IN RE: Fiscal Year 2022 Appropriation with the Charter Township of
Bloomfield for Tri-Party Road Improvement Program – Project No. 55011
WHEREAS since the 1970s, the Oakland County Board of Commissioners has
authorized the Tri-Party Road Improvement Program to assist Oakland
County’s cities, villages and townships (CVTs) with the construction,
maintenance and repair of roads under the supervision, direction and control of
the Road Commission for Oakland County (RCOC); and
WHEREAS on September 29, 2021, the Oakland County Board of
Commissioners approved Miscellaneous Resolution #21378 which appropriated
$2,000,000 for the FY 2022 Tri-Party Road Improvement Program allocation for
projects managed by the RCOC; and
WHEREAS the Charter Township of Bloomfield, along with the RCOC, has
identified a project and said project is ready to be undertaken immediately; and
WHEREAS the project meets the terms and conditions of the Tri-Party Road
Improvement Program and the local cost participation agreement; and
WHEREAS in the event the FY 2023 Tri-Party Program Funds are not
available, the COMMUNITY shall be responsible for their one-third (1/3) share
as well as the COUNTY’S one-third (1/3) share.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners hereby approves the project submitted by the Charter Township
of Bloomfield and authorizes the transfer of Tri-Party Road Improvement
Program funds in the amount of $25,988 from Non-Departmental Transfers
appropriation (9090101).
BE IT FURTHER RESOLVED additional project costs, not greater than 15%
from the original agreement, which are consistent with the project as originally
approved, will be paid when invoiced and appropriated in the quarterly forecast
resolution.
BE IT FURTHER RESOLVED that additional project costs exceeding 15% of
the original agreement will require a separate resolution.
BE IT FURTHER RESOLVED that the Oakland County Clerk is requested to
forward copies of this resolution to the Road Commission for Oakland County,
Oakland County Fiscal Services, and the Charter Township of Bloomfield.
BE IT FURTHER RESOLVED that the FY 2022 budget shall be amended as
described in the attached Schedule A – Budget Amendment.

WHEREAS the Village of Leonard has a stormwater drainage and catch basin
system which it currently maintains; and
WHEREAS the Village of Leonard desires to engage the County of Oakland to
maintain its stormwater drainage and catch basin system on a revenue-neutral
basis pursuant to the terms of a maintenance agreement; and
WHEREAS Oakland County, by and through the office of the Water Resources
Commissioner, has qualified personnel capable of providing such maintenance
services; and
WHEREAS the County’s cost and overhead incurred for the services performed
shall be compensated from the revenues of the system; and
WHEREAS the County will assist the Village in the maintenance of the system
on a revenue-neutral basis and the County’s General Fund will not be charged
with or be liable for the cost of maintaining, repairing, replacing, or administering
the system; and
WHEREAS the agreement shall be effective for an initial term of ten (10) years
with a ten (10) year renewal option; and
WHEREAS the agreement includes a termination notice of ninety (90) days for
any reason and without penalty; and
WHEREAS the terms of an agreement for the operation and maintenance of the
Village of Leonard stormwater drainage and catch basin system by Oakland
County through the office of the Water Resources Commissioner have been
negotiated, set forth in writing, and approved by resolution of the Village of
Leonard’s Council on April 11, 2022.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of

