DEMOCRATIC CAUCUS MINUTES
March 9, 2021
Meeting called to order by Caucus Chairperson Kristen Nelson at 5:10 p.m. via
Videoconference.
Roll called.
COMMISSIONERS PRESENT: Cavell from Ferndale in Oakland County,
Charles from Southfield in Oakland County, Jackson from Southfield in Oakland
County, Luebs from Clawson in Oakland County, Markham from Novi in Oakland
County, McGillivray from Madison Heights in Oakland County, Nelson from
Waterford Township in Oakland County, Powell from Pontiac in Oakland County,
Woodward from Royal Oak in Oakland County. (9)
EXCUSED ABSENCE WITH NOTICE: Gershenson, Miller. (2)
Quorum present.
No one addressed the Caucus during Public Comment.
The members of the Caucus discussed the Board Agenda.
Commissioner Charles addressed the Caucus to give an update on the Economic
Development and Infrastructure Committee Consent Agenda items.
Commissioner Markham addressed the Caucus to give an update on the Finance
Committee Consent Agenda items.
Chairperson Kristen Nelson addressed the Caucus to provide a rundown of the
Legislative Affairs and Government Operations Committee Consent Agenda items.
Commissioner Luebs addressed the Caucus to give an update on the Public Health and
Safety Committee Consent Agenda items.

Commissioner McGillivray addressed the Caucus regarding moving items from the
Consent Agenda to the Regular Agenda.

Commissioner Woodward addressed the Caucus to remind the Commissioners that any
Commissioner can request an item be moved from the Consent Agenda to the Regular
Agenda for any reason.

Commissioner Charles addressed the Caucus regarding Economic Development and
Infrastructure Committee item d. entitled: Facilities Management – Facilities Planning
and Engineering/Board of Commissioners – COVID-19 Configuration of Auditorium
Project.

Commissioner Woodward addressed the Caucus to inform them that as of right now,
March 31st is the last day Board of Commissioners meetings can be held by
videoconference, although this is subject to change.
Commissioner Markham addressed the Caucus regarding the Finance Committee items
on the Regular Agenda.

Chairperson Kristen Nelson addressed the Caucus regarding Legislative Affairs and
Government Operations Committee item k. entitled: Parks and Recreation Commission
– Approval of Two Easements at Independence Oaks County Park. She explained that
the easements are in preparation for construction of a roundabout at the Sashabaw
Road and Oakhill Road intersection.

Commissioner Woodward addressed the Caucus to inform the Commissioners that th is
item can be removed from this agenda and placed on an upcoming agenda if they
would like more time to research this proposed miscellaneous resolution.

Chairperson Kristen Nelson addressed the Caucus regarding Legislative Affairs and
Government Operations Committee item l. entitled: Board of Commissioners – Improve
Access and Provide Express Delivery of Death Certificates Issued by the Oakland
County Clerk’s Office to Funeral Homes.

Lisa Brown, Oakland County Clerk/Register of Deeds addressed the Caucus to provide
an update on improvements being made to the Oakland County Clerk/Register of
Deeds website.

Chairperson Kristen Nelson addressed the Caucus regarding the formation of an Ad -
Hoc Committee on Healthy Aging.
Commissioner McGillivray addressed the Caucus to inquire about the search for the
new Board of Commissioners Chief of Staff.

Commissioner McGillivray addressed the Caucus to remind everyone that the COVID -
19 Tribute Walk will be open for Oakland County employees on Wednesday night and
will open to the public on Thursday night.

Chairperson Kristen Nelson addressed the Caucus regarding honorary and memorial
resolutions.

Commissioner Woodward addressed the Caucus regarding two upcoming constituent
outreach mailings. He stated that one will be a postcard with vaccination information
and the other will break down COVID-19 CARES Act funding dollars distributed by
jurisdiction.

Chairperson Kristen Nelson addressed the Caucus regarding virtual platforms and
stated that there will likely be schedule changes to the Board of Commissioners
calendar when meetings are no longer being held virtually.

Commissioner Woodward addressed the Caucus regarding appointments to the
Community Corrections Advisory Council and the Community Development Block Grant
Advisory Committee.

Chairperson Kristen Nelson addressed the Caucus regarding the Community Survey for
Oakland County.
The Caucus recessed at 7:03 p.m. until March 11, 2021, at 5:00 p.m.
