HomeMy WebLinkAboutResolutions - 2021.12.09 - 35120tOAKLANDFr _ C O U N T Y MICHIGAN BOARD OF COMMISSIONERS December 4, 2021 MISCELLANEOUS RESOLTITION #21-506 Sponsored By: Penny Luebs IN RE: Executive's Office - Resolution Creating the School Mental Health Fund Initiative under The Oakland Together Mental Health and Wellbeing School Partnerships Grant Program Chairperson and Members of the Board: WHEREAS the United States Treasury allocated Oakland County $244.270.949 of Local Fiscal Recovery Funds (LFRF) established under the American Rescue Plan Act (ARPA) of 2021; and WHEREAS under the initial guidance of the Interim Final Rule, the County may use these funds at their discretion to support eligible investments in public health expenditures, address negative economic impacts caused by the public health emergency; replace lost public sector revenue; provide premium pay for essential workers; and invest in water, sewer, and broadband infrastructure; and WHEREAS the Board of Commissioners adopted MR #21284 on June 30, 2021, authorizing targeted investments to address immediate community needs utilizing American Rescue Act Plan Local Fiscal Recovery Funds; and WHEREAS the County Executive Administration first targeted those acute community problems that were exacerbated by the COVID-19 pandemic. A broad range of mental health concerns were identified by the COVID-19 Economic Recovery Task Force; and WHEREAS MR #21284 included an assignment of $2,000,000 of American Rescue Plan Act- Local Fiscal Recovery Funds to establish the Oakland Together Mental Health and Wellbeing School Partnerships Grant Program to increase the availability of mental/behavioral health services in Oakland County schools; and WHEREAS the Board of Commissioners approved the appropriation of $50,000 from the Mental Health and Wellbeing School Partnerships Grant Program in MR# 21316 to authorize the implementation of the Youth Assistance Grant Initiative. WHEREAS the County Executive's Administration is recommending that the Board of Commissioners creates the School Mental Health Fund Initiative under the Oakland Together Mental Health and Wellbeing School Partnerships Grant Program in the amount of $1,450,000; and WHEREAS the Initiative will be administered by the Oakland Community Health Network (OCHN). OCHN will work directly with public, private and charter school professionals and families throughout Oakland County to increase access to culturally diverse, social, emotional, behavioral, and mental health services and support for qualified students; and WHEREAS the School Mental Health Fund Initiative is created to provide additional support for existing mental health resources and services for students in schools; and WHEREAS the School Mental Health Fund Initiative will act as a direct link to OCHN Access for public mental health services and/or connections to private resources; and WHEREAS OCHN will establish an outreach plan along with a separate phone number for the School Mental Health Fund Initiative. Services provided by OCHN will require the guardian's consent; and WHEREAS the School Mental Health Fund Initiative will pay for deductibles, co -pays and costs related to any Oakland County student receiving treatment. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes creation of the School Mental Health Fund Initiative under the Oakland Together Mental Health and Wellbeing School Partnerships Grant Program. BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners authorizes an appropriation from the American Rescue Plan Act — Local Fiscal Recovery Funds of $448,385.43 for staffing and further reaffirms the assignment of $1,001,617.57 for deductibles, co -pays and costs of direct services for underinsured and uninsured students. BE IT FURTHER RESOLVED that the Director of the Department of Health and Human Services shall act as contract administrator for the School Mental Health Navigator Initiative and shall be authorized to enter into a contract for services for program administration with the Oakland Community Health Network (OCHN), subject to review by the Purchasing Division and Corporation Counsel. BE IT FURTHER RESOLVED the Department of Health and Human Services shall present a resolution to the Public Health and Safety Committee, by no later than January 31, 2022, for the appropriation of $1,001,617.57, further detailing the proposed School Mental Health Fund Initiative plan. The American Rescue Plan and Secondary School Emergency Relief Fund, authorized under the American Rescue Plan Act of 2021, provided substantial funding ($122 billion) to schools nationwide so they can safely open and operate while meeting the academic, social, emotional, and mental health needs of students. This is necessary as, according to Wayne State University; "the coronavirus is exacerbating some of the biggest risk factors for child abuse and neglect: domestic violence, financial stress, and social isolation." • According to the Wayne State University School of Social Work Assistant Professor Kristina Nikolova, "the closure of schools and other child -friendly public places removes children from contact with teachers, coaches, and others who can catch initial concerns about families under stress and refer them for help. Added to the extended amount of time children and caregivers are in constant contact with each other in a limited amount of space and conflicts can arise." According to the "Kids, Families and COVID 19: Pandemic Pain Points and a Roadmap for Recovery" report, thirty-four percent (34%) of those in Michigan households with children have said they felt nervous, anxious, or on edge for more than half of the days or nearly every day of the past seven (7) days, and twenty-two percent (22%) reported feeling down, depressed, or hopeless. To support students and families across Oakland County, OCHN is proposing a partnership with Oakland County that emphasizes collaborating with local schools to connect students with complex mental health needs and their families to culturally competent, specialized mental health services and supports within their communities. Proposal Description OCHN proposes a partnership with Oakland County to deploy School Mental Health Navigators ('Navigators') across the county to work with public, private, and charter schools to increase access to culturally diverse, social, emotional, and mental health services and supports for students. The community, including school faculty, students, and families, will connect with Navigators and the School Mental Health Resource and Referral Specialists ('Referral Specialist') through a designated phone line that is available to the public. School staff, including school social workers, counselors, psychologists and other faculty will collaborate with the Navigators to link students in need of specialized mental health supports and services to highly trained service providers. The Resource Specialist will support the Navigator by developing and maintaining a directory of resources and serving as an alternative point of contact for school staff, students, and families. The School Mental Health Navigator model will serve as the 'safety net' for students whose mental health needs require specialized interventions beyond what schools can provide. The coordination of these supports and services by the School Mental Health Navigator will further the overarching goal of creating a strong foundation for students' academic success. Kev Functions of School Mental Health Resource and Referral Specialist: • Serves as an additional point of contract for School Mental Health Program; o Assists Navigator in triaging referrals; • Provides support to Navigator: o Provides resources and referrals to Navigator, school personnel, and families; o Compiles and maintains a current database of available resources; o Coordinates communication between schools, families, OCHN, and providers; • Assists Navigator in compiling and tracking data for program monitoring and CQI activities. Proposed Clinical Pathwav for School Mental Health Program: 1. Referral made to OCHN School Mental Health Referral Specialist and/or Navigator ('Navigator') 2. Navigator completes screening and identifies presenting challenge(s) and, when indicated, takes one or more of the following steps: o Refer to crisis services, if indicated and notify student's emergency contacts: • Evaluates severity of crisis with student and other available supports; • Determines necessary interventions to resolve the crisis which may include: ➢ Brief counseling support provided by Navigator; ➢ Crisis planning in coordination with school supports, other professional supports, and/or natural supports; 7 Linking to already -established services; ➢ Referral to outpatient services and other supports; ➢ Referral to emergency department; ➢ Coordination of crisis stabilization services provided at crisis stabilization unit or by community -based crisis intervention team; ➢ Post -acute crisis follow-up to re -screen and determine if additional supports and services are indicated. o Connect students to in -school mental health services in coordination with appropriate school supports (e.g., school social worker, school counselor, other school -based supports identified in the Individualized Education Program (IEP); When the student's needs indicate ongoing and intensive in -school supports may be needed, the Navigator explores available supports and services with Oakland Schools' Director of Student Services — Special Populations, and coordinates referral to Student Services with local school district faculty, student, and family. o Provide student and family with referral to community-based/private sector service provider; coordinates care with in -school supports and identified service provider(s) as needed; This may include referral and linkage to: ➢ Outpatient providers; ➢ Michigan School of Psychology (outpatient services, psychological testing, assessment, Applied Behavioral Analysis); V • %#, Qakland Community and Community D pmenfalDl%samrioet-Men Hetlth,5 bsranoRk� School Mental Health Supports flow Children i Suppuu groups%seu-heip groups; Certified Community Behavioral Health Clinics (CCBHCs); i Honor Community Health/other Federally -Qualified Health Center; Y Faith -based supports; v Other medical services as appropriate (e.g., pediatric care, neurology). Evaluate potential eligibility for OCHN-funded Medicaid services and, if student/family appear to be eligible for Medicaid -funded services, links student and family to OCHN Access Information & Referral Specialist to coordinate an OCHN Access Eligibility Screening; provide information regarding CMH services for which the youth may be eligible: If a student/family has private/commercial insurance and student may be eligible for Serious Emotional Disturbances Waiver (SEDW) or Children's Waiver Program (CWP), Navigator links student and family to OCHN Access Information & Referral Specialist to coordinate eligibility screening for SEDW or CWP and provides information about waiver eligibility and services; If student/family has limited ability to pay, Referral Specialist and/or Navigator coordinates with family and provider to access grant funding to assist with treatment/service-related costs including co -pay and deductible payments. 3. Upon completing referrals and linking student and/or family to supports and services, Navigator schedules follow-up appointment to ensure timely access to supports and services and to determine if additional referrals, linking, and/or care coordination are necessary. Goals Increase awareness of and access to culturally diverse mental health services and supports for school -aged youth by deploying the School Mental Health Navigator(s) throughout the county: a. Fund and staff the School Mental Health Navigator position(s) and School Mental Health Resource Specialist ('Resource Specialist') position(s); staff occupying these roles will also understand cultural diversity, have strong communication, problem solving and conflict resolution skills as well as strong knowledge of Oakland County resources; b. Establish an internal reporting structure to provide supervision and managerial support to the Navigator(s) and other staff hired and assigned to this project; c. Identify other current OCHN staff who can contribute to the development of the project plan and provide ongoing support to the Navigator(s) and Resource Specialist(s). 2. Establish a workgroup that includes the relevant stakeholders including Oakland schools and OCHN providers to identify available services and opportunities for enhancements or additional supports and services as needs are identified and further disseminate existing services. Implementation The OCHN School Mental Health Navigator position is foundational in creating a safety net for at -risk students across Oakland County and their families. As such, it is recommended that identifying and hiring the staff person(s) be prioritized. Additionally, it will be necessary to identify other staffing resources that are needed to support the individual(s) working in the Navigator and Resource Specialist roles.
