HomeMy WebLinkAboutResolutions - 2021.08.05 - 34783MISCELLANEOUS RESOLUTION #21316 August 5, 2021 BY: Commissioner Penny Luebs, Chairperson, Public Health and Safety Committee IN RE: COUNTY EXECUTIVE —APPROPRIATION OF AMERICAN RESCUE PLAN ACT LOCAL FISCAL RECOVERY FUNDS FOR OAKLAND TOGETHER MENTAL HEALTH AND WELLBEING SCHOOL PARTNERSHIP PROGRAM —YOUTH ASSISTANCE GRANT To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS the American Rescue Plan Act, 2021 (Pub. L. No. 117-2, §9901. Sec. 602) authorized use of funds under the Coronavirus State and Local Fiscal Recovery Funds to respond to the public health emergency with respect to the Coronavirus Disease 2019 (COVID-19) or its negative economic impacts; and WHEREAS the Board of Commissioners approved the assignment of $2 million in ARPA Local Fiscal Recovery for the Oakland Together Mental Health and Wellbeing School Partnership Grant Program with the adoption of MR #21284 on June 30, 2021; and WHEREAS MR #21284 states that Oakland Together Mental Health Wellbeing School Partnership Program funding may also be utilized to support Oakland County Youth Assistance and other initiatives that support mental and behavioral health and overall wellbeing of at -risk students; and WHEREAS the Oakland County Youth Assistance (YA) Coordinating Council supports the mission of Oakland County Youth Assistance, which is to strengthen youth and families while reducing in the incidence of delinquency, abuse, and neglect through community involvement. The YA Coordinating Council aids in the establishment and maintenance of Youth Assistance programs across Oakland County; and WHEREAS the Oakland County Youth Assistance Coordinating Council has agreed to administer a grant program utilizing ARPA Local Fiscal Recovery Funds to provide assistance to at -risk youth and their families impacted by the pandemic. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the grant program policies and procedures for the Youth Assistance Grant/Oakland Together Mental Health and Wellbeing School Partnership Program as presented in "Attachment A". BE IT FURTHER RESOLVED that the duration of the Youth Assistance Grant program shall be one year, with the option to extend an additional six months, contingent upon available program funding and approval of the Public Health and Safety Committee. BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners authorizes the appropriation of $50,000 from the $2,000,000 assignment of American Rescue Act — Local Fiscal Recovery Funds for the Oakland Together Mental Health and Wellbeing School Partnership Program referenced in MR #21284. BE IT FURTHER RESOLVED that the $50,000 appropriation be used to enter into a contract with the Oakland County Youth Assistance Coordinating Council to administer the Youth Assistance Grant program and distribute funding for eligible expenses as specified in "Attachment A". BE IT FURTHER RESOLVED that the Manager of the Children's Village Division shall act as the contract administrator and is authorized to execute a contract for services with the Oakland County Youth Assistance Coordinating Council to act as grant program administrator, subject to review by Corporation Council, Purchasing Division, and Fiscal Services. BE IT FURTHER RESOLVED that approval of appropriations of American Rescue Plan Act — Local Fiscal Recovery Funds for programs and services by Oakland County shall not obligate a commitment of the General Fund, unless authorized by action of the Board of Commissioners. OAKLAND COUNTY ,M I C H I G A N MEMORANDUM DATE: July 20, 2021 TO: Commissioner Penny Luebs, Chairperson, Public Health & Safety Committee Members of the Board of Commissioners FROM: Chris Ward, Deputy County Executive RE: Youth Assistance Grant/Oakland Together Mental Health and Wellbeing School Partnership Program Commissioners- With yoursupport of MR# 21284 on June 3011, work Is underway on several initiatives targeted at meeting immediate community needs related to the impact of the COVID-19 pandemic. Among these initiatives is the Oakland Together Mental Health and Wellbeing School Partnership Grant Program. The Board approved the assignment of $2 million in American Rescue Plan Act (ARPA) Local Fiscal Recovery Funds to this program with the goal of increasing availability of mental/behavioral services in Oakland County public schools and addressing the mental health/behavioral health and wellbeing of at -risk youth and their families. Action by the Board of Commissioners is required to release funding and proceed with implementation of initiatives under this Grant Program per the provisions of MR# 21284. In furtherance of the objectives stated for this program, the Administration has solicited a proposal from the Oakland County Youth Assistance Coordinating Council to implement a grant program directed at aiding at -risk youth and their families with active cases managed by Youth Assistance, Juvenile Assistance and/or Children's Village. Under the administration of the Oakland Youth Assistance Coordinating Council, a 501c3 non-profit organization, financial aid would be provided for specific identified needs for a caseworker family, at an amount not to exceed $800 per family and $50,000 in total program expenditures. A memorandum from Mary Schusterbauer, Chief of Youth Assistance Services in the Circuit Court, is attached detailing proposed grant policies, procedures, eligibility and distribution plans. The Administration is forwarding this proposal with a recommendation that the Board appropriate the required funding and authorize that the grant program as proposed. Following your approval, Corporation Counsel will assist with the preparation of a contract for services with the Oakland County Youth Assistance Coordinating Council under the administration of the Manager of the Children's Village Division. A report on program expenditures and success metrics will be forwarded to the Public Health and Safety Committee as required by MR# 21284. Thank you for your consideration. Attachment A To: Chris Ward, Deputy County Executive From: Mary Schusterbauer, Director of Youth Assistance Services Date: 7-19-21 Re: ARPA Funding for At -Risk Youth and Families Thank you for the opportunity to present a proposal to establish a grant to support families who are being served by Oakland County Youth Assistance, as well as our collaborative partners in Juvenile Probation, and Children's Village and have been negatively impacted by the COVID- 19 pandemic. Program details: Up to $50,000 would be authorized for a grant under the management of the Oakland County Youth Assistance Coordinating Council, which is a 501(c) 3 non-profit. These funds would be available to families from all geographic areas of the County. In the course of their casework with a family, if a need for financial assistance is discovered, a Caseworker can apply to use these funds to be applied to specific needs of a family. Support could fall into three broad categories: emergency needs (rent, food, utilities, car repairs, etc.); mental health (payment for counselling sessions, help with co -pays, activities designed to assist with needs of Special Populations etc.); skill building (scholarships for youth to participate in classes, activities etc. designed to improve ability, confidence, and resiliency while reducing problematic behaviors). Aid would be provided in the form of direct payment to the service provider for the services rendered. Applications would be screened by the Chief of Oakland County Youth Assistance and distributed on a case -by -case basis with no family receiving support equaling over $800.00. Assistance would be available for one year or until total program funding is exhausted. If a balance exists at the end the year, the Board of Commissioners would have the option of continuing grant availability for up to an additional six months. Please see draft guidelines and application form to be used for reach case. These can be modified if there is a need for us to collect additional demographic information. Students may reside in any school district in Oakland County. ➢ Funds will be spent down on a first come first served basis. There will not be adollar amount assigned by community. ➢ No family will receive more than $800. We anticipate that most payments will befor a lesser amount. We hope to use these funds to support as many students aspossible.
