Human Resources
The Human Resources Department is seeking to enter into a contract for services to provide benefits
consulting and analysis using unobligated funds appropriated in the FY22 budget. An RFP has been
released, bids have been received and the evaluation process is underway. The current contract for
services is set to expire on 12/31/21. Under the provisions of the Professional Services Contract
Authorization Policy, an office/department seeking to enter into a contractual agreement subject to
the Policy that does not require an additional appropriation must notify the Finance Committee. The
Finance Committee and Board may object in the form of a resolution within 30 days of notification or
the contract is authorized.

RE: Notice of intent to enter into contract for services for Human Resources Benefits Consulting
Pursuant to the Professional Services Contract Authorization Policy, please accept this memorandum as
notification that the Human Resources Department intends to enter a contract for professional services
for the provision of Human Resources Benefits Consulting utilizing unobligated funds appropriated in HR
Fringe Benefits/Professional Services (67800-1050520-183160-731458).
Purpose: Contract 4639 for HR Benefits Consulting is expiring on 12/31/21. The current contractor is The
Segal Company Midwest States, Inc and the current contract period is lapsing following a five-year term
and was extended one year for a total of six years due to COVID and our first open enrollment with
Workday.
This is a recurring expense to address an ongoing need for support for both employee and retiree health
care plans. The primary role of the benefit consultant is to:
Assist in ensuring the County is compliant with administering healthcare, prescription, COBRA,
flexible spending accounts, dental, vision and disability benefits in accordance with Section 125
Cafeteria plans, Department of Labor, and IRS requirements and other federal provisions.
• Provide guidance with legal and regulatory requirements.
• Assist with vendor management and with all vendor recruitment.
• Provide analysis of claims and actuarial analysis to support decisions for plan design and
recommendations to support the County's cost saving goals.
Access to industry trends and best practices are important for the County's strategic planning and
healthcare plan design goals.
Current Status: The cost of current services ranged from $70,800 - $576,000.
HR is looking to have additional services included as well as benefit consulting such as culture and
wellbeing, diversity„equity, and inclusion.
Conclusion: It is the intent that Human Resources will have the opportunity signing a three-year contract
with a two-year extension for the health care consulting and brokerage.