Funds for the Clinton River Trail Safety & Maintenance Improvement
Project
WHEREAS throughout Oakland County the COVID-19 pandemic has had a
detrimental effect upon the economy and health of our residents and it is
incumbent upon our government to leverage available resources; and
WHEREAS the United States Treasury allocated Oakland County $244,270.949
of Local Fiscal Recovery Funds (LFRF) established under the American Rescue
Plan Act of 2021 (ARPA); and
WHEREAS under the guidance of the U.S. Department of Treasury’s Final Rule
for Coronavirus State and Local Fiscal Recovery Funds, the County may use
these funds at their discretion to support eligible investments in public health
expenditures, address negative economic impacts caused by the public health
emergency; replace lost public sector revenue; provide premium pay for
essential workers; and invest in water, sewer, and broadband infrastructure;
and
WHEREAS the Oakland County Department of Economic Development, City of
Pontiac, City of Sylvan Lake, and Friends of the Clinton River Trail have been
working collaboratively to document critical maintenance needs and conduct
preliminary engineering to identify and design the improvements necessary to
bring the Clinton River Trail up to current standards and would like to request
$120,000 be appropriated for work to be done by the City of Pontiac, in
accordance with the attached proposed Interlocal Agreement, as part of the
Clinton River Trail Safety & Maintenance Improvement project to make
essential safety improvements and accessibility renovations; and
WHEREAS the project will transform this popular linear park and address social
determinants of health, reduce social isolation, link to neighboring communities
and promote active and healthy lifestyles for people of all ages and abilities; and
WHEREAS the COVID-19 pandemic has brought to light how important it is to
have quality non-motorized trails and public parks that encourage a livable and
healthy community. Investments made to this critical infrastructure may be
responsive to the needs of disproportionately impacted communities and
provides a place for residents to enrich both mental and physical wellbeing,
reduce social isolation in a responsible way, and improve their access to nature.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners authorizes an appropriation in the amount of $120,000 from
American Rescue Plan Act – Local Fiscal Recovery Funds for the Clinton River
Trail Safety & Maintenance Improvement Project in partnership with the City of
Pontiac.
BE IT FURTHER RESOLVED that the City of Pontiac shall be responsible for
the administration of all contractual arrangements necessary to complete the
project including oversight of contracted work, inspections, enforcement,
resolution of any disputes with contractors and payment to contractors for work
that has been completed and approved in conformance with federal, state, and
local legal requirements, Oakland County policies and procedures, and
Department of Treasury guidelines for the eligible expenditure of the American
Rescue Plan Act and submittal of quarterly reports as required by the interlocal
agreement.
BE IT FURTHER RESOLVED that the Oakland County Board of
Commissioners hereby approves the Interlocal Agreement between Oakland
County and the Public Body (Attachment A).
BE IT FURTHER RESOLVED that upon receipt of the final executed agreement
from the designated agent or governing body of the City of Pontiac, the Oakland
County Board of Commissioners authorizes its Chairperson to execute and
enter into this Interlocal Agreement on behalf of the County of Oakland.
BE IT FURTHER RESOLVED the Department of Economic Development shall
submit quarterly reports to the Board of Commissioners detailing progress,
completion of deliverables, scope, accounting of expenses, and any other
relevant information associated with the Project.
BE IT FURTHER RESOLVED that approval of American Rescue Plan Act
funds for programs and services by Oakland County shall not obligate a
commitment of the General Fund unless authorized by action of the Board of

Improvement project will need to be expended no later than December 31,

WHEREAS the Department of Information Technology has determined the
Second Quarter 2022 development charges to be $1,134,299.44 for the
General Fund/General Purpose County departments; and
WHEREAS direct charges to Special Revenue and Proprietary fund
departments are $1,519,118.07 and non-county agencies are $4,704.25 for the
Second Quarter 2022; and
WHEREAS an appropriation transfer to General Fund/General Purpose County
departments is needed to fund these development charges.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners has reviewed the Second Quarter 2022 Development Report
and approves the Second Quarter appropriation transfer as specified on the

WHEREAS a tax levy to support parks and recreation activities was approved
by the Oakland County voters on November 3, 2020 and is modified consistent
with Michigan Law (MCL 211.34D(26)), the “Headlee Amendment”; and
WHEREAS 0.3431 mills is the maximum allowable tax rate after applying the
“Headlee” millage reduction fraction of 0.9889 to the 2021 millage rate of
0.3470; and
WHEREAS the 0.3431 millage rate is estimated to generate $23,872,723 to
support Oakland County Parks and Recreation Commission activities.
NOW THEREFORE BE IT RESOLVED that each Supervisor of the various
townships and Assessing Officers of the several cities of Oakland County are
authorized and directed to spread on their respective township or city tax rolls
for the year 2022 December Levy, a tax rate of 0.3431 mills for Oakland County
Parks and Recreation activities, to be applied to the 2022 Taxable Value of all
property located within their respective jurisdictions.
BE IT FURTHER RESOLVED that the Oakland County Board of
Commissioners does authorize execution of the Michigan Department of
Treasury form L-4029 – 2022 Tax Rate Request by signature of the
Chairperson of the Board of Commissioners.
BE IT FURTHER RESOLVED that the December 2022 levy impacts Fiscal
Year (FY) 2023 and the estimated revenue of $23,395,269 will be reflected in
the FY 2023 – FY 2025 budget.

