Roll called. COMMISSIONERS PRESENT: Cavell from Ferndale in Oakland County, Charles from Southfield in Oakland County, Gershenson from Bloomfield Township in Oakland County, Jackson from Southfield in Oakland County, Luebs from Clawson in Oakland County, Markham from Novi in Oakland County, McGillivray from Madison Heights in Oakland County, Miller from Detroit in Wayne County, Nelson from Waterford Township in Oakland County, Powell from Pontiac in Oakland County, Woodward from Royal Oak in Oakland County. (11) EXCUSED ABSENCE WITH NOTICE: None. (0) Quorum present. No one addressed the Caucus during Public Comment. The members of the Caucus discussed the Board Agenda. Commissioner Miller addressed the Caucus regarding Economic Development and Infrastructure Committee item c. entitled: Economic Development – Restaurant Relief Program Interlocal Agreement between Oakland County and Public Body. Discussion followed. Commissioner Markham addressed the Caucus regarding a new proposed miscellaneous resolution entitled: Economic Development – Michigan Economic Development Corporation – Michigan Small Business Survival Grant Program – Grant Acceptance. Discussion followed. 66 Commissioner Gershenson addressed the Caucus regarding resolutions introduced during New and Miscellaneous Business. Discussion followed. Commissioner Markham addressed the Caucus to inform the Commissioners that the Finance Committee will meet on Thursday, prior to the Board of Commissioners meeting. Chairperson Kristen Nelson addressed the Caucus regarding Legislative Affairs and Government Operations Committee item b. entitled: Parks and Recreation Commission – Approval of 2021 Grant Application to the United States Fish an d Wildlife Service National Fish Passage Program. She stated that Board of Commissioners Chairperson David Woodward will approve the Grant Application through a Communication presented at the Board of Commissioners meeting. Discussion followed. Commissioner Luebs addressed the Caucus to give an update on the Public Health and Safety Committee agenda items. Discussion followed. Commissioner Cavell addressed the Caucus regarding Public Health and Safety Committee item d. entitled: Health and Human Services/Health Division – Homeless Blueprint 2021 – Grant Agreement. He stated that Commissioner Kuhn will offer an amendment to the resolution. Discussion followed. Commissioner Woodward addressed the Caucus and stated that there will be openings on the Pandemic Response Ad Hoc Committee. Discussion followed. Chairperson Kristen Nelson addressed the Caucus to inform the Commissioners that applications for the Parks and Recreation Commission have been narrowed down from 140 to 8 and interviews will begin next week. She also stated that appointments to the Oakland County Health Network Board are expiring soon. Discussion followed. Chairperson Kristen Nelson addressed the Caucus regarding the Board of Commissioners Chief of Staff position. She stated that the job description has been revised and posted online. Discussion followed. Democratic Caucus Minutes Continued. February 2, 2021 67 Commissioner Gershenson addressed the Caucus regarding professional services contracts. Discussion followed. Commissioner Gershenson addressed the Caucus to give an update on the Elder Abuse Prevention Task Force. Commissioner Markham addressed the Caucus to inform the Commissioners that the County Energy Audit is in the RFP process and that she will be presenting a proclamation in honor of the Suburban Collection Showplace in Novi owned by the Bowman family. Discussion followed. Chairperson Kristen Nelson addressed the Caucus to remind the Commissioners that Youth in Government Day is tomorrow and parliamentary training will be on Thursday. She also informed the Commissioners that the Senior Advisory Council has a need for representatives from any of the communities in Oakland County. Discussion followed. Commissioner Woodward addressed the Caucus regarding County redistricting. He stated that the County needs Census figures prior to beginning and the County has new software to assist redistricting. Discussion followed. Commissioner Charles addressed the Caucus regarding her role on the Parks and Recreation Commission. She also informed the Commissioners that she has been assigned to the Michigan Association of Counties Environment and Transportation Committees. Commissioner Luebs addressed the Caucus to ask how Oakland County will handle Michigan’s Clean Slate Bill Package. She would also like to see a resolution introduced recognizing Random Acts of Kindness Day. Discussion followed. Commissioner Cavell addressed the Caucus to say he would like to see a resolution introduced banning landlord discrimination toward Section 8 funding.
