HomeMy WebLinkAboutResolutions - 2021.12.09 - 35100q01,AKLANDF`r t-Uuiv 1 r mi niGAii BOARD OF COMMISSIONERS December 9, 2021 MISCELLANEOUS RESOLUTION #21-487 Sponsored By: Penny Luebs IN BE: Sheriffs Office - Grant Acceptance FY 2022 Secondary Road Patrol and Traffic Accident Prevention Program Chairperson and Members of the Board: WHEREAS the Oakland County Sheriffs Office (OCSO) has been awarded $967,117 in grant funding from the Michigan Department of State Police (MSP) - Office of Highway Safety Planning (OHSP) from Public Act 416 to conduct secondary road patrol activities for the period October 1, 2021, through September 30, 2022; and WHEREAS this is the 43rd year that the OCSO has been awarded Secondary Road Patrol and Traffic Accident Prevention Program Grant funding; and WHEREAS last year, OCSO received an original allocation of $490,622 approved by MR 920460, in addition to a supplemental allocation of $167,488 approved by MR # 20650, totaling $658,110 for Fiscal Year (FY) 2021; and WHEREAS this fiscal year, the Sheriff's Office received an original allocation of $406,032, in addition to a supplemental allocation of $561,085, totaling $967,117 for FY 2022, which represents an increase of $309,007 from FY 2021; and WHEREAS the grant provides continued funding for four (4) Special Revenue (SR) full-time eligible (FTE) Deputy II positions (#4030630-02572, 07501, 14865 and 03114) and one (1) SR FTE Sergeant position (#4030630-07790) located in the Patrol Services Division; and WHEREAS the Sheriff's Office is requesting to create two (2) new SR FTE Deputy li positions in the Sheriffs Office, Patrol Services Division, Traffic Unit (#4030630); and WHEREAS grant funding in the amount of $75,000 will be used for vehicle costs and $30,604 for overtime costs: and WHEREAS no county match is required; and WHEREAS the grant award has completed the Grant Review Process in accordance with the Grants Policy approved by the Board at their January 21, 2021, meeting. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the Fiscal Year 2022 Secondary Road Patrol Grant award from the Michigan Department of State Police - Office of Highway Safety Planning in the amount of $967,117 for the period October 1, 2021, through September 30, 2022. BE IT FURTHER RESOLVED to continue four (4) SR FTE Deputy II positions (#4030630-02572, 07501, 14865 and 03114) and one (1) SR FTE Sergeant position (#4030630-07790) located in the Sheriffs Office, Patrol Services Division. Traffic Unit. BE IT FURTHER RESOLVED to create two (2) SR FTE Deputy II positions in the Sheriff's Office, Patrol Services Division, Traffic Unit (#4030630). BE IT FURTHER RESOLVED that the Chairperson of the Board of Commissioners is authorized to execute the grant award and to approve any grant extensions or changes, within fifteen percent (15%) of the original award, which are consistent with the original agreement as approved. BE IT FURTHER RESOLVED that continuation of this program, including positions, is contingent upon continued grant funding. BE IT FURTHER RESOLVED that the budget is amended as detailed in the attached Schedule A. Permanent Change to Method of Submissions QUARTERLY FINANCIAL REPORTS must be submitted via email with signatures* and received by the Office of Highway Safety Planning (OHSP) no later than 20 days following the end of each quarter. A copy of the county's general ledger must be included with the report. The QUARTERLY FINANCIAL REPORT is the basis for reimbursement of expenditures incurred by the county. SEMI-ANNUAL PROGRAM REPORT is to be completed twice during the grant period. Each report will contain data for two quarterly periods. The mid year report will cover the period October 1 through March 31 (Quarter 1 and Quarter 2) and is due to OHSP by April 20. The year end report will cover the period April 1 through September 30 (Quarter 3 and Quarter 4) and is due to OHSP by October 20. A signed conv of the semi-annual program report is required to be submitted by email. ANNUAL PROGRAM REPORT covers the period October 1 through September 30, and is due to OHSP on October 20 following the end of the grant year. Equipment items to be purchased must be identified on the Contract Adjustment Request form in the narrative section. The Contract Adjustment Request form is also available on the Secondary Road Patrol website at www.michiaan.aov/ohsD-srD, click on forms. The Contract Adjustment form must be returned to the Office of Highway Safety Planning (OHSP) by December 23. 2021. The additional funds cannot be released until the completed form is received by OHSP. You will receive a signed grant adjustment approval form by email when the funds are approved.
