IN RE: Oakland Together Mental Health and Wellbeing Non -Profit Grant Program Policies and
Procedures
Chairperson and Members of the Board:
WHEREAS the Board of Commissioners adopted MR# 21284 on June 30, 2021, authorizing targeted
nvestments to address immediate community needs utilizing American Rescue Act Plan Local Fiscal Recovery
`t'unds; and
`ATIERFAS MR# 21284 included an appropriation of $10 million in American Rescue Plan Act Local Fiscal
Recovery Funds to establish the Oakland Together Mental Health and Wellbeing Non-profit Grant Program.
The purpose of this program is to offer grants to Oakland County non-profit organizations delivering
mental/behavioral health services and associated support services with a goal of increasing the capacity of these
organizations to meet the growing demand for services; and
WHEREAS pursuant to the provisions of MR# 21284, the Public Health & Safety Committee must review and
approve the grant program policies and procedures, including grant eligibility policies and disbursement
procedw es, prior to the expenditure of program funds; and
WHEREAS the County Executive's Administration has submitted proposed program policies and procedures
for the Oakland Together Mental Health and Wellbeing Non-profit Grant Program (Attachment A) for review
by the Public Health & Safety Committee; and
WHEREAS having reviewed the proposed program policies and procedures, the Public Health & Safety
Committee recommends their adoption.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners hereby approves
the program policies and procedures for the Oakland Together Mental Health and Wellbeing Non-profit Grant
Program (Attachment A) and authorizes the release of program funding in accordance with the provisions of the
program policies and procedures.
BE PT FURTHER RESOLVED that the Board of Commissioners authorizes the creation of the Oakland
Together Mental Health and WellBeing Non -Profit Grant Program Ad Hoc Committee consisting of:
(2) Two Oakland County Commissioners from the majority party; and an alternate
(1) One Oakland County Commissioner from the minority party; and an alternate
(2) Two Representatives appointed by the Oakland County Executive; and an alternate
BE IT FURTHER RESOLVED the responsibilities of the Oakland Together Mental Health and Wellbeing
Non -Profit Grant Program Ad Hoc Committee shall oversee the administration of the grant policies and
procedures as outlined in Attachment A.

Upon passage of a budget amendment for a $10 million appropriation, Miscellaneous
Resolution #21284 stipulates that the "release of program funding is contingent upon the
affirmative vote of the Public Health and Safety Committee of the grant policy and procedures,
including grant eligibility policies and disbursement procedures."
The purpose of this memo is to seek that affirmative vote. Please note that Attachment A
includes additional relevant detail.
Administration:
United Way for Southeastern Michigan (UWSEM) shall act as grant program administrator.
UWSEM has a proven track record of success supporting Oakland County with the
administration of COVID-19 relief funding (2020 Cares Act Non-profit Grant). UWSEM will
provide the following services:
• Designing a grant application
• Accepting grant applications
• Evaluating the merits of applications consistent with Treasury Guidelines and guidance
from the County
• Making grant awards
• Receiving reports on the expenditure of funds by each award recipient
• Reporting to the county on expenditure of funds and performance of recipients
UWSEM will be compensated at a rate of three (3) percent of total grant awards. The contract
for services with UWSEM shall be reviewed by the Purchasing Division and Corporation
Counsel. A finalized contract with UWSEM will be forwarded to the Public Health and Safety
Committee as a communication.
Policies/Eligibility:
Eligible program participants must be a 501c3 in good standing based in Oakland County and/or
serving Oakland County residents that deliver mental/behavioral health services and intend to
increase capacity to meet the COVID-related demand for services. Applicants will attest to
meeting the Treasury Guidelines for this funding, including enhanced reporting for evidence -
based interventions. UWSEM shall recommend data collection and reporting requirements to
ensure transparency and assist Oakland County with assessing program success. UWSEM shall
assist Oakland County with the preparation and submission of regular reports, as required by
the Board of Commissioners. UWSEM shall be responsible for ensuring all program activities
comply with the requirements of the American Rescue Plan Act for the use of Local Coronavirus
Relief Funds, as detailed by U.S. Department of Treasury guidelines and reviewed by
Guidehouse. Guidehouse and Corporation Counsel shall review program policies, grant
application and disbursement policies and compliance procedures for compliance with legal
requirements.
A grant review committee shall be appointed by the County Executive with the participation of
the Board of Commissioners. The Chairperson and Minority Caucus Vice Chairperson of the
Public, Health and Safety Committee shall be invited to participate as members of the review
committee. The review committee shall review the recommendations of UWSEM for grant
program policies and procedures and the disbursement of grant funding.
UWSEM shall prepare recommendations to the review committee establishing factors and
weighting in the assessment of grant applications and awards.
Awards will be granted in three (3) tiers:
1. From $50,000 to up to $100,000
2. From $100,000 to up to $250,000
3. From $250,000 up to $500,000. Awardees in this category must include a spenddown
plan with the application.
The application period shall be open for three (3) weeks. An informational webinar will be
conducted. Grantees must expend funds within one year of acceptance of program funding.
The review committee shall approve the list of grantees and award amounts. Following their
approval, funding shall be released to UWSEM, who shall be responsible for direct
disbursement to successful grant applicants. Grant awardees shall enter into an agreement
with UWSEM detailing the requirements for participation in the program. The agreement shall
be reviewed by Corporation Counsel and Guidehouse. A report detailing grant award
recipients, planned use of funds and amount of grant awards shall be forwarded to the Board of
Commissioners.
Timeline:
The tentative timeline for the grant process is indicated in Attachment A and predicated on
the approval of grant policies and procedures by the Public Health and Safety Committee.

