On October 13, 2021 the Board of Commissioners for Oakland County entered into an agreement per MR #21406 –
Sheriff’s Office – Fiscal Year 2022 Automobile Theft Prevention Authority (APTA) Grant Acceptance.
As required by Urban Cooperation Act 7 of 1967 - MCL 124.510(4), a copy of the signed agreement with the County of
Oakland and the City of Royal Oak, and the authorizing Board of Commissioners Resolution are enclosed for filing by your
office.

A regular meeting of the Royal Oak City Commission was held on Monday, January 25, 2021 via
teleconference on Zoom and livestreamed on WROK. The meeting was called to order by Mayor Fournier at
7:30 p.m.
Mayor Fournier gave the Invocation. Everyone present gave the pledge of allegiance.

Be it resolved, the mayor and city commission authorize staff to execute a support
agreements with Millenia Technologies, of Grand Rapids Michigan for support and
maintenance for three years at a total price of $87,635.52; and directs staff to issue a
purchase order in the amount of the proposal.
Be it resolved, the city commission approves the requisition/purchase order of 113 new 9mm
Glock handguns and authorizes the police department to sell all existing handguns to Kiesler
Police Supply.
Be it resolved, the city commission approves and authorizes the police chief to sign the
Oakland County Auto Theft Participation Agreement.

Whereas, pursuant to provisions of Chapter 12, City Charter of Royal Oak, as amended, the
Royal Oak City Commission may commence proceedings for the making of local public
improvements within the city and determine the tentative necessity thereof without a petition;
and
Whereas, the Royal Oak City Commission deems it in the public interest, health, and welfare to
make certain public improvements in the city, to wit:
Special assessment '1 'l -foot wide, 7-inch thick concrete paving with integral curb and
gutter of public alley west of Evergreen Drive
Now, therefore be it resolved that:
1.The city assessor be and is hereby directed to cause to be prepared a report which
shall include necessary plans, profiles, specifications and detailed estimates of costs,
an estimate of the life of the improvements, and a description of the public
improvements, and to prepare a special assessment of the district and such other
pertinent information as will permit the commission to decide the cost, extent, and
necessity of the improvement proposed and what part or proportion thereof should be
paid by special assessments upon the property especially benefited and what part, if
any, should be paid by the city.
2.When the aforesaid report is completed, the city assessor shall file the same with the
city clerk for presentation to the commission.
3.All resolutions and parts of resolutions insofar as they conflict with the provisions of this
resolution be and the same hereby are rescinded.
Whereas, the city commission has met after due and legal notice and reviewed the special
assessment roll prepared for the purpose of defraying the special assessment district's share
of certain public improvements; and
Whereas, after hearing all persons interested therein and after carefully reviewing said
special assessment roll, the city commission deems said special assessment roll to be fair,
just, and equitable and that each of the assessments contained thereon results in the special
assessment being in accordance with the benefits to be derived by the parcel of land
assessed.
Now, therefore, be it resolved that:
1. Said special assessment roll as prepared by the city assessor in the amount of $107,666.95
is hereby confirmed and shall be known as special assessment roll .
2. Said special assessment roll shall be divided into fifteen 15 equal annual installments, the
first of which shall be due and payable on Jul 1 2021 and the remaining installments shall
become due in consecutive order, one each year [not to exceed twenty (20) years in totall,
on the 1st day of ., beginning with the year .
3. Interest shall be charged on the unpaid balance of said special assessment roll at the rate of
six percent (6o/o) per annum beginning Jul 1 2021. Provided, however, in the event bonds
are issued in anticipation of the collection of said special assessment, interest shall be
charged on the unpaid balance of the roll at a rate not to exceed one percent (1%) greater
than the average rate of interest borne by said special assessment bonds payable annually
on the respective due dates of subsequent installments. Provided, however, that the whole
assessment may be paid to the city treasurer at any time after confirmation in full with
accrued interest thereon; and the amounts to be paid by the city shall be paid as the
construction work progresses.

