HomeMy WebLinkAboutResolutions - 2021.06.30 - 34699MISCELLANEOUS RESOLUTION, #21285 June 30, 2021 BY: Commissioner Kristen Nelson, Chairperson, Legislative Affairs and Government Operations Committee IN RE: HUMAN RESOURCES — SALARY ADMINISTRATION PLAN 2nd QUARTERLY REPORT FOR FY 2021 To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS Merit Rule 2 provides a process for departments and employees to request a review of the salary grade placement of classifications; and WHEREAS the Oakland County Board of Commissioners approved a new compensation & classification evaluation system resulting from the Compensation & Classification Study with Miscellaneous Resolution # 20659; and WHEREAS it was communicated by the County Executive Administration that some adjustments of salary grade placement may be necessary after implementation to correct inequalities between classifications, and WHEREAS positions may have evolved since the initial completion of the Compensation Study Job Analysis Questionnaires (JAQ), requiring a new review of the implemented salary grade placement; and WHEREAS the 2nd Quarterly Report for FY 2021 identifies the job studies conducted and the salary grade changes recommended by the Human Resources Department after completion of this review process; and WHEREAS the 2nd Quarterly Report for FY 2021 identifies the job studies conducted and the salary grade changes recommended by the Human Resources Department after completion of this review process; and WHEREAS the FY 2021 General Fund/General Purpose impact is $19,851 (prorated) and $60,601 for FY 2022- FY 2024; and WHEREAS the FY 2021 Proprietary Fund impact is $3,813 (prorated) and $11,539 for FY 2022 — FY 2024. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes implementation of the Salary Administration Plan 2n1 Quarterly Report for FY 2021. Operationalizes the strategic plan in the traded cluster category, which includes but is not limited to the following areas; manufacturing, construction, and transportation and warehousing. Recommends appropriate tactics to alleviate identified economic problems and capitalizes on existing resources. Coordinates the County's business development policies and programs related to retention and growth of businesses affiliated in the traded cluster category. Coordinates with those local units of government, other economic development agencies and business organizations and associations. Utilizes current Countywide and/or department specific software to complete assignments. SUPERVISION EXERCISED Plans, directs, makes staffing decisions and exercises control over the Business Development Retention & Growth Unit. Exercises managerial authority over professional, administrative and clerical employees. ESSENTIAL JOB FUNCTIONS Directs the planning, budgeting, and operation of the - Business Development- Retention & Growth Unit activities, including the creation of annual goals, objectives, key performance measures, work program preparation, annual budget requests and revenue projections. Supervises staff in the working with local communities and business associations in orderto identify business development needs. Provides information regarding available economic development resources and services and encourages the participation of communities and businesses in programs, associations and special events designed to promote a public -private partnership in economic development. Supervises the Retention & Growth Program in the development of networks of public and private resources to assist companies with retention and growth. Establishes a program of personal visits to key manufacturing industries and businesses supporting effortsto retain jobs and searching for new opportunities to expand economic development opportunities. CLASS TITLE: ADMINISTRATOR BUSINESS RETENTION & EXPANSION Ensures that technical, managerial and financial support are available to businesses within the County. Supervises County business calling and contact programs and coordinates these with calling programs conducted by utilities, the State Commerce Department and other regional groups. Consults with and provides professional assistance to business clients with regard to financing programs and incentives, marketing data, site location information, job training options, federal contract procurement, export opportunities, entrepreneurial advice and general business assistance. Represents the County and its interests by participating as a member of statewide, regional, county and local organizations concerned with economic development. Utilizes current Countywide and/or department specific software to complete assignments. ADDITIONAL DUTIES & RESPONSIBLITIES May be required to work an adjusted schedule involving evening hours and/or weekends to attend municipal Boards and related project meetings or activities. ESSENTIAL PHYSICAL & MENTAL REQUIREMENTS Ability to communicate to accurately convey information. Ability to operate a motor vehicle and/or be a passenger. WORKING CONDITIONS Work is performed in a typical office environment. Participate in activities that require driving or being a passenger in an automobile or bus. IMPORTANT NOTE: The primary purpose of this job description is to set a fair and equitable salary range for this job classification.
