The meeting was opened with an invocation and the Pledge of Allegiance.
Comm. Goetz moved to approve the minutes from the January 13, 2021, meeting, Comm.
Jenkins seconded. Motion CARRIED.
Comm. Tillotson moved to accept the agenda as presented, seconded by Comm. Goetz. Motion
CARRIED.

Board Appointments:
Homeland Security & Local Emergency Planning Committee:

APPOINTED
Medical Examiner/Investigator Compensation: Changes to Medical Examiner Investigator
compensation to provide for experience and increased caseload and to facilitate training and
communication by adoption of the compensation schedule as presented is APPROVED.
County Clerk – Fee Rate Request: Setting Circuit Court Divorce Kit fees at $50 is APPROVED.
LENAWEE TRANSPORTATION RES#2021-02
Resolution to approve the Operations Contract between the Lenawee County Board of
Commissioners and Lenawee Transportation Corporation.
WHEREAS, Lenawee County has had a small-bus transportation system available for its
residents for the past 39 years; and,
WHEREAS, In particular, the small bus system has been able to provide service to most
residents of the County and those with special transportation needs including persons with
disabilities and Senior Citizens; and,
WHEREAS, The Lenawee County Board of Commissioners continues to be supportive of
the transportation system and the service it makes available; therefore, be it,
RESOLVED, The Lenawee County Board of Commissioners approves the Operations
Contract between the Board of Commissioners of the County of Lenawee and the Lenawee
Transportation Corporation covering the period of October 1, 2020 through September 30,
2021, and the Contract leasing the necessary small buses to the Lenawee Transportation
Corporation as necessary for operation; and,
HEREBY, Authorize the Chairman of the Lenawee County Board of Commissioners, David
Stimpson, and the County Clerk, Roxann Holloway, to sign the aforementioned documents.
Resolution #2021-02 is ADOPTED.
LENAWEE TRANSPORTATION RES#2021-03
Resolution approving a project authorization for Federal Operating Assistance for Lenawee
Transportation and to authorize the Chair of the Board of Commissioners and County Clerk to
execute said project authorization.
WHEREAS, the Lenawee County Board of Commissioners has made known its intent to
provide public transportation service, and
WHEREAS, the Lenawee County Board of Commissioners has contracted with the Lenawee
Transportation Corporation to provide that transportation service, and,
WHEREAS, a Project Authorization has been proposed which provides FY 2021 Section
5311 Operating assistance for such service, effective October 1, 2020, and expiring September
30, 2021, based on 36% of the estimated eligible costs, and,
WHEREAS, the maximum amount to be paid will not exceed 36% of the audited costs and
if funds are insufficient to reimburse at 36% of the audited costs, a new reimbursement
percentage will be calculated for all agencies, and,
WHEREAS, CARES Act funding will be used to reimburse expenses from October 1, 2020
through September 30, 2021, and be it,
RESOLVED, that the Lenawee County Board of Commissioners does hereby approve the
proposed Agreement no. 2017-0080, Authorization No. P19 for FY 2021 Section 5311
Operating Assistance, and be it,
FURTHER RESOLVED, that the monies from the grant be given to Lenawee Transportation
in accordance with the terms of the Authorization No. P19, and,
HEREBY, authorize the Chairman and County Clerk to execute Authorization No. P19 for
and on behalf of Lenawee County.
Resolution #2021-03 is ADOPTED.
2021 PEER GROUP RES#2021-04
WHEREAS The County of Lenawee has entered into a Grant Agreement with the Michigan
Department of Licensing and Regulatory Affairs-Office of Land Survey and
Remonumentation for the conduction of surveying, monumentation, and remonumentaion in
Lenawee County.
The County has need for professional surveyors to serve on the Peer Group under its Grant
Agreement to meet at various times during the year to review corners that are to be
remonumented under the provisions of the Monumentation and Remonumentation Plan for
Lenawee County.
As of June 12, 2014, the State of Michigan requires members of the PEER Group to be
appointments of the County Board of Commissioners.
THEREFORE, BE IT RESOLVED that the Lenawee County Board of Commissioners does
hereby appoint Michael Bartolo, David Erickson, Joseph Fenicle, Glenn Richard, and Scott
Warnke to the 2021 PEER Group; these appointments will expire on an annual basis coinciding
with the terms of their agreement.
BE IT FURTHER RESOLVED that the Chairperson and County Clerk of Lenawee County
are hereby authorized and directed to execute said 2021 PEER Group agreement(s) on behalf
of the County of Lenawee, Michigan.
Resolution #2021-04 is ADOPTED.
Remonumentation, Monumentation & Research: The contracts with Bartolo Surveying and
Mannik & Smith Group for the purpose of Momumentation, Remonumentation and Research
are APPROVED.
MDOT/ LDA CONTRACT RES#2021-05
Agreement 2017-0080, Authorization P14/R1
WHEREAS, many older adults and persons with disabilities in Lenawee County are in need
of transportation beyond what Dial-A-Ride and Lenawee Transportation Corporation are able
to provide; and
WHEREAS, the “specialized services” grant to Lenawee County provides funds to meet
those transportation needs; and
WHEREAS, a Revised Project Authorization from the Michigan Department of
Transportation (MDOT) has been proposed to provide additional funding for operating
assistance and extend the authorization term by 15 days, or October 15, 2020.
THEREFORE, BE IT RESOLVED, that the Lenawee County Board of Commissioners does
hereby approve Agreement 2017-0080, Authorization No: P14/R1 in the amount of $18,086
for FY 2020 Specialized Services Operating Assistance Program, and be it
FURTHER RESOLVED, that the funds from the project authorization be granted to Lenawee
Department on Aging in accordance with the terms of the project, and
HEREBY, authorize the Chairman and the County Clerk to sign the aforementioned Revised
Project Authorization.
Resolution #2021-05 is ADOPTED.
PA 116 Applications – Ogden Township: The two (2) PA-116 applications submitted by E.
Posner of Ogden Township are APPROVED.
G2G Cloud/CLEMIS Service Contract: The five-year agreement between Lenawee County and
Oakland County IT Services for G2G Cloud and CLEMIS services is APPROVED and the
Chair is AUTHORIZED to sign the agreement on the County’s behalf.
Motion to approve the consent agenda CARRIED by a Unanimous Roll Call Vote.

New Business: There was no new business.
Administrator Marshall announced that the vaccine clinics will be held at the fairgrounds. There
will be a vaccine clinic held every Thursday for first dose recipients and every Friday for second
dose recipients.
Both Administrator Marshall and Comm. Stimpson thanked Fire Chief Ryan Rank and all the
first responders for volunteering their time, dedication, and willingness to accommodate the
citizens of Lenawee County.
They also thanked the numerous volunteers that have assisted and continue to help, which is a
testament to the community we live in.
Comm. Lapham moved to adjourn at 2:11 P.M. Comm. Wittenbach seconded. Motion
CARRIED.
