Trustee Wiltse moved, Treasurer Dagenhardt seconded to approve the consent agenda
as presented Roll Call Vote: Yes: Wiltse, Dagenhardt, Green, Busick, Vulaj, Mazzara,
Brandt Motion unanimously carried.
LITIGATION UPDATE
In regard to Case No. 2017-162642-CZ (the Milford Hills litigation), which is on appeal of
the Township’s Motion for Summary Disposition in the Michigan Court of Appeals (being
handled by Plunkett Cooney, attorney Mary Massaron), no pleadings have been filed and
no public court proceedings have occurred since our last To wnship Board meeting. The
parties are currently waiting for the case to be assigned to a random three-judge Court of
Appeals panel, which will then schedule oral argument and eventually render a decision.
PLANNING COMMISSION UPDATE (February 25, 2021)
Trustee Mazzara stated that there was a public hearing for all of the ordinances that were
in the consent agenda.

ZONING BOARD OF APPEALS UPDATE (March 10, 2021)
Trustee Wiltse stated that there was one case that was denied based upon the finding of
fact.
SUPERVISOR’S REPORT
Supervisor Green stated that we are expected to receive $1 Million in COVID relief funds.
He will look into what that money can be used towards.
FIRE DEPARTMENT REPORT
Chief Moore gave the fire department report. Chief Moore also gave a report on the station
2 staffing. He stated that in the first month of staffing station two it has had a positive
response. Response times are down to 6 minutes 30 seconds on days that st ation 2 is
staffed.
UNFINISHED BUSINESS
PROPOSAL, PROFESSIONAL ENGINEERING SERVICES FOR RECTANGULAR
RAPID FLASHING BEACON FOR MILFORD RECREATIONAL TRAIL AT GENERAL
MOTORS ROAD – HRC
The board discussed moving the speed limit signs to Martindale Road and a procedure
for requesting a speed limit reduction from the State Police. They also discussed how the
crossing is a safety concern at this time.
The board also discussed that the HAWK signal is not an ordinance as the Road
Commission cannot pass ordinances nor is it a policy.
The board requested that Supervisor Green send a request for an application and a letter
stating that we are very concerned about the crossing and clearly put the responsibility in
Oakland County’s hands.
The board discussed putting up a speed limit sign for 35mph even if it is not approved. It
would not be enforceable by the police to write tickets,but could reduce the speed at which
people travel.
APPLICATION, PURCHASE OF LAND FROM DNR FOR RECREATIONAL TRAIL
EXTENSION
Supervisor Green stated that the DNR is doing an appraisal of the land and that there is
nothing else to report at this time.
Trustee Mazzara inquired about the lease that we were told we already have with the
DNR for this land. Supervisor Green stated that the lease we have with the D NR is for
us to use that easement for the sewer.
Supervisor Green stated that he would have more information at the next meeting.

