HomeMy WebLinkAboutResolutions - 2021.06.30 - 34697MISCELLANEOUS RESOLUTION BY: Commissioner Gwen Markham, Chairperson, Finance Committee IN RE: BOARD OF COMMISSIONERS AND COUNTY EXECUTIVE — AUTHORIZATION OF TARGETED INVESTMENTS TO ADDRESS IMMEDIATE COMMUNITY NEEDS AND APPROPRIATION OF AMERICAN RESCUE PLAN LOCAL FISCAL RECOVERY FUNDS To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS the County Executive, in consultation with the COVID-19 Economic Recovery Task Force, has issued recommendations for the use of Recovery Funds to address immediate community needs related to the pandemic and its negative economic impacts, and WHEREAS pursuant to MR #21212, the Oakland County Board of Commissioners approved the acceptance of $244,270,949 in Local Fiscal Recovery Funds from the American Rescue Plan Act and has received the first of two expected disbursements in the amount of $122,135,474.50; and WHEREAS the American Rescue Plan Act established the following high-level categories for authorized use of State and Local Fiscal Recovery Funds: • Supporting public health expenditures • Address negative economic impacts caused by the public health emergency • Replace lost public sector revenue • Provide premium pay for essential workers • Invest in water, sewer, and broadband infrastructure; and WHEREAS approval of the assignment of targeted investments noted below to address immediate needs will build on Oakland County's record of success addressing the negative health and economic impacts experienced by residents, community organizations, and business owners. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes the appropriation of $10,000,000 in American Rescue Plan Act— Local Fiscal Recovery Funds to establish the Oakland Together Mental Health and Wellbeing Non-profit Grant Program (Project ID# 100000003458) to offer grants to Oakland County non -profits organizations delivering mental/behavioral health services and associated support services with a goal of increasing the capacity of these organizations to meet the growing demand for services. Release of program funding is contingent upon the affirmative vote of the Public Health & Safety Committee of the grant program policies and procedures, including grant eligibility policies and disbursement procedures. Grant awards and disbursements to any individual grantee shall not exceed $500,000 without receiving approval of the Public Health and Safety Committee and the Full Board. A report on program expenditures and success metrics will be forwarded monthly to the Public Health & Safety Committee and Full Board. A budget amendment is recommended for the $10,000,000 appropriation. BE IT FURTHER RESOLVED that the Board of Commissioners approves the assignment of $4,000,000 of American Rescue Plan Act — Local Fiscal Recovery Funds to establish the Oakland Together Mental Health and Wellbeing Emergency Room Services Grant Program to support Oakland County health care providers experiencing an increase in patients visiting emergency rooms seeking mental/behavioral health and substance abuse care. The County Executive Administration will solicit proposals from providers to address the immediate need (not to exceed one year in duration). Recommendations for grant disbursement shall be forwarded to the Full Board in the form of an appropriations resolution at a future date. A report on program expenditures and success metrics will be forwarded monthly to the Public Health & Safety Committee and Full Board. No budget amendment is required at this time for the $4,000,000 assignment as a separate resolution will be issued at a future date. BE IT FURTHER RESOLVED that the Board of Commissioners authorizes the assignment of $2,000,000 of American Rescue Plan Act — Local Fiscal Recovery Funds to establish the Oakland Together Mental Health and Wellbeing School Partnership Grant Program to increase availability of mental/behavioral services in Oakland County public schools. Program funding may be utilized for a one-to-one matching grant with Oakland County school districts to assist with costs associated with expanding access to behavioral health professionals, including social workers, psychologists/psychiatrists, and behavior analysts. Program funding may also be utilized to support Oakland County Youth Assistance and other initiatives that support mental and behavioral health and overall wellbeing of at -risk students. Release of program funding is contingent upon the approval of the Public Health & Safety Committee of grant program policies and procedures, including grant eligibility policies and disbursement procedures and approval of #21284 June 30, 2021 the Full Board for an appropriations resolution and required interlocal agreements. A report on program expenditures and success metrics will be forwarded monthly to the Public Health and Safety Committee and Full Board. No budget amendment is required at this time for the $2,000,000 assignment as a separate resolution will be issued at a future date. BE IT FURTHER RESOLVED that the Board of Commissioners authorizes the appropriation of up to $2,000,000 for the Neighborhood Housing and Development Division to enter into professional services contracts with qualified legal aid and assistance organizations, including Legal Aid & Defender Association, Lakeshore Legal Aid, and Oakland County Mediation Center Legal Aid, to provide assistance to Oakland County residents experiencing crisis housing needs related to the pandemic, including eviction, foreclosure, rent and utility bills, and other related issues. A report on expenditures and success metrics will be forwarded monthly to the Public Health and Safety Committee and Full Board. A budget amendment is recommended for the $2,000,000 appropriation (Project ID# 100000003459). BE IT FURTHER RESOLVED that the Board of Commissioners authorizes the appropriation of up to $2,500,000 for an Oakland Together Small Business Recovery and Resilience Business Professional Services Assistance Grant Program under the administration of the Economic Development Department. The goal of the program is to provide grants to businesses and non -profits experiencing negative economic impacts due to the pandemic to obtain professional support services. Grant program policies and procedures, including grant eligibility policies and disbursement procedures shall be forwarded to the Economic Development and Infrastructure Committee. A report on program expenditures and success metrics will be forwarded monthly to the Economic Development and Infrastructure Committee and Full Board. A budget amendment is recommended for the $2,500,000 appropriation (Project ID# 100000003460). BE IT FURTHER RESOLVED that the Board of Commissioners authorizes the appropriation of up to $500,000 for the Economic Development Department to obtain the services of business community navigators to provide counseling and technical assistance to Oakland County businesses and organizations in obtaining federal, state, and local relief resources. Targeted outreach efforts should be made to Oakland County businesses owned and controlled by individuals qualifying as economically and socially disadvantaged, as defined by Section 8(a) of the Small Business Administration. A budget amendment is recommended for the $500,000 appropriation (Project ID# 100000003461). BE IT FURTHER RESOLVED that the Board of Commissioners that the duration of these programs shall not exceed one year from commencement unless an extension is authorized by action of the Full Board. BE IT FURTHER RESOLVED that the programs shall be administered in conformance with federal, state, and local legal requirements, Oakland County policies and procedures, and Department of Treasury guidelines for the eligible expenditure of American Rescue Plan Act — Local Fiscal Recovery Funds. BE IT FURTHER RESOLVED that approval of appropriations of American Rescue Plan Act — Local Fiscal Recovery Funds for programs and services by Oakland County shall not obligate a commitment of the General Fund, unless authorized by action of the Board of Commissioners.
