DEMOCRATIC CAUCUS MINUTES
May 13, 2021
Meeting called to order by Caucus Chairperson Kristen Nelson at 5:05 p.m. via
Videoconference.
Roll called.
COMMISSIONERS PRESENT: Cavell from Ferndale in Oakland County,
Charles from Southfield in Oakland County, Gershenson from Bloomfield
Township in Oakland County, Jackson from Southfield in Oakland County, Luebs
from Clawson in Oakland County, Markham from Novi in Oaklan d County,
McGillivray from Madison Heights in Oakland County, Miller from Farmington in
Oakland County, Nelson from Waterford Township in Oakland County, Powell
from Pontiac in Oakland County, Woodward from Royal Oak in Oakland
County. (11)
EXCUSED ABSENCE WITH NOTICE: None. (0)
Quorum present.
The following people addressed the Caucus during Public Comment: Melissa Williams,
Katherine Kennedy and Anthony Williams.
Moved by McGillivray seconded by Luebs the minutes of the April 20, April 26 and April
29, 2021 Caucus be approved.
A sufficient majority having voted in favor, the minutes were approved.
The members of the Caucus discussed the Board Agenda.
Commissioner Markham addressed the Caucus regarding Finance Committee item a.
entitled: Information Technology – Lease Agreement with the City of Novi for Public
Safety Communications System at 26300 Lee Begole Drive. She stated that the
Sheriff’s Office is renting tower space for the new communications system.
Chairperson Kristen Nelson addressed the Caucus to give a synopsis of the items on
the Consent Agenda for the Legislative Affairs and Government Operation Committee.

Chairperson Kristen Nelson addressed the Caucus regarding Legislative Affairs and
Government Operations Committee item f. entitled: Central Services/Sheriff’s Office –
Fleet Changes and Expansion of Seven (7) Used Vehicles for Sheriff’s Office Training.

Commissioner Luebs provided an update on the Public Health and Safety Committee
Consent Agenda items.

Chairperson Kristen Nelson addressed the Caucus and stated that she would like to
postpone Legislative Affairs and Government Operations Committee item f. entitled:
Central Services/Sheriff’s Office – Fleet Changes and Expansion of Seven (7) Used
Vehicles for Sheriff’s Office Training until the next Board of Commissioners meeting.

Commissioner Woodward addressed the Caucus and stated that he would move
Legislative Affairs and Government Operations Committee item h. entitled: MR #21169
– Board of Commissioners – Support the Adoption of Four-Year Terms for County
Commissioners by the Michigan Legislature from the Consent Agenda to the Regular
Agenda.

Commissioner Miller addressed the Caucus to give an update on the Economic
Development and Infrastructure Committee items on the Agenda.
Commissioner Charles addressed the Caucus regarding Economic Development and
Infrastructure Committee item c. entitled: MR #21174 – Board of Commissioner –
Authorization of “OAKSTEM 2021” Street Tree Enhancement Matching Grant Pilot
Program and explained how the program is designed to work.

Commissioner Markham addressed the Caucus regarding Economic Development and
Infrastructure Committee item d. entitled: MR #21177 – Board of Commissioners –
Endorsement of Greenhouse Gas Emission Reduction Goals and Creation of
Environmental Sustainability Evaluation Standards.
Commissioner Miller addressed the Caucus regarding Legislative Affairs and
Government Operations Committee item i. entitled: MR #21135 – Board of
Commissioners – Support for the U.S. Citizenship Act of 2021.

Chairperson Kristen Nelson addressed the Caucus regarding Legislative Affairs and
Government Operations Committee item j. entitled: Board of Commissioners –
Appointments to the Job Evaluation Review Panel.
Commissioner David Woodward addressed the Ca ucus to inform the Commissioners
that there will be five proposed new miscellaneous resolutions introduced tonight.

Chairperson Kristen Nelson addressed the Caucus regarding the American Rescue
Plan.

Commissioner Gershenson addressed the Caucus to let the Commissioners know that
she, along with Commissioners Miller, Jackson, Nelson, Luebs and Charles are
planning to host an informational session with Chris Ward, Deputy County Executive on
the American Rescue Plan.
Discussion followed.
Commissioner Jackson addressed the Caucus regarding the reorganization of the One
Stop Shop. She stated that she would like to see Sean Carlson, Deputy County
Executive scheduled to give a presentation about the reorganization to the full Board of
Commissioners.

Chairperson Kristen Nelson addressed the Caucus to inform the Commissioners that
there will be a Veterans CARE Package Giveaway held at the Southfield Public Library
on Saturday, May 15th from 10:00 a.m. until 1:00 p.m. and the most recent Treatment
Court graduation will be held on May 19th.
The Caucus adjourned at 7:34 p.m. until May 26, 2021, at 5:00 p.m.
