MISCELLANEOUS RESOLUTION #22-007

IN RE: Emergency Management & Homeland Security - Grant Application with the Federal Emergency
Management Agency for the Hazard Mitigation Grant Program
Chairperson and Members of the Board:
WHEREAS the Emergency Management & Homeland Security Department (EMHSD) is applying for Hazard
Mitigation Grant Funds from the Federal Emergency Management Agency (FEMA) for FY 2022 through FY
2025: and
WHEREAS the EMHSD was made aware of the availability of Hazard Mitigation Grant Funds for
communities in Michigan due to disasters in 2020; and
WHEREAS the EMHSD is responsible for the completion of the Oakland County Hazard Mitigation Plan; and
WHEREAS the purpose of Hazard Mitigation activities is to reduce or eliminate future property damages
and/or loss of life from natural hazards such as floods, tornadoes, and storms; and
WHEREAS FEMA provides funds for hazard mitigation planning activities; and
WHEREAS grant funding in the amount of $135,000 is being requested to hire a consultant to assist with the
completion of the Oakland County Hazard Mitigation Plan; and
WHEREAS the 25% required in -kind match of $45,000 represents the EMHSD staff labor to support the
planning process; and
WHEREAS the grant application has completed the Grant Review Process according to the Board of
Commissioners Grant Procedures.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the
submission of the FEMA DR-4494-MI Hazard Mitigation Grant.
BE IT FURTHER RESOLVED that acceptance of this grant does not obligate the County to any future
commitment including continuation of any special revenue positions if/when the grant expires.
BE IT FURTHER RESOLVED that no budget amendment is required at this time.

The County of Oakland proposes to create/update The Oakland County hazard mitigation plan. Select

Oakland County had previously applied for and received funding for an update to the Oakland County Hazard Mitigation
Plan through the 2015 Hazard Mitigation Grant Program. The project's goal was to provide an update to the 2013 hazard
mitigation plan and was completed in 2018.

Oakland County's Hazard Mitigation Plan was last approved in 2018. The county is committed to updating its plan every
5 years to ensure new and emerging threats are addressed and mitigation actions are being taken. The county proposes
contracting an agency to assist in updating the Hazard Mitigation Plan to provide data and expertise to assist the county
in performing a comprehensive hazard review.

Oakland County will work with stakeholders from all 62 communities in the county. The purpose will be to identify
threats and hazards within the specific communities and develop mitigation strategies. Stake holders include, but are
not limited to, public safety, public health, public works, education, elected representatives, and concerned citizens and
businesses. Public meetings will be held strategically throughout the county to ensure thorough and diverse input is
received. At the conclusion of the project, a multi -jurisdictional Hazard Mitigation Plan will be created. All jurisdictions
would be required to formally adopt the plan.

If the applicant has identified that a contractor/consultant will be hired to manage the project, please

The contracted vendor will provide expertise and assist Oakland County in data collection. This includes information
collected from the stakeholder meetings as well as information attained from census data, GIS, and other information
provided by stakeholder agencies. The contractor will produce a final product (the plan) which will then be reviewed and
submitted for approval by the county.
NOTE: HM Planning always teaches that contractors and developers should only be used as a scribe to
capture information discussed in the planning meetings and to organize the information that is provided
by the participants, into a planning document.

Oakland County previously updated its Hazard Mitigation Plan via the 2015 Hazard Mitigation Grant Program. Theproject
cost was $111,750. Adjustments were then made for inflation and other costs.

The jurisdiction will ensure that all project costs are reasonable and necessary for the activity
according to 2 CFR § Part 200 Uniform Administrative (URA) Requirements, Cost Principles, and
Audit Requirements for Federal Awards.

Oakland County will adhere to current fiscal policies to perform a Request for Proposal. An evaluation wil then be
conducted to select an appropriate vendor based on cost and services rendered. The contractor will perform services
including data collection, risk assessment, community engagement and technical assistance. The process will result in
the contractor producing a draft plan that will be reviewed and approved by Oakland County Emergency Management
prior to adoption activities. Other costs include supporting community engagement meetings, supporting data collection
(GIS), and labor.
Oakland County staff labor will be used to support the planning process and review the draft plan. Oakland County plans
to submit this time as in -kind labor as part of the 25% match on the grant.
