DEMOCRATIC CAUCUS MINUTES
September 2, 2021
Meeting called to order by Caucus Chairperson Kristen Nelson at 3:45 p.m. in the
Courthouse Committee Room A, 1200 N. Telegraph Road, Pontiac, Michigan.
Roll called.
COMMISSIONERS PRESENT: Cavell, Charles from Southfield in Oakland
County, Gershenson, Jackson from Southfield in Oakland County, Luebs,
Markham, McGillivray, Miller, Nelson, Powell, Woodward. (11)
EXCUSED ABSENCE WITH NOTICE: None. (0)
Quorum present.
No one addressed the Caucus during Public Comment.
Moved by McGillivray seconded by Powell the minutes of the August 24, 2021 Caucus
be approved.
A sufficient majority having voted in favor, the minutes were approved.
The members of the Caucus discussed the Board Agenda.
Chairperson Kristen Nelson addressed the Caucus to introduce Melissa Prowse,
Supervisor, Oakland County Parks and Recreation to discuss reasons for request for
“suspension of rules”.
Melissa Prowse, Supervisor, Oakland County Parks and Recreation addressed the
Caucus regarding a new proposed miscellaneous resolution entitled: Grant Agreement
with Michigan Department of Natural Resources Fisheries Habitat Grant Program for
Mill Pond Dam Removal and Restoration. She stated that the amount of the grant is
$345,000.00.

Commissioner Markham addressed the Caucus regarding development of a new
process to prioritize and fund Board of Commissioners projects. She provided the
Caucus with a draft copy of the proposed project review form and a list of current
proposed projects.

Chairperson Kristen Nelson addressed the Caucus to request the Commissioners
provide a short run down of the projects they have proposed.

Commissioner McGillivray addressed the Caucus to introduce Lawrence Hemingway,
candidate for Director of Parks and Recreation.

Chairperson Kristen Nelson addressed the Caucus to open discussion of Consent
Agenda items. She stated the Legislative Affairs and Government Operations
Committee items are mainly honorary resolutions.
Commissioner Markham addressed the Caucus to give a synopsis of Consent Agenda
items for the Economic Development and Infrastructure Committee and the Finance
Committee.

Commissioner Gershenson addressed the Caucus regarding Economic Development
and Infrastructure Committee item #2021-426 entitled: Board of Commissioners – MR
#21303 – Assignment of American Rescue Plan Act – Local Fiscal Recovery Funds for
a Matching Grant Program to Local Cities, Villages, and Townships to Plan for Critical
Infrastructure Projects.
Commissioner Cavell addressed the Caucus to inform the Commissioners that there will
be an amendment offered to the resolution.

Chris Ward, Deputy County Executive addressed the Caucus to introduce Solon
Phillips, appointed Corporation Counsel by David Coulter, County Executive.

Commissioner Woodward addressed the Caucus to inform the Commissioners that
there will be four new resolutions introduced at the Board of Commissioners meeting.

Commissioner Luebs addressed the Caucus regarding openings on the Board of the
Oakland Community Health Network. She stated that there is now only one opening on
the OCHN Board as Sarah Guadalupe has rescinded her resignation.
The Caucus adjourned at 11:28 p.m. until September 29, 2021, at 5:00 p.m.
