Telegraph Road, Pontiac, Michigan. Roll called. COMMISSIONERS PRESENT: Cavell, Charles, Gershenson, Jackson, Luebs, Markham, McGillivray, Miller, Nelson, Woodward. (10) EXCUSED ABSENCE WITH NOTICE: Powell. (1) Quorum present. No one addressed the Caucus during Public Comme nt. Moved by Gershenson seconded by Markham the minutes of the May 26, 2021 Caucus be approved. A sufficient majority having voted in favor, the minutes were approved. The members of the Caucus discussed the Board Agenda. Commissioner Charles addressed the Caucus regarding a request made by Commissioner Spisz for a breakdown of the amounts the Tri -Party Road Improvement Program and the Local Road Improvement Program have appropriated by community. Chairperson Kristen Nelson addressed the Caucus regarding Legislative Affairs and Government Operations Committee item i. entitled: Board of Commissioners – Recommend the Biden Administration and U.S. State Department to Act with Urgency to Secure the Release of Danny Fenster, American Journalist, fro m Myanmar and Secure His Safe Return to the United States. She stated that the resolution would be moved from the Consent Agenda to the Regular Agenda. Commissioner Luebs addressed the Caucus regarding MR #21170 – Board of Commissioners – Support Cities, Villages, and Townships with Source of Income Protection to Prohibit Housing Discrimination in Oakland County. Democratic Caucus Minutes Continued. June 17, 2021 437 Discussion followed. Commissioner Gershenson addressed the Caucus regarding MR #21170 – Board of Commissioners – Support Cities, Villages, and Townships with Source of Income Protection to Prohibit Housing Discrimination in Oakland County to inform the Commissioners that there will be two amendments offered for the resolution. She also stated that she will introduce a new proposed miscellaneous resolution entitled: Board of Commissioners – Recommend the Biden Administration and U.S. State Department to Act with Urgency to Secure the Release of Danny Fenster, American Journalist, from Myanmar and Secure His Safe Return to the United States. Discussion followed. Chairperson Kristen Nelson addressed the Caucus regarding Legislative Affairs and Government Operations Committee item j. entitled: Human Resources – Salary Administration Plan 2nd Quarterly Report for FY 2021. She stated that one classification had been inadvertently omitted from the resolution and an amendment will be introduced to add the classification. Discussion followed. Chairperson Kristen Nelson addressed the Caucus regarding Legislative Affairs and Government Operations Committee item k. entitled: MR #21213 – Board of Commissioners – Funding for Oakland County Townships to Rebuild and Improve the Road Infrastructure in Subdivisions. Discussion followed. Commissioner Woodward addressed the Caucus regarding the American Rescue Plan and stated that he would like to have a discussion regarding immediate vs. long -term needs of the County. Discussion followed. Commissioner Woodward addressed the Caucus to inform the Commissioners that he is reforming the Oakland County Reapportionment Ad Hoc Committee as census data is expected to become available at the end of September. Chairperson Kristen Nelson addressed the Caucus regarding a new proposed miscellaneous resolution entitled: Board of Commissioners – Support for Michigan HB 4667 – COVID-19 Vaccination Privacy Act. She also suggested adding extra Caucus meetings for the third quarter. Discussion followed. Democratic Caucus Minutes Continued. June 17, 2021 438 Commissioner Jackson addressed the Caucus regarding the Oakland County Juneteenth Panel Discussion being scheduled at the same time as the Board of Commissioners is meeting tonight. Discussion followed. Commissioner McGillivray addressed the Caucu s regarding the Parks and Recreation Commission issues with Oak Management and informed the Commissioners that there is a severe shortage of lifeguards available for the wave pool at Waterford Oaks. He stated that the wave pool may need to reopen on a redu ced schedule or remain closed this summer. Discussion followed. Commissioner Luebs addressed the Caucus to remind the Commissioners that the National Association of Counties Conference is being held in July and they will need to register as soon as possible if they plan on attending. Discussion followed. Commissioner Woodward addressed the Caucus regarding the possible postponement of Finance Committee item d. entitled: Management and Budget – Fiscal Year 2021 Second Quarter Financial Forecast and Budge t Amendments and a proposed amendment to be offered for Public Health and Safety Committee item k. entitled: MR #21170 – Board of Commissioners – Support Cities, Villages and Townships with Source of Income Protection to Prohibit Housing Discrimination in Oakland County.
