On March 25, 2021 the Board of Commissioners for Oakland County entered into an agreement per MR #21106 – Sheriff’s
Office – Fire Dispatch Service Agreement with the Township of Groveland, April 1, 2021 – March 31, 2024.
As required by Urban Cooperation Act 7 of 1967 - MCL 124.510(4), a copy of the signed agreement with the County of
Oakland and the Township of Groveland, and the authorizing Board of Commissioners Resolution are enclosed for filing by
your office.

CALL TO ORDER
DePalma called the regular meeting of the Groveland Township Board to order at 7:00pm.
Members present were:

Muzzarelli motioned to accept the agenda of April 12th, 2021. The motion was supported by

Minutes of March 8th Township board and fire minutes reviewed. March 31st special board
minutes reviewed. Back motioned to approve minutes as presented for March 8th and 31st.

FINANCIAL REPORT:
BOARD IN SUPPORT BY PROCLAMATION
INVESTMENT REPORTS:
Bills shared investment report – Reviewed last five months.
PRESENTATION:
Michelle Bennett, Township Planner, presented on Master Plan highlights for Groveland
Township.
Highlights included:
- Explanation of Master Plan
- Legal Mandates of Planning
- Relationship to Zoning Ordinance (“Local Law”)
- Reviewed Major Themes and Future Goals
- Reviewed overall action plan for Master Plan process (“C” categories are 5-10 years away)
- Planning Commission will hold public hearing to review Master Plan, then Twp board will
approve final adoption.
RESOLUTION:
Muzzarelli motioned to support Resolution 2021-013 for distribution of Master Plan. Back
supported.
ROLL CALL VOTE: Back, Bills, Christopher, Muzzarelli, DePalma – ALL YES. MOTION CARRIED.
PUBLIC HEARING:

NEW BUSINESS:
A. Approved Mobile Food Vending Ordinance & Fees/Application

Note: This ordinance will be numbered 218 and not 216 as noted in board packet.
Article 6 – Fees; Michelle Bennett, Planner, made note that fees are noted in the application and
would need adopted by resolution.
Bills noted that Article 7.3 requests Vendors to remove truck “daily.” DePalma explained the
purpose behind this was to protect established restaurants so that a truck did not stay in a
location permanently.
Back motioned to approve ordinance 218, Mobile Food Vendors. Christopher supported.
ROLL CALL VOTE: Bills, Christopher, Muzzarelli, DePalma, Back – ALL YES – MOTION CARRIED.
Muzzarelli moved that we accept fees as described in the “Mobile Food Establishment
Application.” Christopher supported.

B. Approved Adjusted Building Fee Schedule
Back described some of the updated fees as outlined in amended Ordinance 165 document.
Back motioned to amend ordinance 165 - amending 18-4 with 18-5 - to update the building
department fees as indicated in the document. Christopher supported. Discussion took place
regarding expired permits and if “conditions” would be considered. Building Admininstrator
(Willcock) noted that cases would be considered.

CARRIED.
C. Approved HAYA Support
Back motioned to approve sponsoring HAYA in the amount of $2,500 for 2021. Muzzarelli
supported.

D. Discussed Lawn Service Contract
Current lawn care provider services (Michigan Outdoor Service) reviewed. Board discussed
possibilities of looking into alternate lawn service providers. Some board members felt perhaps
new provider should be considered as aesthetic appeal at Township was not as pristine and
managed as it could be.
Board decided to bring some things to current provider’s attention to see if Michigan Outdoor
Service could fix current concerns.
Christopher will put together something for future “standards” of care.

DePalma motioned to continue utilizing Michigan Outdoor Services for now with understanding
that we will approach them with concerns. Bills supported.

E. Discussed Website Options
Cable Manager (A. Bills) reviewed various options for website redesign. Revize, STG, and
muniweb estimates were noted. Cable Manager recommended STG based on overall offering
and cost.
Two representatives (Micah Testa & Kyle Shumaker) from STG were present to answer
questions. Noted that they pride themselves on creating Open-Source content and making ADA
compliant sites. The three maintenance plans and costs were explained.
Testa noted a few highlights of the proposal:
- 30 day money back guarantee – even if board is unhappy after website is completed
- Other municipalities in Michigan currently using STG – encouraged Groveland to reach out
to others using STG
Christopher motioned to embrace STG and move forward with their services to enhance
Groveland Township’s website with the $750 support fees. Muzzarelli supported.

RESOLUTIONS:
A. Approved Resolution to Declare State of Emergency
DePalma approved updated resolution per attorney’s suggestion (through December 31st,
2021) and recommended committing to informing public one week prior to future board
meetings. Back supported.

B. Approved West Nile Virus Resolution
DePalma motioned to approve resolution to adopt DePalma as the Township Representative
for West Nile Prevention Program and commit to purchase as outlined in board packet. Bills
supported.

C. Approved Fire Dispatch Service Agreement
Back motioned to approve the resolution 2021-011 (Fire Dispatch Service Agreement
between Oakland County and Groveland Township) through March 31, 2024. Muzzarelli
seconded.

D. Approved Adoption of Mental Health Awareness Month for May
DePalma motioned to approve resolution making May Mental Health Awareness Month. Bills
supported.

MISCELLANEOUS REPORTS:
HAYA:
• Handbook has been updated.
• Not holding annual banquet or meeting due to COVID.
BGYA:
• WOJO’s Fundraiser June 5th and 6th – MUST mention BGYA at checkout in order for
BGYA to receive credit.
• Internet security April 20th
• Suicide Prevention training was cancelled due to lack of instructor
• BGYA offering summer tutoring; potentially offering bussing
• Pinwheels for autism awareness
• Family outdoor movies will be sponsored June 19th and July 17th at Sherman Park
• Next Board meeting April 13th
PLANNING COMMISSION:
• New member – Jeff Penzien
• Have been invited to attend webinars regarding solar and wind power/sustainability
through U of M
• Had a presentation from Marron Farms that was nicely presented
BOARD OF ZONING APPEALS:
No meeting to report.
SUPERVISOR:
• Sewer meeting Wednesday, April 14th; without monies from Elissa Slotkin grant
support, it is not likely to proceed.
• Attorney is currently reviewing the Orion “Grow” ordinance; in the future board
might tour the Orion facility when considering future ordinance for Groveland

• Antennae lease – currently reviewing lease options with attorney
• Draft resolution for sewer project presented so that board members could review
• Chief Mason wrote a letter to county with grant proposal for future plans for
Groveland; could potentially receive grant monies
CLERK:
• NoHaz Collection – first collection, Saturday April 24th at Oxford Middle School; $10
per car
• Road Commission informed township staff of current progress; also noted that the
Road Commission has contracted with a company to pick up dead animals (deer).
Residents can call Road Commission and contracted company will come out to
remove the animals in road way.
• Holly Little League is looking for sponsors for 2021 teams.
• Networking event for Oakland County MTA chapter for the board members on
Thursday, April 29th from 3:30-5:30 in Canterbury Village; Board members
interested can contact Clerk.
• Commended Theresa Bills for her recent article in paper noting progress that has
occurred pertaining to township funds.
TREASURER:
• Settlement submitted; Waiting for approval for Oakland County Treasurer
• BSAonline.com is still available for residents to access property content and tax
information online. This was launched February 22nd – as of last week, Thursday,
April 8th, there were 165 hits on the site. The township office receives a lot less
phone calls now from realtors, title companies, etc since BSAonline was launched.

There being no further business on the agenda, DePalma motioned to adjourn meeting and
break for fire board at 8:50. Supported by Back.
