CHANGES TO STAFFING LEVEL
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the Board of Commissioners approved Miscellaneous Resolution #20564 Fiscal Year 2021
Crime Victim Rights Acceptance in the amount of $761,449 from the State of Michigan, Department of
Health and Human Services for the period of October 1, 2020 through September 30, 2021; and
WHEREAS there is no grant match required; and
WHEREAS the purpose of this grant is to comply with the mandates set forth in the Michigan Constitution
and the Crime Victim's Rights Act to provide victims of crime with services such as victim notification and
personal advocacy; and
WHEREAS the Prosecuting Attorney's Office is mandated by law to perform the Victim Rights function
regardless of grant reimbursement; and
WHEREAS the original award provided reimbursement of salaries and fringe benefits for five (5) General
Fund General Purpose (GF/GP) Full -Time Eligible (FTE) Victim Advocate positions (#4010101-05783,
05784, 05785, 07183 and 12191); and one (1) GF/GP FTE Victim Services Supervisor position (#4010101-
12190); full funding of salary and partial funding of fringes for one (1) GF/GP FTE Office Support Clerk —
Senior position (#4010101-06739); and full funding of salaries for two (2) Part -Time Non -Eligible (PTNE)
Office Support Clerk — Senior positions (#4010101-12281 and 12192); and
WHEREAS the Prosecuting Attorney's Office has reevaluated the duties assigned to the vacant Victim
Services Supervisor position; and
WHEREAS it has been determined to have the position focus more on client needs and services provided
by the unit than on supervising the Victim Advocates; and
WHEREAS it is proposed to create a new classification and one (1) GF/GP FTE position, titled Victim
Advocate Leader to handle the needs of the unit efficiently; and
WHEREAS the savings from deleting the Victim Services Supervisor position and creating the Victim
Advocate Leader position will allow for greater reimbursement of partially funded positions; and
WHEREAS the grant application has completed the Grant Review Process in accordance with the Grants
Policy approved by the Board at their January 21, 2021 meeting.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes the
grant amendment for the deletion of one (1) GF/GP funded FTE Victim Services Supervisor position
(#4010101-12190)
BE IT FURTHER RESOLVED to create a new classification, titled Victim Advocate Leader, to be placed at
Salary Grade UNI/119, FLSA Non -Exempt.
BE IT FURTHER RESOLVED to create one (1) GF/GP funded FTE Victim Advocate Leader position in
the Prosecuting Attorney Administration Division (#4010101).
BE IT FURTHER RESOLVED that the Chairperson of the Board of Commissioners is authorized to
execute the grant award and to approve any grant extensions or changes, within fifteen percent (15%) of
the original award, which are consistent with the original application as approved.
BE IT FURTHER RESOLVED that a budget amendment is not required as the savings created from the
position deletion/creation will be utilized in the personnel category to partially offset one of the grant
funded positions.

At this time, our administration is seeking to eliminate the Victim Services Supervisor position and
create a now Victim Advocate Leade position. This will result in a savings of $4,029, which wnuld
then Ill, ply be applied to the fringe benefits of the Secretary position.
Oakland County Fiscal Services Division and our Board of Commissioners require notice in writing
from the Crime Victim Services Commission that approves this proposed amendment to our grant

GENERAL SUMMARY
Responsible for providing a comprehensive victim services system including crisis counseling, advocacy, and
mandated case notification and information. Leads,trainsand provides social service advocacy, and referral
services, to meetthe needs of crime victims. Establishes a caring, professional relationship with victims to
provide support throughout the criminal justice process. Prepares victims for interviews with assistant
prosecutors and for appearance in court. Maintains familiaritywith counseling services and new approaches
available to help crime victims, witnesses and their families. Serves as an advocate to protect and enforce
the rights of victims. Performs detailed computer and paperwork Identifies eligible victims by reviewing
warrants and police reports and mailsvictim's rights information. Enters rights requested bythevictim into
computer to activate notification system. Advises victim of rights under the Crime Victim's Rights Act,
assistance available, and court proceedings. Interviews victims regarding sensitive case details to gather
information to aid in prosecution and to protect The victim. Acts as a liaison between victims and witnesses
and assistant prosecuting attorneys, the court, the police, social service agencies and the Michigan
Department of Corrections. Refers victims to various outside agencies for assistance and accompanies
victims to court as assigned. Acts as Project Director over the State of Michigan reimbursement grant which
funds the unit. Utilizes current Countywide and/or department specific software to complete assignments.
SUPERVISION EXERCISED
Functions as a working leader over a group of para-professional and office support employees, Plans,
assigns, reviews, guides, assists, and coordinates the work of these employees.
ESSENTIAL JOB FUNCTIONS
Interviews and performs crime victim crisis intervention as needed to help with normal emotional difficulties
and assist the prosecution team in the prosecution of responsible parties.
Advises and informs victims and their families of counseling and support available in the community.
Establishes a caring, professional relationship with crime victims and family as appropriate to provide
support and contact throughout the criminal justice process.

Regularly reports to Administration on developments within the unit.

7. Reasonable knowledge of and skill in investigating,interviewing, and counseling practices,
procedures, and techniques.
8. Reasonable ability to present programs and reports to organized groups.
9. Reasonable ability to develop and maintain effective relationships with people.
10. Reasonable ability to communicate and establish a working relationship with various
sources directly involved with crime victims to ensure a continuous exchange of
information.
