HomeMy WebLinkAboutMinutes - 2022.03.10 - 35331 OAKLAND COUNTY BOARD OF COMMISSIONERS DEMOCRATIC CAUCUS MINUTES March 10, 2022 Meeting called to order by Caucus Chairperson Kristen Nelson at 5:06 p.m. in the Courthouse Committee Room A, 1200 N. Telegraph Road, Pontiac, Michigan. Roll called. COMMISSIONERS PRESENT: Cavell, Charles, Gershenson, Jackson, Luebs, Markham, McGillivray, Miller, Nelson, Powell, Woodward. (11) EXCUSED ABSENCE WITH NOTICE: None. (0) Quorum present. No one addressed the Caucus during Public Comment #1. Moved by McGillivray seconded by Markham the minutes of the February 24, 2022 Caucus be approved. A sufficient majority having voted in favor, the minutes were approved. The members of the Caucus discussed the Board Agenda. Commissioner Charles addressed the Caucus regarding Public Health and Safety Committee item d. entitled: Children’s Village – Grant Acceptance from the Michigan Department of Education for Child and Adult Fo od Care Program. She stated that the name of the program is Child and Adult Care Food Program , and requested the resolution be revised to reflect the correct program name. Commissioner Luebs addressed the Caucus regarding Public Health and Safety Committee item e. entitled: Sheriff’s Office – Budget Amendment Appropriating Funding to Replace and Upgrade Airborne Video Observation Systems. She explained that this falls under maintenance to upgrade computer technology in the helicopters. Discussion followed. Democratic Caucus Minutes Continued. March 10, 2022 Chairperson Kristen Nelson addressed the Caucus regarding the Healthy Aging Ad Hoc Committee. She stated that the committee is working to implement the Healthy Aging Blueprint and are forming three study groups: Quality of Life, Housing/Volunteer Services and Basic Needs. She requested commissioner participation in these groups. Discussion followed. Commissioner Luebs addressed the Caucus to suggest that Oakland County needs a Senior Services Division along the lines of the County’s Veterans Services Division. Discussion followed. Commissioner Gershenson addressed the Caucus regarding the proposed 2% Cost of Living Adjustment that has been proposed by the Executive Office. She stated that the commissioners have requested a budget amendment prior to the proposal being placed on the Board of Commissioners Agenda. Discussion followed. Hilarie Chambers, Chief Deputy County Executive and Sean Carlson, Deputy County Executive addressed the Caucus regarding the proposed 2% Cost of Living Adjustment. Discussion followed. Commissioner Miller addressed the Caucus to inquire on the status of contract negotiations with the Sheriff’s Office. Chairperson Kristen Nelson addressed the Caucus to inform the commissioners that the Sheriff’s Office contracts are still in negotiations. Commissioner Gershenson addressed the Caucus and stated that there are two resolutions to be introduced tonight entitled: Board of Commissioners – Resolution Appropriating American Rescue Plan Act – Local Fiscal Recovery Funds to Address the Impact of COVID-19 on Early Childhood Education Staffing Supply in Oakland County in Partnership with United Way of Southeastern Michigan and Board of Commissioners – Resolution Support for Human Trafficking House Bills 4091 – 4113 and 4214 – 4215. The following people addressed the Caucus during Public Comment #2: Sandra Carolan, Kathryn Kennedy, Megan Owens and Kathleen Cross.
