Telegraph Road, Pontiac, Michigan. Roll called. COMMISSIONERS PRESENT: Cavell, Gershenson, Jackson, Luebs, Markham, McGillivray, Miller, Nelson, Powell, Woodward. (10) EXCUSED ABSENCE WITH NOTICE: Charles. (1) Quorum present. The following people addressed the Caucus during Public Comment #1: Kathryn Kennedy. Moved by Luebs seconded by Cavell the minutes of the April 14, 2022 Caucus be approved. A sufficient majority having voted in favor, the minutes were approved. The members of the Caucus discussed the Board Agenda. Chairperson Kristen Nelson addressed the Caucus to discuss the Consent Agenda. There were no discussions on the Consent Agenda. Commissioner William Miller III addressed the Caucus regarding Economic Development and Infrastructure Committee item 13 a. entitled: Road Improvement Fiscal Year 2022 Appropriation with the City of Farmington for Tri-Party Road Improvement Program – Project No. 56691 and Economic Development and Infrastructure Committee item 13 b. entitled: Resolution Appropriating American Rescue Plan Act – Local Fiscal Recovery Funds for Broadband Feasibility Study. Commissioner Marcia Gershenson addressed the Caucus regarding Legislative Affairs and Government Operations Committee item 15 a. entitled : Appointment to Jury Board. She informed the Commissioners that the Oakland County Circuit Court makes the recommendations for Jury Board appointments. Further discussion will follow during the next meeting of the Legislative Affairs and Governmental Operations. Discussion followed. Democratic Caucus Minutes Continued. May 12, 2022 Commissioner Penny Luebs addressed the Caucus to inform that the Public Health and Safety Committee will be adding 15 items to the Consent Agenda regarding Sheriff’s Office training and interlocal agreements for marine patrol during the 2022 season. Chairperson Kristen Nelson addressed the Caucus and stated that an item regarding Cass Lake marine patrol that was previously discussed during the Public Health and Safety Committee was removed from the agenda as it was incomplete. Discussion followed. Commissioner Charles Cavell addressed the Caucus regarding the training of Law Enforcement officers in Oakland County. Discussion followed. Gaia Piir, Fiscal Officer, Oakland County Sheriff’s Office addressed the Caucus regarding Oakland County Sheriff’s Office training procedures. Discussion followed. Commissioner Gwen Markham addressed the Caucus and stated that Orchard Lake St. Mary’s Prep has cancelled their annua l Polish Country Fair for the 2022 Memorial Day Weekend due to security and safety concerns. Discussion followed. Commissioner William Miller III addressed the Caucus to inform the Commissioners he will be introducing a new proposed resolution tonight entitled: Resolution Creating Special Committee to Study Road Commission Operations Options. Commissioner Penny Luebs addressed the Caucus to inform the Commissioners she will be introducing a new proposed resolution tonight entitled: Board of Commissioners - Sponsoring the 2022 Clawson Fourth of July Festival. Discussion followed. Michael Keys, Fiscal Policy Analyst, Oakland County Board of Commissioners addressed the Caucus to clarify special event sponsorship procedures. Discussion followed. Chairperson Kristen Nelson addressed the Caucus regarding a new proposed resolution that will be introduced tonight by Commissioner Karen Joliat entitled: Appropriation of American Rescue Plan Act – Local Fiscal Recovery Funds for the Local Township Road Improvement Matching Grant Program for Subdivision Road Repaving Projects. Democratic Caucus Minutes Continued. May 12, 2022 Chairperson Kristen Nelson addressed the Caucus and stated that the Oakland County Board of Commissioners has received three awards from the National Association of Counties (NACo). The programs are as follows: The 2021 Oakland Together School Nurse Initiative, the Blueprint for Successful Aging and the Board of Commissioners Digital Meeting Resources and Technology Update Projects. The following people addressed the Caucus during Public Comment #2: Kathryn Kennedy, Ross Barranco and Tasha Schurgin.
