DEMOCRATIC CAUCUS MINUTES
December 30, 2021
Meeting called to order by Caucus Chairperson Kristen Nelson at 2:21 p.m. in the
Courthouse Committee Room A, 1200 N. Telegraph Road, Pontiac, Michigan.
Roll called.
COMMISSIONERS PRESENT: Cavell, Charles, Jackson, Luebs, Markham,
McGillivray, Nelson, Powell, Woodward. (9)
EXCUSED ABSENCE WITH NOTICE: Gershenson, Miller. (2)
Quorum present.
Kathryn Kennedy addressed the Caucus during Public Comment #1.
Moved by McGillivray seconded by Jackson the minutes of the November 9, November
10 and December 9, 2021 Caucus be approved.
A sufficient majority having voted in favor, the minutes were approved.
The members of the Caucus discussed the Board Agenda.
Commissioner Woodward addressed the Caucus regarding Regular Agenda item b.
entitled: Funding Transfer Appropriation for Body-Worn Camera Policy and
Implementation Program. He stated that the federal grant for body-worn cameras was
awarded to the Michigan State Police so a new implementation plan and appropriation
for body-worn cameras will now be necessary.

Commissioner Woodward addressed the Caucus regarding Regular Agenda item a.
entitled: Resolution Extension of Temporary Increase in Rate of Overtime Pay to
Reduce Employee Mandatory Overtime Hours.

Democratic Caucus Minutes Continued. December 30, 2021
Commissioner Woodward addressed the Caucus regarding two new miscellaneous
resolutions that will be proposed at the Board of Commissioners meeting. He stated that
suspension of the rules to vote immediately on these items will be requested.
Commissioner Charles addressed the Caucus regarding mask types.
Commissioner Powell addressed the Caucus to inform the Commissioners that local
businesses have started reaching out for additional PPE assistance.
Commissioner McGillivray addressed the Caucus regarding the COVID testing supply
shortage. He suggested more drive-thru testing facilities.
Commissioner Woodward addressed the Caucus to suggest the possibility of creating a
special committee for the Oxford Response.
Commissioner Powell addressed the Caucus regarding mental health funding.

Kathryn Kennedy addressed the Caucus during Public Comment #2.
The Caucus adjourned at 3:01 p.m. until January 20, 2022, at 8:30 p.m.
