IN RE: Human Resources - Resolution Implementing the Salary Administration Plan Ist Quarterly
Report for FY2022
Chairperson and Members of the Board:
WHEREAS Merit Rule 2 provides a process for departments and employees to request a review of the salary
grade placement of classifications; and
WHEREAS the lat Quarterly Report for FY 2022 identifies the job studies conducted and the salary grade
changes recommended by the Human Resources Department through the month of December 2021; and
WHEREAS this report creates two (2) new classifications impacting twelve (12) full-time eligible (FTE)
positions; and
WHEREAS this report changes the salary grade of four (4) classifications, impacting five (5) FTE positions;
and
WHEREAS the General Fund/General Purpose impact is $63,920 for FY 2022 and $103,879 for FY 2023 - FY
2024; and
WHEREAS the Proprietary Fund impact is $12,969 for FY 2022 and $21,073 for FY 2023 - FY 2024; and
WHEREAS the Special Revenue Fund impact is $16,295 for FY 2022 and $26,486 for FY 2023 - FY 2024.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes
implementation of the Salary Administration Plan 1st Quarterly Report for FY 2022 - FY 2024.
BE IT FURTHER RESOLVED to chance the salary grade of the following classifications:

RE: Human Resources Department 1st Quarterly Report FY2022
Attached is a resolution to approve the Salary Administration First Quarterly Report for FY22. This report
implements changes to salary grade placements for non -represented classifications based on the Point
Factor evaluations of the duties, responsibilities, and requirements of the classifications. This report
includes salary grade review studies that have been completed since September 25, 2021. On the pages
following, you will find information regarding the recommended change in factors for existing
classifications, the recommended salary grade placement for new classifications, an illustrative costing
of each position change, the draft job descriptions for the new classifications, as well as the Schedule A
budget amendment from Fiscal Services.

Class Title: ADMINISTRATOR LOCAL BUSINESS DEVELOPMENT

GENERAL SUMMARY
Administers the work of the Local Business Development Unit. Assesses needs and economic conditions and
prepares, coordinates and implements redevelopment strategies for downtown, urban, suburban and
commercial development areas in the county. Supervises staff in the development and implementation of
the following programs: Main Street Oakland County downtown revitalization program, housing
neighborhood, and historic preservation plans, local heritage tourism programs and services, and programs
and services for small businesses including business recruitment, retention and training. Prepares and
administers the Local Business Development Unit budget. Acts as the liaison between the County and
regional, state and national downtown revitalization and economic development agencies and
organizations. Monitors state and federal legislation impacting Oakland county and local communities in the
area of local economic development and reports to the county administration potential impacts and
opportunities. Reviews and prepares and/or presents recommendations to the Board of Commissioners,
County Executive and public officials. Utilizes current Countywide and/or department specific software to
complete assignments.
SUPERVISION EXERCISED
Functions as a supervisor over professional and technical employees. Instructs, assigns, reviews work,
approves time off, appraises performance and recommends employees for increase or promotion.
Effectively recommends on hiring, discipline and discharge.
ESSENTIALIOB FUNCTIONS
Manage, oversee and supervise the work of professional, technical and clerical staff in the Local Business
Development program to ensure that Unit objectives and the opportunity for career advancement of each
staff member are being met.
Recommends annual project goals and objectives for the Local Business Development program and the
methods used to accomplish these goals.
Prepares and manages the annual budget for the programs, projects and activities of the Local Business
CLASS TITLE: ADMINISTRATOR LOCAL BUSINESS DEVELOPMENT
Development Unit.
Seeks out, applies for and manages grants for the Local Business Development Unit.
Reviews and prepares and/or presents recommendations to the Board of Commissioners, County Executive
and public officials on local business development plans and programs for the purpose of determining or
implementing policy.
Assesses needs and economic conditions and prepares, coordinates and implements redevelopment
strategies for downtown, urban, suburban and commercial development areas in the county.
Coordinates and builds partnerships with local governments, tax capture authorities and non-profit
economic development organizations and prepares tailored work program and consulting services to meet
their identified needs.
Supervises staff in the development and implementation of the Main Street Oakland County downtown
revitalization program targeting historic downtowns, hamlets and heritage corridors.
Supervises staff in the development of housing, neighborhood, historic preservation plans, and local
heritage tourism programs and services.
Supervises staff in the development and implementation of programs and services for small businesses
including business recruitment, retention and training.
Coordinates with external organizations and resources to develop and promote seminars, small business
assistance centers, programs, and services to support local business development.
Acts as the liaison between the County and regional, state and national downtown revitalization and
economic development agencies and organizations.
Develops and maintains relationships with banks, foundations and other funding organizations for the
purpose of developing grant programs for small businesses and local economic development organizations.
Develops and maintains relationships with developers, businesses and property owners, advocates for
investing and in Oakland county and coordinates available business development resources and services.
Arranges and facilitates discussions between developers, local governments and local economic
development organizations on investment opportunities.
Monitors state and federal legislation impacting Oakland county and local communities in the area of local
economic development and reports to the county administration potential impacts and opportunities.
Makes recommendations and/or persuades and negotiates with personnel of other agencies, public officials,
other employees, and the public.
Participates as a lead presenter at conferences, workshops and other planning related activities.
Utilizes current Countywide and/or department specific software to complete assignments.
CLASS TITLE: ADMINISTRATOR LOCAL BUSINESS DEVELOPMENT

May be required to work an adjusted schedule involving evening hours and/or weekends to attend
municipal Boards and related project meetings or activities.

