Roll called. COMMISSIONERS PRESENT: Cavell from Ferndale in Oakland County, Charles from Southfield in Oakland County, Gershenson from Bloomfield Township in Oakland County, Jackson from Southfield in Oakland County, Luebs from Clawson in Oakland County, Markham from Novi in Oakland County, McGillivray from Madison Heights in Oakland County, Miller from Farmington in Oakland County, Nelson from Waterford Township in Oakland County, Powell from Pontiac in Oakland County, Woodward from Royal Oak in Oakland County. (11) EXCUSED ABSENCE WITH NOTICE: None. (0) Quorum present. No one addressed the Caucus during Public Comment The members of the Caucus discussed the Board Agenda. Chairperson Kristen Nelson addressed the Caucus and stated that all miscellaneous resolutions are on the Consent Agenda, with nothing on the Regular Agenda at this time. She also informed the Caucus that there will possibly be an amendment introduced for Legislative Affairs and Government Operations Committee item e. entitled: Board of Commissioners – Urging the Centers for Disease Control and Prevention to Increase Michigan’s and Oakland County’s COVID-19 Vaccine Supply. Discussion followed. Commissioner Luebs addressed the Caucus with an update on the Public Health and Safety Committee items. She stated that Animal Control Administration will present a report at the next Public Health and Safety Committee meeting. Discussion followed. Democratic Caucus Minutes Continued. January 19, 2021 25 Commissioner Miller addressed the Caucus to give an update on the Economic Development and Infrastructure Committee agenda items. Discussion followed. Commissioner Charles addressed the Caucus to inquire about the Committee/Consent Agenda process. Discussion followed. Commissioner Jackson addressed the Caucus to ask for clarification on Honorary/Memorial resolution procedures. Discussion followed. Commissioner Markham addressed the Caucus to give an update on the Finance Committee agenda items. Commissioner Miller addressed the Caucus to suggest appointing a study group for the school drinking water stations program. Chairperson Kristen Nelson addressed the Caucus regarding sponsors for annual honorary/memorial resolutions. Discussion followed. Chairperson Kristen Nelson addressed the Caucus regarding the job descrip tion for the Board of Commissioners Chief of Staff position. Discussion followed. Commissioner Woodward addressed the Caucus to inform the Commissioners that a study group has been formed to help clarify the Chief of Staff job description. Commissioners Woodward, Gershenson and Spisz have been assigned to the study group. The Commissioners discussed the qualifications that a successful candidate should possess. Commissioner Woodward addressed the Caucus regarding the Board of Commissioners policy priority list. Commissioner Jackson addressed the Caucus to inform the Commissioners that the Human Trafficking Task Force needs another member. Discussion followed. Democratic Caucus Minutes Continued. January 19, 2021 26 Commissioner Gershenson addressed the Caucus regarding the need for an Elder Abuse Task Force. She also asked if the Flower Fund should be kept open. Discussion followed. Chris Ward, BOC Chief of Staff addressed the Caucus to inform the Commissioners that administration has requested Economic Development and Infrastructure Committee item e. entitled: Facilities Management – Approval and Acceptance of Joint Project Agreement (JPA) with the U.S. Department of Commerce (USDOC) for Use of Space Located in the Annex Building be postponed. Commissioner Jackson addressed the Caucus regarding candidates for the Parks and Recreation Commission. Discussion followed.
