County Executive Coulter has selected Barbara M. Hankey to serve as the Director of the
Department of Public Services. The Department of Public Services manages the divisions of
Community Corrections, Children's Village, Circuit Court Probation, Animal Control and Medical
Examiner. Ms. Hankey has served as the Manager of the Community Corrections Division since
2001. The Board's confirmation of Department Directors is required per PA 139 of 1973.

I am proud to announce the addition of Barbara M. Hankey to our leadership team as Director of the Public
Services Department. As Director, she will oversee the divisions of Community Corrections, Children's Village,
Circuit Court Probation, Animal Control and Medical Examiner.
Barbara Hankey has established an impressive record of accomplishments and professional excellence in more
than 30 years of service in Oakland County government. As Manager of the Community Corrections Division, Ms.
Hankey has demonstrated a strong commitment to collaboration and innovation that have set her apart as a
recognized leader in the field of corrections administration and reform. Her experience and many talents will
serve Oakland County well as she takes on this new role.

Manager
• Design, implement and manage an array of programs and services for criminal justice involved
individuals which employ evidenced based practices to achieve reductions in risk and recidivism.
• Operate a Pretrial Services program which conducts an average of 9,000 bail investigations and
supervises over 3,000 defendants annually.
• Coordinate activities with other county departments as necessary including Fiscal Services,
Human Resources, Risk Management and Corporation Counsel.
• Prepare budget requests and approve all expenditures related to the division's $7 million budget
comprised of both general fund and special revenue.
• Coordinate personnel activities including hiring of a diverse workforce, discipline, and
performance evaluations for over 60 clerical, professional, supervisory, and administrative staff.
• Act as a subject matter expert in the area of criminal justice and bail reform for county
administration and other local, state and national entities.
• Establish and cultivate relationships with criminal justice stakeholders, commissioners,
legislators, the public and statewide associations to advance the goals of Community Corrections
and Pretrial justice.
■ Develop key performance measures that are consistent with the mission of Community
Corrections.
• Collect and analyze data to determine achievement of division goals, to identify trends, and to
improve operations.

• Oversaw programs servicing various populations including juvenile, adult, pretrial, and post
adjudication.
• Facilitated in the preparation, allocation, and expenditure of a $7 million budget.
■ Assisted in the hiring, performance appraisals and disciplinary action of 70 employees.
• Sought and wrote grants to expand funding resources including the Nlichigan Department of
Corrections / Office of Community Alternatives yearly grant application.
• Reviewed monthly statistical information, analyzed trends, and interpreted data into narrative
summaries.
