory
in the Vehicle Operations pool and assigned to the Sheriff's Office Emergency Response and Preparedness
Division.
BE IT FURTHER RESOLVED that the budget is amended as follows:
