Call to Order:
Supervisor Rumball called the meeting to order at 7:00 p.m., followed by the Pledge of
Allegiance.
Roll Call:
Present: Blair, Broughton, DePalma, Marshall, Thurman, Unruh, and Rumball
Also in Attendance: BFD Fire Chief Kwapis, OCSD Lt. Glover, Sargent Hubble, Recreation
Director Waybrant, Citizen reporter Shelby Stewart, Faye Bindig - EBSC Coordinator, Greg
Normand OCTV, Greg Miller, Envision Payroll and three others.
Approval of Agenda:

Would like to thank everyone who helped with the Township float for the Christmas
parade. There was someone from each department there to help build and walk with the float
in the parade. It was a beautiful day and after the parade he moved the float to the Old Town
hall for movie night and played Christmas music from it.
Edna Burton Senior Center Report –
Faye Bindig provided a report on the EBSC. Faye attended the MASC (Michigan
Association of Senior Centers) Conference, she found it very informative and particularly the
topic of Dementia training for caregivers. She is planning to look into having training classes (no
charge) at the center beginning sometime in January. The Senior Center is slowing down right
now, a lot of the seniors are staying home because of the Covid numbers going up. Faye is also
hoping by next November to be certified as a Senior Center programmer and Senior Center
Director through classes and seminars offered at MASC.
CDBG Report- Clerk Blair made the report- in the packets there is a report from Oakland County
Community and Home Improvement Division showing Brandon Townships spending limit at
.61%. This is the lowest it has been in many years and it’s very good.
The Senior Center door project has been completed and just waiting on fina l paperwork to get
reimbursements.
Trustee Reports:
Thurman- Prayers and thoughts going to all affected by the tragic shootings at Oxford High
school. Oxford is strong and they will come through this. Thank you to the Christmas in the
Village, thank you to Fred and all the employees involved in the Township float, Thurman thinks
that’s the best float she can remember since working here.
Thurman also read and explained a couple policies, first from the Township manual regarding
trustees receiving board action documents before meetings and with ample time to review and
question. She also read one from the MTA red book regarding the same. She has had more
time to review somethings that were brought in late to the last meeting and regarding the
motion that was passed about who should be contacting the Township Attorney she would like
to make sure that along with the Supervisor, the Clerk, Treasurer and Fire Chief were still ok
with the present procedure. Trustee Thurman wished everyone a Merry Christmas.
Unruh- his thoughts and prayers go out to the Oxford Community. His family is very much part
of the Oxford Community. Thanked Lt. Glover for the comfort when he saw him at Meijer the
day of the shooting. Trustee Unruh voiced his concern for living victims.
Marshall- Thanked Fred and many who helped with Christmas in the Village. Trustee Marshall
stated that we live in a great community. He encourages people in the community to get out
and get to know people in our community.
DePalma: None of her committees meet this last month. Thank you to Fred and everyone who
helped with Christmas in the Village. Her family enjoyed the parade. Trustee DePalma’s heart

goes out to everyone in the Oxford Community. DePalma stated that part of Brandon Township
goes to Oxford. Oxford is like our community. She has confidence in our first responders and
thanked our Officers and Fire Department. She also thanked Meijer for all they did.
Treasurer Broughton’s Report: Would like to thank the officers & Fire Department, Thank you
Fred and Recreation Department and all the volunteers for the great parade. We have a great
community of volunteers. Dog tags have arrived, we will have 3-year tags now also available.
Taxes have been mailed and are beginning to get paid. Merry Christmas!

Supervisor Rumball- Would like to echo the sentiments of the previous board members, we
stand with the Oxford community.
Clerk Blair’s Report: Clerk Blair thanked everyone for attending the board meeting. Blair also
thanked Fred for all of his work on the Christmas parade, it was a fun family time.
Oakland County has completed the canvass of the November election and we are just waiting
on the state to complete its’ canvass. Thank you to everyone who helped out with the election.
One of the township employees has had an accident with a SMART Bus while driving for the
EBSC. This was not the first accident. We have let the employee go and will be bringing the
decision to the board at the next meeting.
Clerk Blair expressed that her heart is going out to the Oxford Community, she is thankful for
the quick response of the Oakland County Sheriffs Dept., Fire Department and all of the first
responders.
CORRESPONDENCE
CITIZEN’S COMMENTS
Fred Waybrant- Would like to advise the board on item J- CDBG funds, there is a great
opportunity to approve using some of the CDBG funds to build a Pickleball court on the old
skatepark pad. This is a sport that is great for children and seniors an d families. We could
possibly also use funds to repair fencing that is need of upgrading and the funds may also be
able to be used as matching funds for another possible grant.
David Wilson- Lakeview Dr., Would like to thank Fred for everything he does in the Recreation
Department and right now for the possible Pickleball Court. Wilson is a big advocate of
Pickleball and feels it would be a great opportunity for the whole community. Wilson also
offered to answer any questions the board may have about Pickleball.

CITIZENS’ COMMENTS - 3 minutes per person
Police Lt. Glover stated in light of the shooting that happened days ago in Oxford High School
and with the bond that was passed with Brandon Schools, he is asking the school to make the
School Liaison officer position a 5 days per week position. He has been talking with the school
administration and checking and filling any gaps that Brandon has in their response procedures.
Glover also commented that he feels that Brandon Schools does a good job with following the
suggested procedure to keep from having a similar situation.
Lt. Glover also gave some commentary on how proud he felt in the actions of the Oakland
County Sheriffs and the Brandon Twp. Fire fighters in their response to the shooting.
Fire Chief Dave Kwapis- Spoke in regards to the shooting on Dec. 10, he explained that our first
responders’ procedures are light years ahead of how they used to be trained, and working
together they are able to respond and make a much bigger impact.
Parks and Recreation Director- wanted to give credit to Chief Kwapis and the CERT team on
their reliability. He feels we are very fortunate to have the Police, Fire and other First
Responders that we have.
Senior Center Coordinator- Senior Christmas dinner, Sat. Dec. 11.
Board Comments: (3 minutes per person)
Thurman- our Police, Fire is very appreciated, Holiday policy needs to be amendment approved
at a meeting. Policies should be passed out after changes. Merry Christmas.
Unruh- ready to be in the new year- Merry Christmas Happy New Year. Thank you, Fred.
Marshall- Encouraging everyone to appreciate Police and Fire.
DePalma- Thank you again to first responders, greatly appreciated. Thoughts and prayer to our
friends In Oxford. Happy New Year and Merry Christmas
Blair- appreciation to our Police, Fire Department and First Responders- Happy New Year