As a result of the increased demand for mental/behavioral services stemming from the COVID-19 pandemic, the Oakland
County Executive and Board of Commissioners have allocated $10 million in American Rescue Plan Act Local Fiscal
Recovery Funds to establish the Oakland Together Mental Health and Wellbeing Non-profit Grant Program. This program
will offer grants to Oakland County non-profit organizations delivering mental/behavioral health services and associated
support services with a goal of increasing the capacity of these organizations to meet this growing demand for services.
Through this fund, the Oakland County Executive and Board of Commissioners have made $10,000,000 available to
nonprofits in the mental health and behavioral health sectors, serving residents of Oakland County through a competitive
grant award process administered by United Way for Southeastern Michigan.

amounts, compliance requirements, and grant timeline.

Compliance Requirements and Funding Priorities
Funds through this award are being made available to help nonprofit organizations scale capacity to deliver mental
and/or behavioral health services to individuals impacted by the COVID-19 pandemic and to ensure operational
continuity and expansion to meet growing demand for support services throughout the county. Oakland County
recognizes the incredible strain the COVID-19 pandemic has put on both individual county residents as well as mental
and behavioral heal providers. The funds allocated for this grant program are to be used expressly for the purpose of
delivering mental and behavioral health services.
Compliance requirements include:
n All funds received under this grant must be spent within the spending period of October 1, 2021— September
30, 2022. No extensions to the spending period will be granted.
o Organizations must be providing mental and/or behavioral health services through providers who are licensed
and in good standing with the State of Michigan.
o Grant award funds shall not be used for any damages that are covered by insurance.
Organizations may have not received federal, state, county, foundation, or philanthropic support, including
reimbursements, sufficient to continue providing service in the community. There should be no duplicative
funding for the same services provided.
o Grant award recipients shall be required to quarterly reports in accordance with the grant timeline provided
above.
o Funds received through this grant must be spent on programs or services in Oakland County and/or to support
Oakland County residents.
Additional priorities include:
o Organizations that have a long-standing track record in Oakland County.
o Ensuring that the slate of awardees demonstrates adequate coverage of geographic area and service type.
Eligibility and Award Types and Scoring Rubric
Applicants must meet the following basic eligibility criteria:
• The applicant must be a 501(c)(3) non-profit organization, in good standing with both the State of Michigan and
the Internal Revenue Service.
• The applicant must be based in Oakland County or providing service to Oakland County residents. Services
supported through this grant may only be offered to Oakland County residents.
The applicant must be a provider of evidence -based mental and/or behavioral health services and those
services, where applicable, must be delivered by professionals in good standing and licensed by the State of
Michigan.
o Service types include but may not be limited to:
Mental health treatment for adults and children, substance misuse treatment, other behavioral
health services, hotlines or warm lines, crisis intervention, overdose prevention.
Prior to applying, applicants should review the award types and scoring rubric below and choose the award type and
funding amount that best fits the organization's needs and capacity within the award and spending timeframe. There is
no mechanism for negotiating alternate award amounts after an application is submitted and there will not be an
opportunity to extend or amend grant contracts beyond the stated grant period.
