DEMOCRATIC CAUCUS MINUTES
October 13, 2021
Meeting called to order by Caucus Chairperson Kristen Nelson at 5:08 p.m. in the
Courthouse Committee Room A, 1200 N. Telegraph Road, Pontiac, Michigan.
Roll called.
COMMISSIONERS PRESENT: Cavell, Charles, Gershenson, Jackson, Luebs,
Markham, McGillivray, Nelson, Powell, Woodward. (10)
EXCUSED ABSENCE WITH NOTICE: Miller. (1)
Quorum present.
No one addressed the Caucus during Public Comme nt #1.
Moved by Luebs seconded by Powell the minutes of the September 29, 2021 Caucus
be approved.
A sufficient majority having voted in favor, the minutes were approved.
The members of the Caucus discussed the Board Agenda.
Commissioner Woodward addressed the Caucus regarding Economic Development
and Infrastructure Committee item 9e. entitled: Resolution – Orion Meijer Brownfield
Project.
Discussion followed.
Commissioner Woodward informed the Caucus that the following item s have been
removed from tonight’s agenda: Finance Committee item 10c. entitled: Resolution –
Evaluation Standards for the Expenditure of American Rescue Plan Act Local Recovery
Funds and Public Health and Safety Committee item 12c. entitled: Contract – Extension
with Haven Inc. to Provide Services to Victims of Sexual Assault through the Safe
Therapeutic Assault Team (START) for FY 2022.

Commissioner Gershenson addressed the Caucus regarding Economic Development
and Infrastructure Committee Item 13a. entitled: Resolution – Local Government Critical
Infrastructure Planning Grant Program.
Commissioner Woodward addressed the Caucus and stated that alternates were still
needed for the Critical Infrastructure Planning Grant Ad Hoc Committee and the Mental
Health Services Ad Hoc Committee.
Commissioner Nelson and Commissioner Gershenson addressed the Caucus to
volunteer as alternates for the Mental Health Ad Hoc Committee. Commissioner Cavell
and Commissioner Jackson addressed the Caucus to volunteer as alternates for the
Critical Infrastructure Planning Grant Ad Hoc Committee.
Commissioner Nelson addressed the Caucus regarding Economic Development and
Infrastructure Committee Item 13a. entitled: Resolution – Local Government Critical
Infrastructure Planning Grant Program. She stated that there will be two amendments
offered.

Commissioner Woodward addressed the Caucus regarding the Motion to Di scharge MR
#21191 – Board of Commissioners – Opposing Vaccine Passports in Oakland County.
He recommended a no vote on the motion.
Chairperson Kristen Nelson addressed the Caucus to ask for a short update on the
ARPA Work Groups.

Chairperson Kristen Nelson addressed the Caucus regarding timelines for American
Rescue Plan Act funds.
Discussion followed.
Commissioner Woodward addressed the Caucus to inform them that Commissioner
Kochenderfer will be introducing a new proposed miscellaneous resolution entitled:
Request for Government Transparency in Health Mandates. He stated th at
Commissioner Kochenderfer will request Suspension of the Board Rules for an
Immediate Vote on the resolution.

Commissioner McGillivray addressed the Caucus regarding the search for a new
Director of Parks and Recreation. He stated that the application period would close on
October 18th.

Commissioner Gershenson addressed the Caucus regarding appointments to the
Community Mental Health Board.

Commissioner Woodward addressed the Caucus to inform the Commissioners that the
60th Annual Phil Hart Dinner hosted by the Oakland County Democratic P arty is
scheduled for November 13, 2021.
Discussion followed.
Chairperson Kristen Nelson addressed the Caucus regarding the Tri -County Summit.
She stated that it will be held on November 12, 2021 at the Edsel Ford Estate
Conference Center.
Commissioner Gershenson addressed the Caucus regarding work on the Board of
Commissioners Calendar for 2022.

No one addressed the Caucus during Public Comment #2.
The Caucus adjourned at 10:29 p.m. until October 28, 2021, at 5:00 p.m.
