HomeMy WebLinkAboutResolutions - 2021.10.28 - 34977MOAKLANDF:-!��_ COUNTY MICHI GAN BOARD OF COMMISSIONERS October 28, 2021 MISCELLANEOUS RESOLUTION #21-436 Sponsored By: Penny Lttebs IN RE: FY 2022 Creation of Health Program Coordinator Position Chairperson and Members of the Board: WHEREAS the Oakland County Health Division has implemented a Harm Reduction Program to provide a wide range of services, including linkage to substance -abuse use disorder treatment, access to and disposal of sterile syringes and injection equipment: overdose prevention; and vaccination, testing. and linkage to care for infectious disease; and WHEREAS the Health Division has reviewed the operations of the services and identified a need fora fall - time position to manage the Hann Reduction Program and services. It has been identified that the county classification of Health Program Coordinator matches the duties as defined by the State under this program: and WHEREAS it is requested to create one (1) Special Revenue Full -Time Eligible Health Program Coordinator position with a sunset date of September 30. 2022. within the HIV -AIDS unit (91060294): and WHEREAS the cost for the Health Program Coordinator position totals "3,968 for FY2022; and WHEREAS the Oakland County Health Division received Fiscal Year 2020 LCSA funding in the amount of S I,128,353, which was approved by the Board on August 20, 2021 via MR #20331 and FY-2021 funding totaling S 1.045.070, approved on March 25, 2021 via MR �'21091, to maintain service levels for Essential Local Public Health Service (ELPHS) programs; and WHEREAS LCSA funding will be distributed annually pursuant to MCL.123.1357(4)(a)(viii) and can be reserved for use in future periods on ELPHS programs; and WHEREAS the cost for the Health Program Coordinator will be offset using unspent FY2020 and FY2021 Michigan Department of Health and Human Services (MDHHS) Local Conunttnity Stabilization Authority (LCSA) with a remaining balance of S 1,719,344 as of September 30, 20_' L NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners hereby approves the creation of one (1) Special Revenue Full -Tire Eligible Health Program Coordinator position with a sunset date of September 30, 2022, within the HIV -AIDS unit (#1060294). Salary at 1 year step $ 69,781 Salary Adjustment @ 35.01% $ 2,443 Direct Contract Charge $ 11,744 Total Cost of position $ 83,968 Oakland County Harm Reduction Coordinator Proposal to use LCSA Funding for position creation 9,20.21 Justification In 2020 Oakland County Health Division was granted funding from MDHHS for Harm Reduction services specifically related to prevention of Hepatitis C as part of the Hepatitis elimination strategy for the state. Harm Reduction services include safe syringe exchange, overdose prevention and the distribution of Narcan, testing and referral to care, referral to substance use treatment services and more. Staffing currently includes one Public Health Nurse and two Recovery Counselors paid through the Harm Reduction grant, and a Resource Navigator paid from general funds that contributes 50% of his time to this project. The project includes leasing an office space in downtown Pontiac as well as use of the mobile vehicle for outreach, Currently, the HIV coordinator is managing her HIV programs (PrEP, Data to Care, Link Up Oakland, Adolescent Screening Program and HIV prevention) which all have their own staff, budgets and reporting requirements in addition to the new Harm Reduction program. The proposal is to create a Harm Reduction Coordinator to manage the new Harm Reduction grant and the existing Hepatitis C grant (currently overseen by Communicable Disease Chief). The workload for this position would include: ® Managing two grants: Harm Reduction and Hepatitis C ® Supervising 3.5 staff members: One PHN, two part time Recovery Counselors, one Auxiliary Health Worker (AHW) through the Hepatitis C grant and one Resource Navigator. Overseeing the rental office space: Serve as main contact for all building -related issues including cleaning, maintenance, security, etc. Spearhead, organize or participate in community meetings; providing education and building partnerships. Opportunity for growth: Nurse Practitioners within PrEP program are currently training to provide Hepatitis C treatment in OCHD clinics. This would provide an additional revenue stream through 340b and billing, which would then be invested back into the Harm Reduction program to increase services. Provides services for family centered care emphasizing disease prevention, early detection, and referrals. Gathers data for epidemiological investigations of communicable diseases, gives immunizations, provides sexually transmitted disease diagnosis and treatment under the direction of the Medical Standing Orders, Provides HIV counseling and testing services, provides a broad range of counseling and instructional services regarding communicable disease. Assesses and evaluates client needs utilizing a harm reduction approach to decrease negative consequences of drug use, through mobile outreach and clinic settings. Provides individual supervision to registered nurses and assigned staff to promote high quality of service and maintenance of agency standards. Reviews programming for quality assurance. Develops and implements Policy and Procedure based on best practices. Coordination and collaboration with community partners. The Harm Reduction program will provide a wide range of services, including linkage to substance abuse use disorder treatment, access to and disposal of sterile syringes and injection equipment; overdose prevention; and vaccination, testing and linkage to care for infectious disease. Exercises a considerable degree of independent judgment in planning for and implementing public health nursing services in assigned area collaborating with other professionals on behalf of persons and families with known or suspected health problems. Utilizes current Countywide and/or department specific software to complete assignments. • Be licensed by the Michigan Board of Nursing to practice as a registered nurse in the State of Michigan. • Possess a Bachelor's Degree from an accredited college or university. • Possess a valid driver's license. • Experience in the field of substance abuse preferred. • Experience in the field of communicable disease preferred. • One year of experience supervising staff preferred. • Experience managing program budgets and reports preferred.