4. The city clerk be and is hereby directed to attach her warrant to said special assessment roll
after confirmation of said roll commanding the city treasurer to collect the sums and amounts
as directed by the City Charter and by resolution of the city commission. Said warrant shall
further require the city treasurer on the 1st day or April Following the date when such
assessments, or any installment thereof, have become due, to submit to the city commission
a sworn statement setting forth a description of the lots, premises and parcels of land as to
which such delinquency exists, and amounts of such delinquency, including accrued interest
computed to April 1 st of such year.
5. The city clerk be and is hereby directed to endorse the date of confirmation on each Special
Assessment Roll.
6. All resolutions and parts of resolutions insofar as they conflict with the provisions of this
resolution be and the same hereby are rescinded.

RESOLUTION FOR GREENHOUSE GAS EMISSION REDUCTION GOALS

Be it resolved, the commission approves the resolution for greenhouse gas emission reduction
goals with four elements. 1. Establishing greenhouse gas reduction goals. 2. Committing the city to
the baseline of the 2018 study. 3. Requiring the city to update the data and move the goal posts as
might be necessary or likely. 4. Develop a citywide sustainability plan to be completed by early
2022.

PLANNING COMMISSION RECOMMENDATION ON THE REZONING OF 1310 TO 1716 NORTH
STEPHENSON HIGHWAY, FIRST READING

Whereas, the planning commission held a public hearing on January 12, 2021, and
recommended approval of a proposed amendment to the City of Royal Oak Zoning Map for the
purpose of rezoning the following properties from "Neighborhood Business" to "General
Business:" 1310 North Stephenson Highway, or parcel nos. 25-14-127-044 and 25-14-1 27-065;
1324 North Stephenson Highway, or parcel no. 25-14-127-036; 1500 North Stephenson
Highway, or parcel no. 25-14-127-060; parcel nos. 25-14-127-057, 25-14-127-058, and 25-14-
127-01 3; and 1716 North Stephenson Highway, or parcel no. 25-14-1 27-064; and
Whereas, the city commission has determined that the zoning map amendment is consistent
with the goals and objectives of the master plan and has received the record of public
comments taken at the public hearing held at the planning commission meeting of January 12,
2021 .
Therefore, be it resolved, that ordinance 2021-03, entitled an ordinance to amend the zoning
map of the City of Royal Oak, is hereby adopted on first reading.

AN ORDINANCE TO AMEND THE CITY OF ROYAL OAK ZONING MAP FOR THE PURPOSE OF
REZONING THE FOLLOWING PROPERTIES FROM "NEIGHBORHOOD BUSINESS" TO
"GENERAL BUSINESS:" 1310 NORTH STEPHENSON HIGHWAY, OR PARCEL NOS. 25-14-127-
044 A- ND 2-5-14-j2--7-065-; i324 NORTH STEPHENSON HiGHWAY, OR PARCEL N0. 25-i4-i27-036;
1500 NORTH STEPHENSON HIGHWAY, OR PARCEL N0. 25-14-127-060; PARCEL NOS. 25-14-

Whereas, the city commission The City of Royal Oak ordains:
Section 1- Ordinance. Pursuant to the provisions of the Michigan Zoning Enabling Act, P.A. 110 of 2006, as
amended, and pursuant to all applicable provisions of law, the City of Royal Oak Zoning Map is hereby
amended to conditionally rezone 1006 East 11 Mile Road, being parcel number 25-22-201-O'l1, from
"Neighborhood Business" to "Mixed Use 2," and SP 20-12-21, a site plan to construct eight multiple-family
dwelling units in three four-story buildings at 1006 East 11 Mile Road, being parcel number 25-22-201-011,
is hereby approved, subject to the associated "conditional zoning agreement.
Section 2 - Severability. If any section, subsection, clause, phrase or portion of this ordinance is for any
reason held invalid or portion of this ordinance is for any reason held invalid or unconstitutional by any court
of competent jurisdiction, such portion shall be deemed a separate, distinct and independent portion of this
ordinance, and such holding shall not affect the validity of the remaining portions of this ordinance.
Section 3 - Savinqs. As proceedings pending and all rights and liabilities existing, acquired or incurred at the
time this ordinance takes effect are saved and may be consummated according to the law in force when
they are commenced.
Section 4 - Repealer. All ordinance or parts of ordinances in conflict herewith are hereby repealed only to
the extent necessary to give this ordinance full force and effect.
Section 5 - Effective Date. This ordinance shall be published in a newspaper of general circulation in the
City of Royal Oak and shall become effective ten (10) days after publication, as provided by law.