WHEREAS a tax levy to support the Oakland County Operating activities was
approved by the Oakland County voters on August 8, 1978 and is consistent
with Michigan Law (MCL 211.34D(26)), the “Headlee Amendment”; and
WHEREAS the 3.9686 mills tax rate is the maximum allowable tax rate for 2022
after applying the “Headlee” millage reduction fraction of 0.9889 to the 2021
maximum allowable millage rate of 4.0132; and
WHEREAS this resolution is required to adjust the tax rate to the maximum
allowable rate of 3.9686 millage rate; and
WHEREAS after taking into account tax increment financing offsets, the 3.9686
millage rate is estimated to generate approximately $276,133,166 for fiscal year
2022 to support Oakland County Operating activities; and
WHEREAS while the overall millage rate is reduced from the estimated 3.9880
rate authorized with MR #21378 to the maximum allowable millage rate of
3.9686 for the 2022 tax levy, the overall 2022 taxable value increase of 6.46%
will generate an additional $4,382,377 when comparing to the FY 2022 budget
that included a 4.25% taxable value change.
NOW THEREFORE BE IT RESOLVED that each Supervisor of the various

WHEREAS Law Day, held annually on May 1st, is a national day set aside to

freedoms that all Americans share; and
WHEREAS in 1958, President Dwight D. Eisenhower established Law Day as a
day of national dedication to the principles of government under law; and
WHEREAS in 1961, Congress designated May 1st as the official date for
celebrating Law Day; and
WHEREAS this program continues today and has grown to many countries
around the globe; and
WHEREAS every year since 1969, the American Bar Association assigns a
theme to Law Day; and
WHEREAS this year’s theme is “Toward a More Perfect Union: The
Constitution in Times of Change”; and
WHEREAS the American Bar President, Reginald M. Turner reminds us that
the Constitution is a dynamic document, as it not only outlines a blueprint for
government, but also delegates power, articulates rights, and offers
mechanisms for change; and
WHEREAS legislation, court rulings, amendments, lawyers, and “we the
people” have built upon those original words across generations to attempt to
make the “more perfect Union” more real.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners designates May 1, 2022, as Law Day in Oakland County and
encourages local bar associations, courts, schools, youth groups, and
community organizations to provide an opportunity for citizens to understand

May 12th is the birthday of Florence Nightingale, the founder of modern nursing;
and
WHEREAS National Nurses Week is a time of year to reflect on the important
contributions that nurses make to provide safe, high-quality health care; and
WHEREAS nurses are known to be patient advocates, acting fearlessly to
protect the lives of those under their care; and
WHEREAS nurses represent the largest segment of the health care workforce,
with an estimated population of 3,900,000 registered nurses in the United
States; and
WHEREAS nurses are leading in the delivery of quality care in a transformed
health care system that improves patient outcomes and safety; and
WHEREAS the Institute of Medicine’s Future of Nursing report has called for
the nursing profession to meet the call for leadership in a team-based delivery
model; and
WHEREAS nurses consistently deliver high-quality care with positive patient
outcomes when they are allowed to work to the full extent of their education and
training; and
WHEREAS when nurse staffing levels increase, the risk of patient
complications and length of hospital stays decrease, resulting in cost savings;
and
WHEREAS nurses are experienced researchers, and their work encompasses
a wide scope of scientific inquiry including clinical research, health systems and
outcomes research, and nursing education research; and
WHEREAS nurses provide culturally and ethnically competent care and are
educated to be sensitive to regional and community customs of persons
needing care; and
WHEREAS nurses are well-positioned to provide leadership to eliminate health
care disparities that exist in the Nation; and
WHEREAS nurses are the cornerstone of the public health infrastructure,
promoting healthy lifestyles and educating communities on disease prevention
and health promotion; and
WHEREAS nurses are strong allies to Congress as they help inform, educate,
and work closely with legislators to improve the education, retention,
recruitment, and practice of all nurses and, more importantly, the health and
safety of the patients they care for; and
WHEREAS nurses have been voted as the Nation’s most honest and ethical