Funds are available for three types of awards and funding ranges:
Award Type 1: Operational Grant
Funding Range: $50,000 to $99,999
Award Description: Operational grants from $50,000 and up to $99,999 may be awarded to nonprofit
organizations that meet basic eligibility criteria and need funds to maintain or enhance mental and/or
behavioral health services because of increased demand due to the COVID-19 pandemic.
Award Type 2: Expansion Grant
Funding Range: $100,000 to $249,999
Award Description: Expansion grants from $100,000 and up to $249,999 may be awarded to nonprofit
organizations that meet basic eligibility criteria and need funds to expand or implement new mental and/or
behavioral health services because of increased demand due to the COVID-19 pandemic.
Award Type 3: Community Grant
Funding Range: $250,000 to $500,000
Award Description: Community grants of $250,000 and up to $500,000 may be awarded to nonprofit
organizations that meet basic eligibility criteria and need funds to maintain or enhance mental and/or
behavioral health services and/or implement new services because of increased demand due to the COVID-19
pandemic. To be considered, organizations applying for this award type must have an annual operating budget
of at least $4,000,000, recorded in the most recently approved organizational budget. Organizations applying for
this award type must also have a large service footprint that reaches clients throughout Oakland County and will
be asked to provide plans to demonstrate the ability to deploy the larger amount of funds requested within the
spending period.

The applicant must be a provider of evidence -based mental and/or behavioral health services and
those services, where applicable, must be delivered by professionals in good standing and licensed by
the State of Michigan.
o Service types include but may not be limited to:
Mental health treatment for adults and children, substance misuse treatment, other
behavioral health services, hotlines or warm lines, crisis intervention, overdose
prevention.
Prior to applying, applicants should review the award types and scoring rubric below and choose the award type and
funding amount that best fits the organization's needs and capacity within the award and spending timeframe. There is
no mechanism for negotiating alternate award amounts after an application is submitted and there will not be an
opportunity to extend or amend grant contracts beyond the stated grant period.
Funds are available for three types of awards and funding ranges:
Award Type 1: Operational Grant
Funding Range: $50,000 to $100,000
Award Description: Operational grants from $50,000 and up to $100,000 may be awarded to nonprofit
organizations that meet basic eligibility criteria and need funds to maintain or enhance mental and/or
behavioral health services because of increased demand due to the COVID-19 pandemic.
Award Type 2: Expansion Grant
Funding Range: $100,001 to $250,000
Award Description: Expansion grants from $100,001 and up to $250,000 may be awarded to nonprofit
organizations that meet basic eligibility criteria and need funds to expand or implement new mental and/or
behavioral health services because of increased demand due to the COVID-19 pandemic.
Award Type 3: Community Grant
Funding Range: $250,001 to $500,000
Award Description: Community grants of $250,001 and up to $500,000 may be awarded to nonprofit
organizations that meet basic eligibility criteria and need funds to maintain or enhance mental and/or
behavioral health services and/or implement new services because of increased demand due to the COVID-19
pandemic. To be considered, organizations applying for this award type must have an annual operating budget
of at least $4,000,000, recorded in the most recently approved organizational budget. Organizations applying
for this award type must also have a large service footprint that reaches clients throughout Oakland
County and will be asked to provide plans to demonstrate the ability to deploy the larger amount of funds
requested within the spending period, ended October 31, 2022.
