DEMOCRATIC CAUCUS MINUTES
January 5, 2021
Meeting called to order by Caucus Chairperson Gary McGillivray at 5:07 p.m. via
Videoconference.
Roll called.
COMMISSIONERS PRESENT: Cavell from Ferndale in Oakland County,
Charles from Southfield in Oakland County, Gershenson from Bloomfield
Township in Oakland County, Jackson from Southfield in Oakland County, Luebs
from Clawson in Oakland County, Markham from Novi in Oakland County,
McGillivray from Madison Heights in Oakland County, Miller from Farmington in
Oakland County, Nelson from Waterford Township in Oakland County, Powell
from Pontiac in Oakland County, Woodward from Royal Oak in Oakland
County. (11)
EXCUSED ABSENCE WITH NOTICE: None. (0)
Quorum present.
The following person addressed the Caucus during Public Comment: Lisa Brown,
Oakland County Clerk/Register of Deeds.
Moved by Gershenson seconded by Powell to nominate Kristen Nelson as Caucus
Chairperson.
A sufficient majority having voted in favor, Kristen Nelson was named Caucus
Chairperson.
Chairperson Gary McGillivray turned the gavel over to Commissioner Nelson.
Chairperson Kristen Nelson addressed the Caucus.
Moved by Markham seconded by Gershenson to nominate Janet Jackson as Caucus
Vice-Chairperson.
A sufficient majority having voted in favor, Janet Jackson was named Caucus Vice -
Chairperson.

The members of the Caucus discussed the Board Agenda.
Moved by McGillivray seconded by Luebs t o nominate David Woodward as the Board of
Commissioners Chairperson.
A sufficient majority having voted in favor, David Woodward will be nominated as the
Board of Commissioners Chairperson.
Moved by Woodward seconded by Jackson to nominate Marcia Gershenson as the
Board of Commissioners Vice-Chairperson.
A sufficient majority having voted in favor, Marcia Gershenson will be nominated as the
Board of Commissioners Vice-Chairperson.
Chairperson Kristen Nelson requested a consensus on the proposed 2021 -2022 Rules
of the Board.
Discussion followed.
A sufficient majority having voted in favor, the proposed 2021 -2022 Rules of the Board
will be put forward at the Board of Commissioners meeting.
Chairperson Kristen Nelson requested a consensus on the proposed Appointments to
Various Boards, Commissions and Authorities.
Discussion followed.
A sufficient majority having voted in favor, the proposed Appointments to Various
Boards, Commissions and Authorities will be put forward at the Board of
Commissioners meeting.
Commissioner Woodward addressed the Caucus regarding open seats on the Parks
and Recreation Commission, Coordinating Zoning Committee and Standing
Committees.

Chairperson Kristen Nelson addressed the Caucus to inquire if the Caucus meetings
were live streamed or recorded.
Discussion followed.
Commissioner Woodward addressed the Caucus regarding the new schedule for
Caucus meetings.

Commissioner Woodward addressed the Board regarding COVID-19 vaccinations.
Discussion followed.
Commissioner Woodward addressed the Caucus regarding the Board of
Commissioners inauguration meeting and how it will be handled, he stated that he
would also like to suggest Commissioner Long as Temporary Chairperson at the Board
of Commissioners meeting.
Discussion followed.
The Caucus recessed at 7:15 p.m. until January 6, 2021 at 5:00 p.m.
