Meeting called to order by Caucus Chairperson Kristen Nelson at 8:35 a.m. in the
Courthouse Committee Room A, 1200 N. Telegraph Road, Pontiac, Michigan.
Roll called.
COMMISSIONERS PRESENT: Charlie Cavell, Yolanda Smith Charles, Marcia
Gershenson, Janet Jackson, Penny Luebs, Gwen Markham, Gary McGillivray,
William Miller III, Kristen Nelson, Angela Powell, David Woodward. (11)
EXCUSED ABSENCE WITH NOTICE: None. (0)
Quorum present.
The following people addressed the Caucus during Public Comment #1: Kathryn Kennedy
and Sandra Carolan.
Moved by Gary McGillivray seconded by Janet Jackson the minutes of the February 3,
2022 Caucus be approved.
A sufficient majority having voted in favor, the minutes were approved.
The members of the Caucus discussed the Board Agenda.
Commissioner Charlie Cavell addressed the Caucus regarding the need to update the
descriptions of roles for reason of clarity regarding Consent Agenda item 11 b. entitled:
Human Resources — Resolution for the Transfer of Positions and Deletion of the Central
Services Department and for the Creation of Performance Management Positions.
Commissioner David Woodward addressed the Caucus to say the Consent Agenda item
11 b. entitled: Human Resources — Resolution for the Transfer of Positions and Deletion
of the Central Services Department and for the Creation of Performance Management
Positions, will be removed and placed on the Regular Agenda as item 15 b.

Chairperson Kristen Nelson addressed the Caucus and stated that the Legislative Affairs
and Government Operations Committee interviewed four candidates on February 8, 2022
and recommends the Board appointments of Yvette Woodruff and Sarah May to the
Oakland County Health Network.

Commissioner David Woodward addressed the Caucus regarding item 17 a. entitled:
Resolution for the Release of Funding to Oakland Community Health Network for the
Mental Health Needs of the Oxford Community. He stated that $500,000.00 will be used
for the mental health funding for the Oxford Community. An amendment will be included
to add an additional $70,000.00 for administrative expenses.
Commissioner David Woodward addressed the Caucus regarding a new resolution that
will support the Big Beaver trolley line in Troy.
Commissioner Janet Jackson addressed the Caucus to inquire about assistance with the
economic impact associated with the Oxford High School shooting.

Commissioner Marcia Gershenson updated the Caucus on the Oakland County Gun Lock
Safety Giveaway Program.

Chairperson Kristen Nelson addressed the Caucus and stated that Commissioner Gary
McGillivray will introduce a resolution as item 20 a. entitled: Parks and Recreation —
Resolution Appropriation of American Rescue Plan Act — Local Fiscal Recovery Funds
for Establishing the Healthy Communities Parks and Outdoor Recreation Program. The
resolution will be referred to the Legislative Affairs and Government Operations and
Finance Committees.
Chairperson Kristen Nelson addressed the Caucus and stated that Commissioner Penny
Luebs will introduce a resolution and request suspension of the rules for item 20 c.
entitled: Sheriff's Office — Contract with Wellpath LLC for Medical Services at the Oakland
County Jail.
Chairperson Kristen Nelson addressed the Caucus and stated that Commissioner Eileen
Kowall will introduce a resolution and request suspension of the rules for item 20 b.
entitled: Board of Commissioners — Resolution Declaring Oakland County's Support,
Respect and Appreciation of Our Law Enforcement Officers.
Commissioner David Woodward addressed the Caucus and stated that he will suggest
the resolution be referred to the Legislative Affairs and government Operations
Committee.

Commissioner William Miller III addressed the Caucus regarding the status of the
Oakland County Law Enforcement Association contracts.

Commissioner Gary McGillivray updated the Caucus on the ongoing financial needs for
the Oakland County Parks and Recreation Department.
Commissioner Penny Luebs addressed the Caucus regarding item 20 a. entitled: Sheriff's
Office — Contract with Wellpath LLC for Medical Services at the Oakland County Jail.

Commissioner Charlie Cavell addressed the Caucus to provide an update on the
development of an affordable housing resolution and stated it will be ready to come before
committee prior to the March 10, 2022 Board of Commissioners meeting.

Chairperson Kristen Nelson addressed the Caucus regarding the process of
documentation and selection of events sponsored by the Board of Commissioners.

Commissioner Penny Luebs addressed the Caucus and requested an update regarding
Resolution #22-037 entitled: Board of Commissioners — Resolution Re -Establishing the
Oakland County Native Plants Initiative.

Commissioner Eileen Kowall addressed the Caucus regarding the request to suspend the
rules for item 20 c. entitled: Board of Commissioners — Resolution Declaring Oakland
County's Support, Respect and Appreciation of Our Law Enforcement Officers.

The following people addressed the Caucus during Public Comment #2: Kathryn
Kennedy, Sandra Carolan and Tasha Shurgin.
Commissioner Angela Powell addressed the Caucus and announced the 2022 Oakland
County PALa Gala event being held on Friday April 29, 2022 at 6:30 P.M. The event will
be held at the Oakland County International Airport in Waterford
