MISCELLANEOUS RESOLUTION#21283 June 30, 2021 BY: Commissioner William Miller, Chairperson, Economic Development and Infrastructure Committee IN RE: ECONOMIC DEVELOPMENT AND BOARD OF COMMISSIONERS — AUTHORIZATION OF OAKLAND TOGETHER SKILLED AND EDUCATED WORKFORCE PROGRAM FUNDING AND APPROPRIATION OF LOCAL FISCAL RECOVERY FUNDS To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS on March 11, 2021, President Biden signed the American Rescue Plan (ARP) Act of 2021, a $1.9 trillion coronavirus rescue package designed to facilitate the United States' recovery from the devastating economic and health effects of the COVID-19 pandemic; and WHEREAS Oakland County has been allocated $244,270,949 in Local Fiscal Recovery Funds from the American Rescue Plan and has received the first of two expected disbursements in the amount of $122,135,474; and WHEREAS the American Rescue Plan established the following high-level categories for authorized use of State and Local Fiscal Recovery Funds: • Supporting public health expenditures • Address negative economic impacts caused by the public health emergency • Replace lost public sector revenue • Provide premium pay for essential workers • Invest in water, sewer, and broadband infrastructure; and WHEREAS the United States Department of Treasury's Interim Final Rule provides guidelines and principles for determining the types of programs and services that the ARP federal funding supports; and WHEREAS on April 15, 2021, Oakland County Executive Dave Coulter established the COVID-19 Economic Recovery Task Force to gather information and make recommendations in the development of a strategic framework for the expenditure of Oakland County's ARP Recovery Funds. Thirty-one volunteers representing a broad cross-section of community stakeholders, including representatives of the education, non-profit, local government, construction, restaurants, labor, health care and business sectors have participated on the Task Force, and WHEREAS the COVID-19 Economic Recovery Task Force has issued recommendations for the use of Recovery Funds to address immediate community needs related to the pandemic and its negative economic impacts; and WHEREAS the Task Force is requesting the Board of Commissioners approve $6,624,000 to be invested for immediate workforce training and education needs related to the pandemic administered as follows: • $2,874,000 to fund 6-12 Oakland80 Career Navigators, embedded in communities throughout Oakland County. Navigators would help individuals understand their skills and the potential education and training paths to gain access to high quality, in demand jobs with pathways to advancement, • $1,050,000 to continue and build on partnership with OLHSA to deploy three Success Coaches in support of the Oakland County Business Resource Network (BRN). BRN supports businesses and their employees to address issues related to workforce retention. Coaches guide the development of joint strategies to increase employee retention, provide supportive services, and share best practices. Topics include childcare, transportation, employee health and wellness, education/training, and other employee -focused needs, • $1,500,000 to provide assistance to individuals facing financial barriers limiting access to career credential and higher education programs. Flexible workforce financial assistance would be administered by Michigan Works! and mirror aid provided through federal funding for barriers to employment, including support for transportation, childcare, work clothing, books and supplies, housing, utilities and training/education opportunities. • $1,200,000 to provide an equitable recovery related to childcare for disproportionately impacted individuals and families seeking a return to work. A childcare scholarship would be administered by the workforce development division for families who are presented with barriers to employment opportunities. The aid would be granted on a $1,200 per household basis. A limit to 1,000 households who qualify at up to 300% of the U.S. federal poverty guidelines or meet Oakland County Michigan Works! Agency's Workforce Innovation and Opportunity Act Dislocated Worker, Adult, or Youth Program Eligibility guidelines. The childcare scholarship would support families with coverage costs which include co -pays, applications fees, direct care costs, and more. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the creation of the Oakland Together Skilled & Educated Workforce Program and authorizes the appropriation of up to $6,624,000 in Local Fiscal Recovery Funds to be utilized as follows: • $2,874,000 to fund the Oakland80 Career Navigators project, • $1,050,000 to fund Oakland County Business Resource Network Success Coaches in partnership with the Oakland Livingston Human Services Agency (OLSHA), • $1,500,000 to provide flexible financial assistance to individuals facing barriers to access further education and professional certification programs. • $1,200,000 to provide enhanced services for child welfare -involved families facing the negative economic impacts of the pandemic BE IT FURTHER RESOLVED that the Oakland Together Skilled & Educated Workforce Program and associated projects shall be for a period of three years and administered by the Workforce Development Division of the Economic Development Department. The Workforce Development Division will evaluate the childcare scholarship project on an annual basis and make a recommendation to the Board of Commissioners on the continuation of the project for future years. BE IT FURTHER RESOLVED that the Oakland Together Skilled & Educated Workforce Program and associated projects shall be administered in conformance with federal, state, and local legal requirements, Oakland County policies and procedures and Department of Treasury guidelines for the eligible expenditure of American Rescue Plan Act Local Fiscal Recovery Funds. BE IT FURTHER RESOLVED that the Workforce Development Division shall distribute the allocated funds to the Oakland County Michigan Works centers on a reimbursement -model basis for expenditures incurred by the centers that were caused by the COVID-19 pandemic and which meet the eligibility requirements of the American Rescue Plan Act. BE IT FURTHER RESOLVED that the Workforce Development Division shall coordinate with the Workforce Development Board to prepare amendments to existing contracWagreements as required for the implementation of projects. Amendments may be executed by the County Executive, contingent upon review and recommendation by Corporation Counsel. BE IT FURTHER RESOLVED that regular reports on the expenditure of Oakland Together Skilled & Educated Workforce Program funds shall be forwarded to the Board quarterly and presented to the Economic Development & Infrastructure Committee. Moved by Kowall seconded by Spisz the resolution be amended as follows: Insert the following language after the 5TH BE IT FURTHER RESOLVED clause: BE IT FURTHER RESOLVED that approval of appropriations of American Rescue Plan Act — Local Fiscal Recover Funds for programs and services by Oakland County shall not obligate a commitment of the General Fund, unless authorized by action of the Board of Commissioners.