WORKING CONDITIONS
Work is performed in a typical office environment.
Participate in activities that require driving or being a passenger in an automobile or bus.
IMPORTANT NOTE: The primary purpose ofthisjob description is to set a fair and equitable salary rangefor
this job classification. Generally, only those key duties necessary for proper job evaluation and/or labor
market analysis have been included. Other duties and responsibilities will be assigned by the supervisor.
EXPERIENCE. TRAINING. KNOWLEDGE. SKILLS & ABILITIES
A. REQUIRED MINIMUM QUALIFICATIONS
1. Possess a Bachelor's Degree from an accredited college or university with a major in Urban
Planning, Architecture, Landscape Architecture, Historic Preservation, Community
Development, Business Administration, Public Administration, Economics or a related field.
NOTE: A Master's Degree in one of the fields listed above may be substituted for one (1) year of
the required work experience.
NOTE: Applicants possessing transcripts from a college or university outside of the United States
will be required to provide documentation of degree equivalency from a member of the
National Association of Credential Evaluation Services (httD://naces.ore/members.html).
The degree evaluation will be required for application processing.
2. Have at least five (5) years of full-time, progressively responsible work experience in city,
county or regional planning, private consulting planning, downtown development, real
estate development, economic development or other closely related professional
experience.
3. Possess a professional license, registration or certification from a recognized licensing
agency in downtown management, historic preservation planning, architectural history,

architecture, planning, economic development, real estate broker/salesperson, or closely
related profession.
4. Possess a valid United States motor vehicle operator's or chauffeur's license. Out of
Country driver's license holders will be required to obtain the appropriate valid State of
Michigan driver's license.
5. Pass the complete examination, including the employment medical, established for this
classification.
4. Successfully complete the six month probationary period.
B. ADDITIONAL DESIRABLE QUALIFICATIONS
1. Considerable knowledge of the principles and practices of economic development.
2. Considerable ability to establish and maintain effective working relationships with public
agencies, private organizations, County employees and officials and the general public.
3. Considerable ability to prepare and present reports, analysis and studies on a variety of
technical issues related to economic development.
4. Considerable knowledge of land use and infrastructure relationships and of the variables
which affect economic development.

GENERAL SUMMARY
Responsible for performing a variety of assignments involving legal secretarial criminal law, and clerical
support activities for a group of attorneys. Duties for a section chief or unit supervisor may be assigned.
Using a personal computer, prepares, completes, and performs final review of various legal forms. Takes
and transcribes legal and confidential dictation and pleadings to be used in court. Redacts video/audio/
paper discovery using various types of programs. Performs confidential secretarial duties, maintains, and
provides information requiring familiarity with departmental and legal proceedings to the public. Utilizes
current Countywide and/or department specific software to complete assignments.
SUPERVISION EXERCISED
Usually none, may provide direction to part-time or seasonal clerical personnel.
ESSENTIAL JOB FUNCTIONS
Is responsible for preparing, typing, and final clerical review of legal forms, documents, pleadings, reports,
and briefs ensuring that work is accurate and completed within the prescribed time frame.
Uploads pleadings to the Mifile trufiling system to Circuit Court, Michigan Court of Appeals and Michigan
Supreme Court.
Takes and transcribes verbatim dictation of a legal and/or confidential nature requiring familiarization with
specialized legal terminology, forms, and procedures.
Performs confidential secretarial and general clerical duties for attorneys within the section or division. May
serve as sole clerical support for a group of attorneys, with responsibility forfinal clerical review before work
leaves the office.
Maintains attorney case and correspondence files and provides activity and special report statistics.
Copies discovery to provide to opposing counsel including paper discovery, audio, and video materials.
Create legal documents such as subpoenas, jury instructions, protective orders, writs, etc.
CLASS TITLE: LEGAL SECRETARY PROSECUTING ATTORNEY
Redacts video/audio/ paper discovery using various types of programs.
Mails out discovery requests and accurately bills out for items.
Maintains attorney calendars of meetings, hearings, and activities. Uses own judgement and knowledge of
active cases to change attorney schedules in response to primarily phone requests.
Screens visitors by interviewing them to determine the nature of their problems. Schedules appointments,
takes messages, refers clients to proper parties, and maintains good public relations in representing the
department of section to the public.
Answers public inquiries covering the total operations of the department or section by providing general and
specific information that requires considerable familiarity with departmental and legal procedures.
Communicates and takes inquires from police agencies and the public courthouses.
Runs queries and reports to produce data for quarterly reports for submission to the state.
Maintains current active and inactive departmental files to ensure prompt availability to section attorneys.
Utilizes current Countywide and/or department specific software to complete assignments.

EXPERIENCE TRAINING. KNOWLEDGE. SKILLS & ABILITIES
A. REQUIRED MINIMUM QUALIFICATIONS
1. Be a high school graduate or have a certificate of successful completion of the General
Education Development Test.
2. Have had at least four (4) years of full-time clerical experience, at least one (1) year of
which included full-time legal secretary responsibility.
CLASS TITLE: LEGAL SECRETARY PROSECUTING ATTORNEY
NOTE: Course work at an accredited college, university, business, or commercial school in a
directly related area may be substituted on a year -for -year basis for up to two (2) years of
the required clerical experience. One year of classroom experience after admittance to law
school or a para-legal program may be substituted for the legal secretary experience.
3. Type 40 corrected words per minute.
4. Pass the complete examination, including the employment medical established for this
classification
5. Successfully complete the six month probationary period.
