Regular Meeting Minutes

Supervisor Tina Papineau called the meeting to order at 7:00 p.m. at Dryden Township offices.
Everyone stood for the Pledge of Allegiance to the United States of America.

Legal Counsel: Attorney Tim Denney
Public in attendance: Chief Shawn Peters, Fire Chief Mark Hagemeister, Dean Taylor, Mike Franz,
Alen Graham, Josh McCreedy and Linda Jarvis .
Public Time: Dean Taylor and Josh McCreedy presented the board with a General Squier Park Trail
Development proposal. This development would create mountain biking trails on the west side of
General Squire Park.
Agenda:
Moved by Hazen, seconded by Lowney to accept the agenda with the additions of G. Firefighter
Hire, H. Fire fighter resignation and I. Recycling/cleaners. Motion carried.
Approval of Regular Meeting Minutes:
Moved by English, seconded by Lowney, to approve the Regular Meeting Minutes of February 9,
2021 and Special Meeting Minutes from February 23, 2021. Motion carried.
Payment of Bills: Presented were Vendor and Payroll Summaries for the month of February.
General Fund: Accounts payable checks No. 45406-45430 $33,148.51
Gross payroll $ 16,833.98
Total GF expenses $ 49,982.49
Fire Fund: Accounts payable checks No. 3330-3347 $6,392.21

Moved by Lowney, seconded by Hazen, to approve the payment of the Accounts payable bills, and
payroll as presented. Motion carried.

Treasurer's Report: A financial Report was presented with the ending balances in the townships
various funds as of February 28, 2021. General Fund $1,224,840.57, Police Fund $368,436.57, Fire
Fund $475,455.35, T&A $6,500.00, Current Tax $715,730.59.
Moved by Diefenbach, seconded by English, to accept the Treasurer's Report into the minutes
as of February 28, 2021 as presented. Motion carried.
Correspondence: None.
Elected Official/Department Head Updates:
County Commissioner Linda Jarvis: There are plans to open The Mill Race this summer. Lifeguards are
needed. They are seeking sponsors to help with the cost of training lifeguards.
Fire Department Report: Chief Mark Hagemeister presented the Fire Report for February. There were
16 Medical First Responder calls and 2 fire calls for the month.
Police Department Report: Chief Shawn Peters presented the police report for the month of February.
• Officers responded to a total of 269 calls for service for the month of February.
• Officers conducted a total of 56 traffic stops. Of those traffic stops, 14 citations were issued
for traffic violations, 15 traffic crash reports were handled by officers. Of those crashes, 10
were property damage, 4 were involving deer, and 1 was a personal injury accident. There
was 1 arrest for operating while intoxicated.
• Officers are returning to in-person trainings now that COVID numbers improve. Several
officers will be attending training at the LEORTC. Officer Chesnutt will be attending a training
at Delta College to become a Taser instructor.
• The Dryden Downtown Development Authority will not be capturing a portion of the police
millage. This year the capture was set for approx. $5900. Chief Peters would like to
commend the DDA on this decision.
• Equipment has been ordered for the new patrol unit. Outfitting is done as equipment comes
in. Chief is hopeful that the new unit is ready by late spring.
Unfinished business/new business
CLEMIS IT Agreement: Motion made by Lowney, seconded by English to enter into a 5 -year
agreement with Oakland County CLEMIS. Motion Carried.
Radar Unit: Motion made by Hazen, seconded by English to purchase a Golden Eagle II radar unit
from Kustom Signals, INC for $1,710.00. Motion carried.
TNU Contribution: Motion made by Hazen, seconded by Diefenbach to contribute $400 to the
Thumb Narcotics Unit. Motion carried.
Hose and Ladder testing : Motion made by Lowney, seconded by Diefenbach to contract with
Waterway of Michigan for testing at a cost of $2753.80. Motion carried.
Annual service for breathing air compressor : Motion made by English, seconded by Diefenbach to
contract with Douglass safety systems at a cost of $975.00. Motion carried.
SCBA Equipment Grant: Motion made by Lowney, seconded by Hazen to approve a $5,745.52
contribution to complete the 5% required for the FEMA award. Motion carried. Speci al thanks to
Asst. Fire Chief Klobucar and Capt. Evans for working on this grant in which the Fire Department
was awarded $114,910.48.

Fire Dept. Hire: Motion made by Diefenbach, seconded by English to hire James Honnold as a
firefighter. Motion carried.
Fire Dept. Resignation : Motion made by Lowney, seconded by Hazen to accept the resignation of
Jennifer Burmann from the Dryden Fire Dept as of March 31, 2021. Motion carried.
Recycling/cleaners : Motion made by English, seconded by Hazen to increase the shared pay of the
Township cleaners by $10.00. Motion carried.
Public Comment: Carol English complimented the Fire Dept. on the Bob Stevens retirement
activities.
Adjournment: Supervisor Papineau adjourned the meeting at 8:09p.m.

Department of Information Technology – Modifications to Comprehensive I.T. Services Interlocal Agreement.
As required by Urban Cooperation Act 7 of 1967 - MCL 124.510(4), a copy of the signed agreement with the County of
Oakland and the Township of Dryden, and the authorizing Board of Commissioners Resolution are enclosed for filing by
your office.
