IN RE: Temporary Increase in Rate of Overtime Pay to Reduce Employee Mandatory Overtime Hours
Chairperson and Members of the Board:
WHEREAS the dedicated employees of the Oakland County Sheriff s Office, whether sworn deputies or
civilian employees, take great pride in the service they provide around the clock to the residents of Oakland
County and beyond; and
WHEREAS the employees of the Oakland County Sheriff s Office fully embrace their mission of professional
excellence and are accustomed to operating in a high -stressed, demanding work environment; and
WHEREAS the COVID-19 pandemic has placed extraordinary pressure upon the entire operation of the
Sheriffs Office, particularly Deputies assigned to the jail and civilian employees assigned to Emergency
Communications & Operations (9-1-1 Dispatch Center); and
WHEREAS job openings in law enforcement positions currently outweigh the number of qualified applicants
to fill those openings; and
WHEREAS position vacancies and employees in quarantine or on sick leave because of the pandemic result in
insufficient staff to cover all shifts; and
WHEREAS the resulting labor shortage has caused Corrections Deputies, Dispatchers and Road Patrol
Deputies being routinely mandated to work overtime and double shifts in unprecedented numbers; and
WHEREAS overtime is currently paid at one and a half times the normal wage per Merit Rule 2.10.3; and
WHEREAS employees may be required to work overtime hours as often as three times in a normal workweek,
making it nearly impossible for any semblance of a meaningful work -tile balance and is taking a toll on families
and relationships; and
WHEREAS sustained mandated overtime work schedules have forced employees to make contingency plans in
place for childcare, appointments, food, etc. on a daily basis when they are not permitted to leave their post at
the originally scheduled time; and
WHEREAS qualified and valued employees have resigned from the Sheriff s Office due to the requirements of
sustained forced overtime; and
WHEREAS the Human Resources Department and Sheriffs Office, in conjunction with the Oakland County
Deputy Sheriff s Association (OCDSA), are recommending a temporary increase in the rate of overtime pay for
limited classifications experiencing the most significant mandated overtime requirements, at a rate of two times
the hourly salary for overtime worked on Saturdays and Sundays; and
WHEREAS the temporary increase in overtime pay rates will be effective during an eight (8) week trial period
(over four (4) consecutive pay periods) with the objective of reducing the number of mandated overtime hours
required of employees. An evaluation of the effectiveness of the program will be completed at the conclusion
of the trial period; and
WHEREAS the estimated cost for the eight (8) week trial period (over four (4) consecutive pay periods) is
$302,704; and
WHEREAS the funding for the temporary rate increase of overtime pay will be covered by the forecasted FY
2021 Sheriffs Office personnel favorability, which will fall to the fund balance of the General Fund, and
therefore the $302,704 will be appropriated in FY 2022 from the General Fund equity.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves a
temporary increase in the rate of overtime pay to twice the normal employee's salary for overtime worked on
Saturday and Sunday for the following classifications in the Oakland County Sheriff s Office: Corrections
Deputy I, Corrections Deputy II, Deputy I, Deputy II, Dispatch Specialist, Dispatch Specialist Shift Leader, and
Fire Investigator. The temporary increase in overtime pay shall be effective for an eight (8) week period (over
four (4) consecutive pay periods) commencing upon implementation by the Human Resources Department.
BE IT FURTHER RESOLVED that Deputy County Executive Lynch is authorized to enter into a
Memorandum of Understanding with the Oakland County Deputy Sheriff s Association to implement the terms
of this program.
BE IT FURTHER RESOLVED that for purposes of implementing this temporary increase in the rate of
overtime pay, the Board of Commissioners authorizes an exception to the provisions of Merit Rule 2.10.3.1.
BE IT FURTHER RESOLVED that a report detailing the impact and effectiveness of the temporary increase
in the rate of overtime pay shall be forwarded to the Board of Commissioners at the close of the eight (8) week
program.
BE IT FURTHER RESOLVED that the FY 2022 budget is amended as reflected in the attached Schedule A
document.

SUBJECT: Double Time
Employees of the Oakland County Sheriffs Office take great pride in the collective service they
provide every day around the clock to the residents of Oakland County and beyond. It is public
service at its core and the employees — whether sworn deputies or civilian employees — embrace
their mission and the resulting challenges. They are used to dealing with the stress that comes
with the job.
But the COVID-19 pandemic has changed the equation and impacted the entire operation of the
Sheriffs Office. Especially hard hit has been Deputies assigned to the Corrective Services
Division, Courts and civilian employees assigned to Emergency Communications & Operations
(9-1-1 dispatch center). Because job openings far outweigh the number of qualified applicants to
fill those openings, and a significant number of employees in quarantine or on sick leave because
of the pandemic, both divisions lack sufficient staff to cover all shifts. As a result, Deputies,
Dispatchers and Road Patrol employees are routinely mandated — forced — to work overtime in
unprecedented numbers.
Such overtime, which is paid at one and a half times the normal wage, may be required as often
as three times in a normal work week, making it nearly impossible for any semblance of a
meaningful work -life balance. This disruption is taking a toll on families and relationships. They
must have contingency plans in place for childcare, appointments, food, etc. on a daily basis.
Qualified Deputies have resigned from the Sheriffs Office because of the forced overtime.
Deputies from the Road Patrol are also being forced to work in the jail to help cover shifts.
Communications dispatchers have similar disruptions to their lives, unable to get time away from
the job because they may be required to work two consecutive shifts in a 24-hour period.

Sheriff's Office administration is working in conjunction with the OCDSA suggesting a
temporary increase in overtime pay to double time be offered that may entice employees to
volunteer for additional work. A teal eight -week period would be instituted, on Saturday's and
Sunday's because that is when the most forced overtime occurs and assessed to determine the
effectiveness of the overtime increase.
The Sheriffs Office Administration and the OCSDA is asking that you consider increasing the
overtime wage. Such a gesture would be a clear signal from Oakland County that it is aware of
the issues affecting Sheriffs Office employees and working to alleviate the problem and
improve morale.