Michigan and nearly half of Asians in the tri-county area; and
WHEREAS the City of Troy is home to the largest number of Asians in the
region, comprising almost 25.59% of the total population; and

overall total; and

WHEREAS the history of kites dates back to ancient Asia with the earliest
known depiction being dated from 9500–9000 years B.C.; and
WHEREAS the 13th Annual International Lyon Township Kite Festival
celebrates this history with free kites for attendees, kite decorating for children,
and demonstrations by world renowned professional kite flyers; and
WHEREAS the International Kite Festival, held at the James F. Atchison
Memorial Park atop a majestic hill in New Hudson (Lyon Township) on June 4
and 5, 2022, provides a safe, outdoor and COVID-friendly event that is free to
the public and includes activities for all ages; and
WHEREAS more than 1,000 free kites will be provided to kids along with kite
decorating and flying, kids' entertainment, games and crafts, and music and
other live entertainment will be provided; and
WHEREAS attendees can see spectacular displays of unique kites with groups
of professional kite flyers perform choreographed routines all day through the
whole festival; and
WHEREAS spending time outdoors has a positive impact on mental health by
reducing symptoms of anxiety and depression and improving attention, lowering
stress, and creating better moods; and
WHEREAS the International Kite Festival is also a way for the community to
learn about and interact with local nonprofits, connecting causes with donors
and people with services; and
WHEREAS the International Kite Festival is Oakland County's biggest kite-flying
event is organized by the nonprofit Lyon Events Organization (LEO) and brings
in professional kite flyers from all over the world; and
WHEREAS one-time funding of $5,000 is available from the non-departmental
transfers General Fund Special Projects expenditure line item and will be re-
appropriated within the Board of Commissioners General Fund Special Projects
expenditure line item budget for the sponsorship of the 13th Annual Lyon
Township Kite Festival.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners authorizes sponsoring the 13th Annual International Lyon
Township Kite Festival in the amount of $5,000.

WHEREAS the Oakland County Health Division has received Amendment #1 to
the Nurse Education, Practice, Quality and Retention-Registered Nurses in
Primary Care Grant sub-award from Wayne State University (WSU) to reflect
additional funding to perform the scope of work objectives; and
WHEREAS Amendment #1 increases funding from $75,265 to $99,122.50; an
increase of $23,857.50 and revises the subaward terms to include changes
required by the implementation of 2 CFR 200 Uniform Administrative
Requirements, Cost Principles, and Audit Requirements for Federal Awards;
and
WHEREAS the increase will provide additional funding for salaries and fringe
benefits of Public Health Nurses who serve on the RN preceptor team, technical
maintenance and conferences for the period July 1, 2021 through June 30,
2022; and
WHEREAS no additional personnel are being requested; and
WHEREAS the grant award has completed the Grant Review Process in
accordance with the Grants Policy approved by the Board at their January 21,
2021 meeting.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners hereby accepts Amendment #1 to the Nurse, Education,
Practice, Quality and Retention – Registered Nurses in Primary Care grant sub-
award through Wayne State University in the amount of $23,857.50 for the
period of July 1, 2021 through June 30, 2022.
BE IT FURTHER RESOLVED that the Chairperson of the Board of
Commissioners is authorized to execute the grant agreement and to approve
the grant extensions or changes within fifteen percent (15%) of the original
award, which are consistent with the original agreement as approved.
BE IT FURTHER RESOLVED that acceptance of this grant does not obligate
the County to any future commitment and continuation of the grant program is
contingent upon future levels of grant funding.
BE IT FURTHER RESOLVED the FY 2022 budget shall be amended per the

