The Sheriffs Office is seeking to enter into a contract for services to provide Jail Inmate Health
Services using unobligated funds appropriated in the FY22 budget. An RFP has been released, bids
have been received and the evaluation process is underway. The current contract for services is set
to expire on 2/28/22. Under the provisions of the Professional Services Contract Authorization Policy,
an office/department seeking to enter into a contractual agreement subject to the Policy that does not
require an additional appropriation must notify the Finance Committee. The Finance Committee and
Board may object in the form of a resolution within 30 days of notification or the contract is
authorized.

RE: Notice of intent to enter into contract for services for Jail Health Clinic— Inmate Health Program
Pursuant to the Professional Services Contract Authorization Policy, please accept this memorandum as
notification that the Sheriff's Office intends to enter into a contract for professional services for the
provision of a turnkey Inmate Health Program utilizing unobligated funds appropriated in 10100-4030301-
112630-730373.
Purpose: Contract 4989 for Jail Inmate Health Services is expiring on 2/28/2022. The current contractor
is Wellpath LLC, and the current contract period is lapsing following a five-year term. This is a recurring
expense to address an ongoing need to provide medical and dental care to inmates.

Current Status:
Bid evaluation: The evaluation team is comprised of subject matter experts working in the Oakland County
Jail (Major, Captain, and Executive Lieutenant) as well as Sheriff's Administration (Supervisor Sheriff
Contracts & Accounts, Accountant II and Accounting Specialist). The scoring matrix follows the requested
material included in the Scope of Work. There was an opportunity for interested bidders to take part in a
walk through of the jail clinic, a pre -bid conference call to allow potential bidders an opportunity to ask
questions as well as a 16-day window for potential bidders to make written requests for clarification.
List of notable changes to Scope of Work:
1) Added language in the Medication Management/Medical Supplies section: MAT - A Medication
Assisted Treatment (MAT) program for opioid use will be administered by the contractor's
health care personnel to continue care for any inmate entering the jail currently on MAT. If the
county develops a MAT program during the contract period which encompasses opioid
dependent individuals who are incarcerated and not currently on MAT, the contractor's health
care personnel will be responsible for administering the medication.
2) Added language to Staffing section: The contractor must provide a detailed contingency plan for
loss of staffing addressing situations similar to the COVID-19 pandemic or other unforeseen
circumstances that could potentially cause a loss of staff in both the short (a couple weeks) and
long-term (potentially months to years).
3) Added language to New Hires section: The employee chosen by the contractor to fill the Health
Services Administrator or equivalent lead managerial position responsible for overseeing the jail
health clinic will need to be approved by the Oakland County jail administration staff. Please list
the qualifications and experience of the individual you plan to place in this position.
4) Added a "Pandemic" section. The contractor will manage, treat, test and track for any pandemic
(including COVID). The contractor will work in coordination with local, state, or federal health
officials as well as jail staff on any new and immediate policy, protocols or procedures put in
place as a result of a pandemic. Contractor will have an emergency staffing plan that addresses
and ensures coverage in the case of temporary or long-term staffing shortages as a result of a
pandemic or quarantine,
5) Added Information for IT Review: An Oakland County Information Technology (IT) review will be
required of the awarded contractor's electronic medical record and retention system. The
contractor's database(s) must integrate with the county's jail management system, both current
and new. The contractor must work with both Oakland County IT and the jail management
system contractor to ensure systems are working properly. In the event that either the server,
jail management system or contractor's system have a failure, all parties will work together to
bring the systems back up to full functionality. Any system incident that causes a delay in the
jail's critical operations needs to be escalated to the highest priority. Awarded contractor will
be responsible for all costs incurred for IT system transition/updates
6) Clarified some areas where requests by inmates used to be made on paper (requests for medical
service, grievances/kites), now done through the Smart tablets. Example: Inmates will have the
opportunity to request health care services 24-hours a day. All inmate health service requests
will be through an electronic system that notifies clinic staff of the request and must be
answered based on NCCHC requirements and OCSO department policy. If the electronic system
is down the contractor will respond to the inmate health service requests through an alternate
process determined by the jail. The contractor must submit a plan that illustrates how health
care personnel will triage the requests and determine the appropriate course of action to be
taken. The plan must include immediate intervention, scheduling for nursing sick call, or a
provider evaluation. This plan must include triage to occur at least once daily.
7) For past RFPs we have provided the previous year's inmate population information, but for this
RFP we had to provide pre-COVID data and current data so they have a better picture of what
our numbers would be like in the absence of a pandemic. Same issue for the health services
statistical data (provided 2 years instead of 1).
Estimated Annual Expenditures: $5,600,000
Conclusion: The annual amount was included in our FY 2022 - FY 2024 Recommended Budget based on
current contract amounts. We anticipate cost increases based on additional requirements added to the
Scope of Work, primarily the addition of a comprehensive Medication Assisted Treatment (MAT) program
for opioid use and a new Pandemic section.
