Telegraph Road, Pontiac, Michigan. Roll called. COMMISSIONERS PRESENT: Cavell from Ferndale in Oakland County, Charles, Gershenson, Jackson, Luebs, Markham, McGillivray, Miller, Nelson, Powell, Woodward. (11) EXCUSED ABSENCE WITH NOTICE: None. (0) Quorum present. The following people addressed the Caucus during Public Comment #1: Kathryn Kennedy, Heather Smiley and Colleen Zammit. Moved by McGillivray seconded by Jackson the minutes of the September 2, 2021 Caucus be approved. A sufficient majority having voted in favor, the minutes were approved. The members of the Caucus discussed the Board Agenda. Commissioner Markham addressed the Caucus regarding Regular Agenda Finance Committee item a. entitled: FY 2022 General Appropriations Act and 2022 County General Property Tax Rates. She also expressed her thanks to the Commissioners, Departments and Board staff for their hard work on the Budget. Discussion followed. Commissioner Woodward addressed the Caucus to inform the Commissioner s that there will be six amendments to the Budget Resolution offered at the Board of Commissioners meeting. Discussion followed. Democratic Caucus Minutes Continued. September 29, 2021 Commissioner Markham addressed the Caucus regarding the new form for Board of Commissioners Special Projects. Discussion followed. Chairperson Kristen Nelson addressed the Caucus to give an overview of the items on the Regular Agenda for the Legislative Affairs and Government Operation Committee. Commissioner Markham addressed the Caucus regarding Regular Agenda Finance Committee item c. entitled: Appropriation of American Rescue Plan Local Fiscal Recovery Funds for County Pandemic and Recovery Operational Expenses. Discussion followed. Commissioner Woodward addressed the Caucus to inform the Commissioners that there will be two amendments offered to the resolution at the Board of Commissioner meeting. Discussion followed. Chris Ward, Deputy County Executive addressed the Caucus to introduce Ba rbara Hankey, newly appointed Director of Public Services. Discussion followed. Chairperson Kristen Nelson addressed the Caucus regarding the candidates for the Board of County Canvassers. Discussion followed. The following Commissioners provided a short update on the work of their ARPA work groups: Luebs – Parks Grants Charles – Emerging Variants Powell – Tax Foreclosures Cavell – Affordable Housing Nelson – Senior Services Gershenson – Childcare Services Jackson – Workforce Development Discussion followed. Commissioner McGillivray addressed the Caucus to advise the Commissioners that Lawrence Hemmingway has rescinded his application to become Director of the Parks and Recreation Commission. He stated the deadline for new applications will be extended for approximately two weeks. Democratic Caucus Minutes Continued. September 29, 2021 Commissioner Powell addressed the Caucus to notify the Commissioners that the Reapportionment Committee will convene today to vote on policies and procedures. Discussion followed. The following people addressed the Caucus during Public Comment #2: Colleen Zammit, Kathryn Kennedy and Heather Smiley.
