HomeMy WebLinkAboutMinutes - 2021.08.05 - 35279598 OAKLAND COUNTY BOARD OF COMMISSIONERS DEMOCRATIC CAUCUS MINUTES August 5, 2021 Meeting called to order by Caucus Chairperson Kristen Nelson at 5:12 p.m. in the Courthouse Committee Room A, 1200 N. Telegraph Road, Pontiac, Michigan. Roll called. COMMISSIONERS PRESENT: Cavell, Charles, Gershenson, Jackson, Luebs, Markham, McGillivray, Miller, Nelson, Powell, Woodward. (11) EXCUSED ABSENCE WITH NOTICE: None. (0) Quorum present. No one addressed the Caucus during Public Comment. Moved by Luebs seconded by McGillivray the minutes of the July 22, 2021 Caucus be approved. A sufficient majority having voted in favor, the minutes were approved. The members of the Caucus discussed the Board Agenda. Commissioner Woodward addressed the Caucus regarding Board of Commissioners communications to be read into the record at tonight’s meeting and the Detroit Institute of the Arts presentation. Commissioner Woodward addressed the Caucus regarding Economic Development and Infrastructure Committee item j. entitled: Facilities Management/Facilities Planning and Engineering and Sheriff’s Office – Jail Carport Project. He stated that there will be a four-vehicle carport constructed. Commissioner Woodward addressed the Caucus regarding Economic Development and Infrastructure Committee item k. entitled: Facilities Management – Approval and Acceptance of Purchase Agreement to Sell County Owned Property on Brown Road – Amendment #1. He stated that the property being s old was the old Animal Shelter, and the proceeds will be put toward the costs incurred building the new Animal Shelter and Pet Adoption Center. Democratic Caucus Minutes Continued. August 5, 2021 Commissioner Markham addressed the Caucus to provide an update on the Budget Review. Commissioner Gershenson addressed the Caucus to inquire about the Request for Proposal (RFP) process. Discussion followed. Commissioner Luebs addressed the Caucus regarding Public Health and Safety Committee item d. entitled: MR #21176 – Board of Commissioners – Approval of “Unlocking Doors Oakland” Program to Provide Rental Housing Access Assistance and Appropriation of American Rescue Plan Local Coronavirus Recovery Fu nds. She stated that the title of the program was changed. Commissioner Woodward addressed the Caucus and stated that there will be two amendments offered for the resolution. Commissioner Luebs addressed the Caucus regarding Public Health and Safety Committee item e. entitled: MR #21288 – Board of Commissioners – Implementation of Law Enforcement Body-Worn Cameras Initiative Within the Oakland County Sheriff’s Office. She stated that a grant has been applied for that will reduce the cost of implementation. Commissioner Woodward addressed the Caucus and informed the Commissioners that the Body-Worn Cameras Initiative is a priority for the Board of Commissioners and the initiative will go forward regardless of grants received. Discussion followed. Commissioner McGillivray addressed the Caucus regarding Legislative Affairs and Government Operations Committee item a. entitled: Parks and Recreation Commission – COVID-19 Pandemic Accounts Receivable Write-Off with Fuller Oak Management, LLC for Addison Oaks Conference Center and Glen Oaks Conference Center and Grill Room. He provided the Commissioners details of the amounts being written off for payments and utilities. Discussion followed. Chairperson Kristen Nelson addressed the Caucus regarding Legislative Affairs and Government Operations Committee item b. entitled: County Executive – Creation of Public Communications Division and Reorganization of Positions. She suggested the Commissioners contact the staff assigned to their district. Discussion followed. 599 Democratic Caucus Minutes Continued. August 5, 2021 Chairperson Kristen Nelson addressed the Caucus to remind the Commissioners that there will be a meeting of the Legislative Affairs and Government Operations Committee immediately following Caucus to confirm the candidate being offered the Director of Parks and Recreation position. Discussion followed. Commissioner Woodward addressed the Caucus regarding a new proposed miscellaneous resolution being introduced tonight entitled: Board of Commissioners – Remembrance of U.S. Senator Carl Levin. He stated that Commissioner McGillivray will also request Suspension of the Board Rules for Immediate Consideration under New Business. Commissioner Powell addressed the Caucus regarding the next meeting of the Board of Commissioners being moved from August 19th to August 18th. Discussion followed. Commissioner Woodward addressed the Caucus regarding two resolutions on the Regular Agenda concerning amendments to the Board Rules. Discussion followed. Chairperson Kristen Nelson addressed the Caucus regarding the study groups on budget priorities and the scheduling of these meetings going forward. She also stated that the minority Caucus members will be joining these study groups. Discussion followed.
