Assesses needs and economic conditions and prepares, coordinates and implements redevelopment strategies for downtown, urban, suburban and commercial development areas in the county. Supervises staff in the development and implementation of the following programs: Main Street Oakland County downtown revitalization program, housing neighborhood, and historic preservation plans, local heritage tourism programs and services, and programs and services for small businesses including business recruitment, retention and training. Prepares and administers the Local Business Development Unit budget. Acts as the liaison between the County and regional, state and national downtown revitalization and economic development agencies and organizations. Monitors state and federal legislation impacting Oakland county and local communities in the area of local economic development and reports to the county administration potential impacts and opportunities. Reviews and prepares and/or presents recommendations to the Board of Commissioners, County Executive and public officials. Utilizes current Countywide and/or department specific software to complete assignments. SUPERVISION EXERCISED Functions as a supervisor over professional and technical employees. Instructs, assigns, reviews work, approves time off, appraises performance and recommends employees for increase or promotion. Effectively recommends on hiring, discipline and discharge. ESSENTIALIOB FUNCTIONS Manage, oversee and supervise the work of professional, technical and clerical staff in the Local Business Development program to ensure that Unit objectives and the opportunity for career advancement of each staff member are being met. Recommends annual project goals and objectives for the Local Business Development program and the methods used to accomplish these goals. Prepares and manages the annual budget for the programs, projects and activities of the Local Business CLASS TITLE: ADMINISTRATOR LOCAL BUSINESS DEVELOPMENT Development Unit. Seeks out, applies for and manages grants for the Local Business Development Unit. Reviews and prepares and/or presents recommendations to the Board of Commissioners, County Executive and public officials on local business development plans and programs for the purpose of determining or implementing policy. Assesses needs and economic conditions and prepares, coordinates and implements redevelopment strategies for downtown, urban, suburban and commercial development areas in the county. Coordinates and builds partnerships with local governments, tax capture authorities and non-profit economic development organizations and prepares tailored work program and consulting services to meet their identified needs. Supervises staff in the development and implementation of the Main Street Oakland County downtown revitalization program targeting historic downtowns, hamlets and heritage corridors. Supervises staff in the development of housing, neighborhood, historic preservation plans, and local heritage tourism programs and services. Supervises staff in the development and implementation of programs and services for small businesses including business recruitment, retention and training. Coordinates with external organizations and resources to develop and promote seminars, small business assistance centers, programs, and services to support local business development. Acts as the liaison between the County and regional, state and national downtown revitalization and economic development agencies and organizations. Develops and maintains relationships with banks, foundations and other funding organizations for the purpose of developing grant programs for small businesses and local economic development organizations. Develops and maintains relationships with developers, businesses and property owners, advocates for investing and in Oakland county and coordinates available business development resources and services. Arranges and facilitates discussions between developers, local governments and local economic development organizations on investment opportunities. Monitors state and federal legislation impacting Oakland county and local communities in the area of local economic development and reports to the county administration potential impacts and opportunities. Makes recommendations and/or persuades and negotiates with personnel of other agencies, public officials, other employees, and the public. Participates as a lead presenter at conferences, workshops and other planning related activities. Utilizes current Countywide and/or department specific software to complete assignments. CLASS TITLE: ADMINISTRATOR LOCAL BUSINESS DEVELOPMENT ADDITIONAL DUTIES & RESPONSIBLITIES May be required to work an adjusted schedule involving evening hours and/or weekends to attend municipal Boards and related project meetings or activities. NOTE: A Master's Degree in one of the fields listed above may be substituted for one (1) year of the required work experience. NOTE: Applicants possessing transcripts from a college or university outside of the United States will be required to provide documentation of degree equivalency from a member of the National Association of Credential Evaluation Services (httD://naces.ore/members.html). The degree evaluation will be required for application processing. 2. Have at least five (5) years of full-time, progressively responsible work experience in city, county or regional planning, private consulting planning, downtown development, real estate development, economic development or other closely related professional experience. 3. ESSENTIAL JOB FUNCTIONS Is responsible for preparing, typing, and final clerical review of legal forms, documents, pleadings, reports, and briefs ensuring that work is accurate and completed within the prescribed time frame. Uploads pleadings to the Mifile trufiling system to Circuit Court, Michigan Court of Appeals and Michigan Supreme Court. Takes and transcribes verbatim dictation of a legal and/or confidential nature requiring familiarization with specialized legal terminology, forms, and procedures. Performs confidential secretarial and general clerical duties for attorneys within the section or division. May serve as sole clerical support for a group of attorneys, with responsibility forfinal clerical review before work leaves the office. Maintains attorney case and correspondence files and provides activity and special report statistics. Copies discovery to provide to opposing counsel including paper discovery, audio, and video materials. Create legal documents such as subpoenas, jury instructions, protective orders, writs, etc. CLASS TITLE: LEGAL SECRETARY PROSECUTING ATTORNEY Redacts video/audio/ paper discovery using various types of programs. Mails out discovery requests and accurately bills out for items. Maintains attorney calendars of meetings, hearings, and activities. Uses own judgement and knowledge of active cases to change attorney schedules in response to primarily phone requests. Screens visitors by interviewing them to determine the nature of their problems. Schedules appointments, takes messages, refers clients to proper parties, and maintains good public relations in representing the department of section to the public. Answers public inquiries covering the total operations of the department or section by providing general and specific information that requires considerable familiarity with departmental and legal procedures. Communicates and takes inquires from police agencies and the public courthouses. Runs queries and reports to produce data for quarterly reports for submission to the state. Maintains current active and inactive departmental files to ensure prompt availability to section attorneys. Utilizes current Countywide and/or department specific software to complete assignments. Be a high school graduate or have a certificate of successful completion of the General Education Development Test. 2. Have had at least four (4) years of full-time clerical experience, at least one (1) year of which included full-time legal secretary responsibility. CLASS TITLE: LEGAL SECRETARY PROSECUTING ATTORNEY NOTE: Course work at an accredited college, university, business, or commercial school in a directly related area may be substituted on a year -for -year basis for up to two (2) years of the required clerical experience. One year of classroom experience after admittance to law school or a para-legal program may be substituted for the legal secretary experience. 3. Type 40 corrected words per minute. 4. Pass the complete examination, including the employment medical established for this classification 5. Successfully complete the six month probationary period. B. ADDITIONAL DESIRABLE QUALIFICATIONS 1. Considerable knowledge of and considerable experience in performing a wide variety of secretarial, stenographic and record -keeping activities. 2. Considerable skill in taking and transcribing verbatim dictation. 3. Considerable knowledge of specialized technical terminology relating to the legal profession. 4. Considerable ability and skill in compiling and abstracting departmental data in preparing special and annual reports. 5. Considerable ability and skill to recognize and correct departures from routine departmental practices and procedures. 6. Considerable ability and skill in initiating improvements in departmental practices and procedures. 7. Considerable knowledge of laws and procedures pertaining to the operations of the department. 8. Considerable knowledge of and ability to utilize current word processing, spreadsheet, database, e-mail and Internet software. 9.
