DEMOCRATIC CAUCUS MINUTES
October 28, 2021
Meeting called to order by Caucus Chairperson Kristen Nelson at 5:08 p.m. in the
Courthouse Committee Room A, 1200 N. Telegraph Road, Pontiac, Michigan.
Roll called.
COMMISSIONERS PRESENT: Charlie Cavell, Marcia Gershenson, Janet
Jackson, Penny Luebs, Gwen Markham, Gary McGillivray, William Miller, Kristen
Nelson, Angela Powell, David Woodward. (10)
EXCUSED ABSENCE WITH NOTICE: Yolanda Charles. (1)
Quorum present.
No one addressed the Caucus during Public Comment #1.
Moved by Gary McGillivray seconded by Jackson the minutes of the October 13, 2021
Caucus be approved.
A sufficient majority having voted in favor, the minutes were approved.
The members of the Caucus discussed the Board Agenda.
Commissioner David Woodward addressed the Caucus regarding Economic
Development and Infrastructure Committee item 13 a. entitled: Resolution – Approving
the Provisions of a Brownfield Plan for the Sakura Novi-City of Novi Project.

Commissioner David Woodward addressed the Caucus to introduce Bradley Hansen
Senior Business Development Representative, regarding the City of Novi Brownfield
Development project.
Bradley Hansen, Senior Business Development Representative, addressed the Caucus
on the continued Brownfield developments and Brownfield policies .

item 14 a. entitled: 2021 Apportionment of Local Tax Rates.

14 b. entitled: Contract – IT Related – AT& T Corporation.

Chairperson Kristen Nelson updated the Caucus that Legislative Affairs and Government
Operations Committee item 15 a. entitled: Support of the Election Process and
Confidence in the November 3, 2020 General Election Results, has been removed from
the Agenda and moved to the November 10, 2021 Board of Commissioners meeting.

Commissioner Penny Luebs addressed the Caucus regarding Public Health and Safety
Committee item 16 a. entitled: Creation of One FTE Judicial Staff Attorney Position

Commissioner David Woodward addressed the Caucus and stated that Special Order of
Business item 18 a. entitled: Motion to Discharge – MR #21191 – Opposing Vaccine
Passports in Oakland County has been removed from the Agenda.

Chairperson Kristen Nelson addressed the Caucus to inform them that Commissioner
Moss will introduce a resolution regarding masks in schools. Commissioner Moss will
request suspension of the rules.

Commissioner William Miller addressed the Caucus and stated that Lansing is currently
discussing a 4-year term for County Commissioners.

Chairperson Kristen Nelson addressed the Caucus and stated she will introduce a
resolution entitled: Support of the Protecting Seniors through the Immunization Act of
2021. The resolution will be referred to the Public He alth and Safety Committee.

Commission Charlie Cavell addressed the Caucus and stated he will introduce a
resolution entitled: Urging State Legislature to Amend the Michigan No -Fault Auto
Insurance Reform Act to Address a Reimbursement Cap for Auto Accident Victims. The
resolution will be referred to the Legislative Affairs and Government Operations
Committee.
Commissioner Gwen Markham addressed the Caucus and stated that Barbara Winters,
Board of Commissioners Analyst, won the Oakland County pumpkin decorating contest
with her entry Day of the Dead.”

Oakland County.

event will be held on November 12, 2021 at the Edsel Ford Estate Conference Center.

event will be held on November 13, 2021 at the Detroit Marriot Troy.
