OAKLAND COUNTY VEBA BOARD MINUTES
The Oakland County Voluntary Employees’ Beneficiary Association (VEBA) Board meeting was
held August 12, 2021 at 2:32 p.m. in the West Oakland Conference Room of the L Brooks
Patterson Building.
I. Call to Order/ Roll Call

James VanLeuven Jr., Joseph Rozell, Lauri Siskind,
Robert Wittenberg, Jeff Phelps, Brian Partogian, Gwen Markham

II. Approval of the Agenda
A. Moved by Phelps, seconded by Partogian to approve the agenda as submitted.
Motion carried.
III. Public Comment
None
IV. Regular Agenda
A. Moved by Partogian, seconded by Phelps to approve the minutes of July 29,
2021. Motion carried.
V. Reports
A. Stephanie Biddle of Prudential presented the 2nd Quarter 2021 Oakland County
Retirement Health Savings (RHS) Plan and provided comments summarizing
highlights contained in the report.
Moved by Siskind, seconded by Partogian to receive and file the 2nd Quarter
2021 Oakland County Retirement Health Savings (RHS) Plan. Motion carried.
B. Moved by Rozell, seconded by Markham to receive and file the Hand Benefits &
Trust/BPAS 2nd Quarter 2021 RHS Plan – Trust Asset Report. Motion carried.
C. John Krakowiak Graystone Consulting presented the 2nd Quarter 2021
Retirement Health Savings (RHS) Plan Investment Review and provided
comments summarizing highlights contained in the report.
John Krakowiak provided an update on the March 2021 Board approval to add 6
funds to the RHS Plan, outlined in the March 10, 2021 memo from Graystone
Consulting. Due to system limitations the BPAS platform allows, Graystone has
revised the recommendation.

Moved by Wittenberg, seconded by Siskind to approve the recommendation to
add the Fidelity Intermediate Treasury Bond Index Fund to the existing line-up
within RHS Plan. Motion carried.
D. Aaron Castle of VanOverbeke, Michaud & Timmony, P.C. (VMT) provided a
verbal update on legal matters.
Moved by Phelps, seconded by Partogian to approve the VEBA Authorized
Signers Resolution. Motion carried.
VI. Unfinished Business
A. Moved by Rozell, seconded by Wittenberg to receive and file the Election
Committee Statement, certifying that James VanLeuven Jr. will serve as the
Retiree Representative Member for term ending August 31, 2023. Motion carried.
VII. New Business
None
VIII. Trustee Comment
A. Chairperson VanLeuven noted the next meeting of this Board – Thursday,
September 23, 2021 at the Board of Commissioners in Committee Room A..
IX. Chairperson VanLeuven adjourned the meeting without objection at 2:36 p.m.
