Telegraph Road, Pontiac, Michigan. Roll called. COMMISSIONERS PRESENT: Cavell, Charles, Gershenson, Jackson, Luebs, Markham, McGillivray, Miller, Nelson, Powell, Woodward. (11) EXCUSED ABSENCE WITH NOTICE: None. (0) Quorum present. The following people addressed the Caucus during Public Comment #1: Kathryn Kennedy, Sandra Carolan and Ross Barranco. Moved by Luebs seconded by Markham the minutes of the March 24, 2022 Caucus be approved. A sufficient majority having voted in favor, the minutes were approved. The members of the Caucus discussed the Board Agenda. Chairperson Kristen Nelson addressed the Caucus to introduce Erin Quetell, Environmental Sustainability Officer, who will be delivering a presentation tonight at the Board of Commissioners meeting. Chairperson Kristen Nelson addressed the Caucus regarding Legislative Affairs and Government Operations Committee Regular Agenda item a. entitled: Human Resources – Staffing Modification to Create Chief Employee and Labor Relations Officer Classification and Position. Discussion followed. Chairperson Kristen Nelson addressed the Caucus regarding Legislative Affairs and Government Operations Committee Regular Agenda item b. entitled: Human Resources – Adopting a Hybrid Work Policy. Democratic Caucus Minutes Continued. April 14, 2022 Discussion followed. Commissioner David Woodward addressed the Caucus to inform the Commissioners that he will be offering an amendment to the Hybrid Work Policy resolution that will require each department to submit a written implementation plan to the Human Resources Department. Discussion followed. Chairperson Kristen Nelson addressed the Caucus and stated that a new proposed miscellaneous resolution entitled: Human Resources – Collective Bargaining Agreement Fiscal Year 2022 Wage Reopener with the Oakland County Employees Union, Affiliated with the International Brotherhood of Electrical Workers Local 58, AFL -CIO (OCEU) will be added to the Regular Agenda as Legislative Affairs and Government Operations Committee, item d. Discussion followed. Commissioner William Miller III addressed the Caucus regarding Economic Development and Infrastructure Committee Regular Agenda item a. entitled: Economic Development – Resolution Business Forward Initiative. Discussion followed. Commissioner Penny Luebs addressed the Caucus regarding the three resolutions on the Regular Agenda under the Public Health and Safety Committee. She stated that the three resolutions set up the Oakland County Housing Trust Fund and Housing Security Initiative, and that all three resolutions passed by unanimous vote in committee. Discussion followed. Chairperson Kristen Nelson addressed the Caucus to inform the Commissioners that there will be four new proposed miscellaneous resolutions introduced at tonight’s Board of Commissioners meeting. Discussion followed. Chairperson Kristen Nelson addressed the Caucus and stated that she is planning a recognition night for Senior Adults and is creating the Outstanding Oakland County Older Adult Award. Discussion followed. Commissioner Angela Powell addressed the Caucus to inform the Commissioners that local non-profit Oakland Hope has requested the support of the Board of Commissioners. Democratic Caucus Minutes Continued. April 14, 2022 Commissioner Penny Luebs addressed the Caucus regarding a new proposed resolution that will be introduced by Commissioner Chuck Moss tonight entitled: Resolution Opposing the Imposition of Highland Park Water and Sewer Debt on Oakland County Communities. She stated that Commissioner Chuck Moss will be requesting Suspension of the Rules for Immediate Consideration. The Caucus recessed at 6:03 p.m. Chairperson Kristen Nelson addressed the Caucus to explain that she had inadvertently bypassed Public Comment #2 on the agenda and requested a roll call to reestablish a quorum in order to reconvene.