CONTRACT, PROVIDE TRANSPORTATION SERVICES – PEOPLES EXPRESS
(PEX)
Township Attorney Elowsky stated that this would be ready next month.
NEW RFP FOR ADVANCED LIFE SUPPORT SERVICES
The subcommittee has not yet met but would like to meet soon.
Township Attorney Elowsky stated that Chief Moore is now under deadlines for billing
services. Currently the ambulance contract is expired, so what is being proposed is a
new contract with Superior. The ambulance agreement would tie us in without being
able to go out for RFP. The billing contract is not as restrictive there is a 60-notice for
cancellation on the billing contract unlike the ambulance contract. The board discussed
signing the contract now for billing until the RFP is out and an ambulance company is
chosen. Billing cannot happen without signing the billing contract.
The board decided that they would like more information for the April meeting to
determine if they will sign the billing contract.
NEW BUSINESS
SITE PLAN SP-S-17-5002, PHASE 2, INDIAN LAKE CONDOMINIUM
DEVELOPMENT—KEVIN GASIOR
Mr. Gasior is requesting approval of phase 2 of his site plan. Phase one was already
approved. At the board meeting that phase 1 was approved it was stated that Mr. Gasior
would not need to go back to Planning Commission for approval of phase 2, he would just
need to request approval from Township Board if the plans had not changed. Mr. Gasior
states that the plans have not changed, which is why he is here requesting approval to
move forward with phase 2.
Township Attorney Elowsky stated that the minutes from the pl anning commission
meeting do not say that they approved both phase one and phase two, therefore he would
have to go back to Planning Commission to follow our ordinance. The board discussed
having a special planning commission meeting and a special board me eting to not delay
Mr. Gasior.
Trustee Wiltse moved, Trustee Vulaj seconded to have Site Plan SP -S-17-5002 go to
Planning Commission at next weeks meeting, and have a special Township Board
meeting if needed to make a final decision based off of facts determined at the Planning
Commission meeting. Motion unanimously carried.
2020 FIRE DEPARTMENT ANNUAL REPORT – CHIEF MOORE
Chief Moore gave the 2020 Fire Department annual report. He stated that there were a
lot of challenges and changes in 2020 due to COVID-19. Most of the events had to be
cancelled due to COVID and a lot of the training that normally happens could not happen.

FIRE DISPATCH SERVICES AGREEMENT, APRIL 1, 2021 - MARCH 31, 2024 –
OAKLAND COUNTY
Chief Moore stated that the price has increased since our last Fire Dispatch agreement.
The price of the agreement is driven by the number of calls that a department has. The
final contract will not be approved by Oakland County until March 25th. The board
discussed that the contract is not a negotiation, it is something that is needed to keep our
dispatch services continuing. Once the contract is accepted the pricing in the contract is
set per year, no
Trustee Busick moved, Clerk Brandt seconded to approve the Fire Dispatch Services
Agreement April 1, 2021 – March 31, 2024 in the amount not to exceed $5,055.25 per
month for the months of April 1, 2021 through March 31, 2022, $5, 206.33 per month for
the months of April 1, 2022 through March 31, 2023 and $5,361.95 per month for the
months of April 1, 2023 through March 31, 2024 Roll Call Vote: Yes: Busick, Brandt,
Dagenhardt, Vulaj, Wiltse, Green, Mazzara Motion Unanimously Carries.
RESOLUTION AUTHORIZING FIRE DISPATCH SERVICE AGREEMENT
Trustee Busick moved, Trustee Wiltse seconded to approve the resolution in support of
the fire dispatch agreement. Motion Unanimously Carried.
REQUEST EMS SOFTWARE CONTRACT, ESO SOLUTIONS
Chief Moore stated that Community EMS had given ESO software for free when we had
the contract for Ambulance service with them. When Superior Ambulance bought out
Community the stated that they would not longer pay for ESO.
Chief Moore is requesting that he can continue to use ESO as the fire fighters are all used
to it and it works better then some of the other software services that have been utilized
in the past.
Trustee Wiltse moved, Clerk Brandt seconded to approve a one year contract with ESO
software in the price not to exceed $3,485. Roll Call Vote: Yes: Wiltse, Brandt, Vulaj,
Busick, Green, Mazzara, Dagenhardt Motion Unanimously Carries.
BOARD MEMBER REMARKS
Trustee Mazzara inquired how long we have to continue virtual meetings. Supervisor
Green stated that the order expires March 31,2021, but we passed a Resolution declaring
a state of emergency that allows us to have virtual meetings through the end of the year.
Township Attorney stated that until the restrictions lift to more then 25 people in a room
then she recommends not having meetings in person. Clerk Brandt would like to stay
consistent across all the board and commissions. The board discussed different options
of how in person meetings could happen when restrictions lift. Trustee Mazzara stated
that virtual meetings are not good for public hearings and getting the public opinion on
different developments.

Trustee Busick had a question about the FYI in the packet regarding the disinfectant and
how Supervisor Green should look make sure that it is not a respiratory irritant.

Supervisor Green adjourned the meeting at 9:43 pm.
