DEMOCRATIC CAUCUS MINUTES
January 21, 2021
Meeting called to order by Caucus Chairperson Kristen Nelson at 5:04 p.m. via
Videoconference.
Roll called.
COMMISSIONERS PRESENT: Cavell from Ferndale in Oakland County,
Charles from Southfield in Oakland County, Gershenson from Bloomfield
Township in Oakland County, Jackson from Southfield in Oakland County, Luebs
from Clawson in Oakland County, Markham from Novi in Oakland County,
McGillivray from Madison Heights in Oakland County, Miller from Farmington in
Oakland County, Nelson from Waterford Township in Oakland County, Powell
from Pontiac in Oakland County, Woodward from Royal Oak in Oakland
County. (11)
EXCUSED ABSENCE WITH NOTICE: None. (0)
Quorum present.
No one addressed the Caucus during Public Comment.
Moved by Woodward seconded by McGillivray the minutes of the January 5, 2021 and
January 6, 2021 Caucus be approved.
A sufficient majority having voted in favor, the minutes were approved.
The members of the Caucus discussed the Board Agenda.
Commissioner W oodward addressed the Caucus regarding a proposed new
miscellaneous resolution entitled: Facilities Management – Approval and Acceptance of
Joint Project Agreement (JPA) with the U.S. Department of Commerce (USDOC) for
Use of Space Located in the Annex Building. He stated that this resolution has been
removed from tonight’s Agenda and postponed at the request of Administration.

Commissioner Luebs addressed the Caucus regarding the formation of a School Water
Station Study Group. She stated that the Study Group will be comprised of
Commissioners Powell, Kuhn and McGillivray.

Commissioner Powell addressed the Caucus regarding Sub-Committees.

Commissioner Gershenson addressed the Caucus regarding Agenda revisions.
Discussion followed.
Commissioner Woodward addressed the Caucus to inform the Commissioners that
there will be a communication to appoint Hugh Crawford to the Sanitary Code Appeal
Board and a resolution entitled: Board of Commissioners – Redesignating Funding
Source for 2020 Absentee Voter Information Post Card will be introduced tonight. Staff
is compiling a list of items that were funded by the Grant Award from the Center for
Civic Tech and Civic Life.

Commissioner Markham addressed the Caucus to request a list of CARE Act Funding
disbursed to each City, Village and Township in Oakland County.

Chairperson Kristen Nelson addressed the Caucus and stated that there are currently
144 applicants for openings on the Parks and Recreation Commission.
Discussion followed.
The Caucus adjourned at 6:40 p.m. until February 2, 2021, at 5:00 p.m.
