COUNTY M ICHIGAN BOARD OF COMMISSIONERS October 13, 2021 MISCELLANEOUS RESOLUTION #21-401 Sponsored By: Kristen Nelson IN RE: Salary Administration Plan 3rd Quarterly Report for FY 2021 Chairperson and Members of the Board: WHEREAS the 3rd Quarterly Report for FY 2021 identifies the job studies conducted and the salary grade changes recommended by the Human Resources Department through the month of August 2021; and WHEREAS this report creates five (5) new classifications impacting five (5) full-time eligible (FTE) positions; and WHEREAS this report changes the salary grade of one (1) classification, impacting three (3) FTE positions; and WHEREAS the General Fund/General Purpose impact is $26,912 for FY 2022 - FY 2024; and WHEREAS the Proprietary Fund impact is $20,773 for FY 2022 - FY 2024. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes implementation of the Salary Administration Plan 3rd Quarterly Report for FY 2021, to be effective October 9, 2021. Maintains and processes the case evaluation program cash register, ledgers, case evaluator payments. Appoints case evaluators, provides instruction to case evaluators, and analyzes computer systems and reportsforthe case evaluation program. Assists private attorneys, prosecutors, and citizens by providing information regarding procedures involved in the scheduling, filing, and processing of Circuit Court cases and legal documents. Utilizes current Countywide and/or department specific software to complete assignments. SUPERVISION EXERCISED Functions as a lead worker over clerical case evaluation staff. May assist in new employee training and orientation. ESSENTIAL JOB FUNCTIONS Maintains the case evaluation cash register including balancing the cash register and online payments, creates transmittal forms and ledges for the Treasury Department, and maintaining deposit records. Processes refunds as needed. Processes District Court and Probate Court payments utilizing the county financial system. Researches and resolves billing discrepancies. Remedies discrepancies by adding or removing fees. Reviews, tracks and processes NSF checks and contacts offending attorneys and pro se litigants by mail. Maintains communication with Corporation Counsel regarding collection efforts. Manages show cause hearing notices for failure to pay case evaluation fees and reconciliation of accounts. Randomly appoints case evaluators, ensures availability for panel assignments, and enters assignments in the computer system. Accommodates changes in the assignment of case evaluators as needed and secures substitutes when a conflict arises. Instructs case evaluators on policies and procedures regarding case evaluation. Analyzes computer systems and reports to determine status of cases to adjust daily schedule CLASS TITLE: CASE MANAGEMENT ACCOUNTING SPECIALIST for more efficient use of case evaluator's time. Assists private attorneys, prosecutors, and citizens by providing information regarding procedures involved in the scheduling, filing, and processing of Circuit Court cases and legal documents. Generates award sheets for case evaluation and generates payment ledgerforthe case evaluator payments. Works with the Oakland County Bar Association to confirm case evaluation requirements and areas of expertise. Answers telephone calls from attorneys, court staff, and the general public, usually in regard to the case evaluation process. Reviews periodic reports of cases for future appearance dates. For case evaluation determines the appropriate number of panels to create in the computer system and makes adjustments as necessary. Researches information and gathers data regarding case evaluation processes, fees, fines and costs, court date issues and docket concerns in order to make a response recommendation to the appropriate coordinator. Assists with Probate Court inquiries. Utilizes current Countywide and/or department specific software to complete assignments.
