DEMOCRATIC CAUCUS MINUTES
April 29, 2021
Meeting called to order by Caucus Chairperson Kristen Nelson at 5:06 p.m. via
Videoconference.
Roll called.
COMMISSIONERS PRESENT: Cavell from Ferndale in Oakland County,
Charles from Southfield in Oakland County, Gershenson from Bloomfield
Township in Oakland County, Jackson from Southfield in Oakland County, Luebs
from Clawson in Oakland County, Markham from Novi in Oakland County,
McGillivray from Madison Heights in Oakland County, Miller from Farmington in
Oakland County, Nelson from Waterford Township in Oakland County, Powell
from Pontiac in Oakland County, Woodward from Royal Oak in Oakland

Quorum present.
Katherine Kennedy addressed the Caucus during Public Comment.
Moved by Markham seconded by Luebs the minutes of the March 23 and 25, 2021
Caucus be approved.
A sufficient majority having voted in favor, the minutes were approved.
The members of the Caucus discussed the Board Agenda.
Commissioner Miller addressed the Caucus regarding Economic Development and
Infrastructure Committee item g. entitled: Facilities Management – Emergency
Management and Homeland Security – Approval of Lease Agreement for New
Warehouse Space for PPE Storage.

Commissioner Miller addressed the Caucus regarding Economic Development and
Infrastructure Committee item d. entitled: Central Services – Oakland County
International Airport – Federal Aviation Administration (FAA) Reimbursable Agreement
for FAA Oversight for Runway 9R/27L and North Connector Taxiways Rehabilitation –
Construction. He stated that the FAA will reimburse the County for this expense.
Commissioner Markham addressed the Caucus to inform the Commissioners that three
of the Finance Committee Consent Agenda items are contract extensions. She also
stated that the 2021 County Millage Tax Levy has gone down, not up.

Chairperson Kristen Nelson addressed the Caucus to give a synopsis of the items on
the Legislative Affairs and Government Operations Committee Consent Agenda. She
stated that four of the items are memorial resolutions.
Commissioner Luebs addressed the Caucus to provide an update on the Public Health
and Safety Committee Consent Agenda items.

Commissioner Markham addressed the Caucus regarding Finance Committee item e.
entitled: Management and Budget - Approval of 2021 County Millage Tax Levy.

Commissioner Jackson addressed the Caucus regarding Legislative Affairs and
Government Operations Committee item h. entitled: MR #21133 – Board of
Commissioners – Opposing Michigan’s Legislation to Extend Hours for On-Premises
Alcohol Sales.

Chairperson Kristen Nelson addressed the Caucus regarding remote attendance at
meetings, the 2021 U.S. Citizens Act and Committee attendance.
Commissioner Luebs addressed the Caucus regarding Public Health and Safety
Committee item j. entitled: 52-4 District Court (Troy) – Approval of 52nd District Court
Magistrate – Karen Liddle.
Chairperson Kristen Nelson addressed the Caucus regarding Healthy Aging Oakland
County Ad Hoc Committee item a. entitled: Board of Commissioners Authorizing
Funding to Create the Oakland County Strategic Blueprint for Healthy Aging.

Commissioner Cavell addressed the Caucus regarding six Oakland County Fair
Housing Initiative resolutions that will be introduced tonight.

Commissioner Charles addressed the Caucus regarding two resolutions she will
introduce tonight entitled: Board of Commissioners – Approval of an ARCGIS Mapping
Feature for Oakland County Fair Housing Initiative to Prevent Source of Income
Housing Discrimination and Board of Commissioners – Authorization of “OAKSTEM
2021” Street Tree Enhancing Matching Grant Pilot Program.
Commissioner Markham addressed the Caucus regarding a resolution she will
introduce tonight entitled: Board of Commissioners – Endorsement of Greenhouse Gas
Emission Reduction Goals and Creation of Environmental Sustainability Evaluation
Standard.
Commissioner Cavell addressed the Caucus regarding a resolution he will introduce
tonight entitled: Board of Commissioners – Support for Bail Reform Legislation in
Michigan.
Commissioner Woodward addressed the Caucus regarding Committee referrals.

Commissioner Jackson addressed the Caucus regarding a resolution she will introduce
tonight entitled: Board of Commissioners – Creation of “Unlocking Doors Oakland”
Program in Partnership with the Alliance for Housing.

Chairperson Kristen Nelson addressed the Caucus regarding organizing a Survey/Town
Hall for Seniors and she stated that a Human Resources Salary Grade Review Memo
will be read as a communication at the next Legislative Affairs and Government
Operations Committee meeting.

Commissioner Woodward addressed the Caucus regarding a new proposed
miscellaneous resolution entitled: Board of Commissioners - Recognition of National
Nurses Week – May 6-12, 2021. He asked why a Suspension of the Board Rules is
being requested.
Discussion followed.
Commissioner Charles addressed the Caucus and stated that she would like to
introduce a proposed new resolution entitled: Board of Commissioners - Recognition of
May 3-7, 2021 as Teacher Appreciation Week in Oakland County. She will request a
Suspension of the Board Rules.

Chairperson Kristen Nelson addressed the Caucus to ask if there wer e any objections
to Suspension of the Board Rules for the two honorary resolutions.
There were no objections.

Chairperson Kristen Nelson addressed the Caucus regarding honorary memorial
resolutions.
Commissioner Woodward addressed the Caucus to make the following
announcements:
-Microsoft Teams will be installed on the Commissioners’ County tablets. This will
replace both the Zoom and Go to Meeting apps currently being used for remote Board
meetings
-He intends to reconvene the Tri-County Summit for 2021 and will introduce a resolution
to that effect at the May 13, 2021 Board of Commissioners meeting.
-There will be a communication read into the record at tonight’s Board meeting
regarding the formation of the Oakland County Conviction Integrity Unit Study Group.
The Caucus adjourned at 8:21 p.m. until May 11, 2021, at 5:00 p.m.
