DEMOCRATIC CAUCUS MINUTES
March 24, 2022
Meeting called to order by Caucus Chairperson Kristen Nelson at 5:09 p.m. in the
Courthouse Committee Room A, 1200 N. Telegraph Road, Pontiac, Michigan.
Roll called.
COMMISSIONERS PRESENT: Cavell, Charles, Gershenson, Jackson, Luebs,
Markham, McGillivray, Miller, Nelson, Powell. (10)
EXCUSED ABSENCE WITH NOTICE: Woodward. (1)
Quorum present.
The following people addressed the Caucus during Public Comment #1. Kathryn Kennedy
and Sandra Carolan.
Moved by McGillivray seconded by Markham the minutes of the March 10, 2022 Caucus
be approved.
A sufficient majority having voted in favor, the minutes were approved.
The members of the Caucus discussed the Board Agenda.
Chairperson Kristen Nelson addressed the Caucus to say item 10 f. entitled: Board of
Commissioners – Resolution Declaring Oakland County’s Support, Respect and
Appreciation of Our Law Enforcement Officers, will be removed and placed on the
Regular Agenda as item 15 a.
Commissioner Markham addressed the Caucus regarding item 14 a. entitled:
Management and Budget – M&B Quarterly Report Fiscal Year 2022 First Quarter
Financial Forecast and Budget Amendments.

Chairperson Kristen Nelson addressed the Caucus to say Commissioners Karen Joliat
and Chairperson David Woodward brought forward amendments to item 10 f. entitled:
Board of Commissioners – Resolution Declaring Oakland County’s Support, Respect and
Appreciation of Our Law Enforcement Officers.
Discussion followed.
Commissioner Luebs addressed the Caucus regarding item 16 a. entitled Health &
Human Services – Neighborhood and Housing Development – Grant Acceptance with
the U.S. Department of Housing and Urban Development for the Program Year 2021
Home Investment Partnership – American Rescue Plan (HOME-OARP) Program –
Administrative and Planning Funds.
Discussion followed.
Commissioner Gershenson addressed the Caucus to announce she wil l introduce a
resolution for the use of supporting enhanced funding for childcare.
Commissioner McGillivray addressed the Caucus to announce the annual report for the
Oakland County Parks and Recreation Department will be online this year.
Commissioner Luebs addressed the Caucus to announce she will introduce a resolution
for $10 million ARP funds for the use of supporting school mental health services.
Barbara Winters, Senior Analyst, Board of Commissioners, addressed the Caucus to
announce Commissioner Adam Kochenderfer will introduce a resolution entitled: Board
of Commissioners – Declaring that the First Amendment Rights of Parents at School
Board Meetings Shall Not Be Infringed.
Commissioner Markham addressed the Caucus to announced she will introduce a
resolution to set aside $1 million to evaluate broadband services.

Commissioner Powell addressed the Caucus to thank the Oakland County Sheriff’s
Department for their aggressive investigation regarding the recent City of Pontiac
shooting. Commissioner Powell also stated the Pontiac community is coming together to
address these issues.

Commissioner Gershenson addressed the Caucus to thank Commissioner Angela Powell
for introducing the first Oakland County Women’s History Month Awards.

Commissioner McGillivray addressed the Caucus to announce he has invited local
historian Carol Egbo to give a presentation at the May 12, 2022 Board of Commissioners
meeting.
The following people addressed the Caucus during Public Comment #2. Sandra Carolan
and Kathryn Kennedy.
The Caucus adjourned at 7:22 p.m. until April 14, 2022, at 5:00 p.m.