WHEREAS the total amount of funding requested in the application is
$2,022,553 for the grant period from October 1, 2022, through September 30,
2023; and
WHEREAS the grant application seeks funding for thirteen (13) full-time eligible
(FTE) positions #07425, 07426, 07429, 07432, 07433, 09243, 09247, 09291,
09295, 09648, 09649,11772, 15496 and (1) part-time non-eligible (PTNE)
position 12230 within the Community Corrections Division; and
WHEREAS the grant application also seeks partial funding for two (2) positions
07834 and 09396 within the Community Corrections Division, whereby the State
will fund 50% of the costs for these two (2) positions, and the County will match
the remaining 50%; and
WHEREAS the continued decline of the jail population has impacted utilization
of jail programming, which no longer supports three full-time equivalent (FTE)
positions under the Sheriff’s Office – Correction Services Division; and
WHEREAS the grant application seeks funding for two (2) FTE positions
#07418, and 07419 within the Sheriff’s Office – Correction Services Division;
and
WHEREAS position #07420 within the Sheriff’s Office – Correction Services
Division will be contingent upon the total award at the time of grant acceptance;
and
WHEREAS any programs created through these funds become part of the
County’s Comprehensive Community Corrections Plan; and
WHEREAS the grant application and the County’s Comprehensive Community
Corrections Plan have completed the Grant Review Process in accordance with the
Grants Policy approved by the Board at their January 21, 2021 meeting; and
WHEREAS PA 511 of 1988 requires that the “County Board or Boards of
Commissioners of the County shall approve the proposed comprehensive plan
prepared by their advisory board.”
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the submission of the Oakland County Community
Corrections Advisory Board’s application to the Michigan Department of
Corrections (MDOC) requesting funding in the total of $2,022,553 for the grant
period of October 1, 2022, through September 30, 2023.
BE IT FURTHER RESOLVED that the grant application will continue to fund

Enforcement Crime Gun Intelligence Center (CGIC) Integration Initiative
WHEREAS the Oakland County Sheriff’s Office (OCSO) is applying for Fiscal
Year (FY) 2022 Local Law Enforcement Crime Gun Intelligence Center (CGIC)
Integration Initiative Grant funding in the amount of $691,247.47 from the U.S.
Department of Justice, Office of Justice Programs, Bureau of Justice
Assistance; and
WHEREAS the grant period is October 1, 2022 through September 30, 2025;
and
WHEREAS the OCSO, in collaboration with the Oakland County Prosecuting
Attorney (OCPA) and the Bureau of Alcohol, Tobacco, Firearms (ATF), is
requesting grant funding to form a CGIC to address the firearm-related violent
crime that has precipitously increased within the City of Pontiac over the last
few years; and
WHEREAS grant funding will provide the capacity for Oakland County to work
with the local ATF partners to utilize intelligence, technology, and community
engagement to swiftly identify unlawfully used firearms and their sources, and
effectively prosecute perpetrators engaged in violent crime; and
WHEREAS a CGIC is an interagency collaboration focused on the timely
collection, management, and analysis of gun crime evidence, such as shell
casings and semiautomatic handguns, using the National Integrated Ballistics
Information Network (NIBIN) and the Electronic Tracing System (eTrace). The
CGIC process occurs in real time to identify serial shooters, disrupt criminal
activity, and prevent future gun violence; and
WHEREAS the primary goal of a CGIC is to develop leads that will identify
armed violent offenders for investigation and prosecution. Other outcomes
include the identification of gun crime sources, efficient resource allocation,
providing decision makers with the most accurate gun crime data available, and
increased public safety; and
WHEREAS the grant application requests funding for one (1) special revenue
full-time (SR FTE) Deputy II in the Sheriff’s Office that would be assigned solely
to firearm-related crimes in Pontiac; and
WHEREAS the grant application also requests funding for one (1) SR FTE
Paralegal in the Prosecutor’s Office that will assist the Prosecuting Attorney with
tracking and prioritizing CGIC cases, assist with the formation of a Crime Gun
Intelligence Center (CGIC), coordinate with all other representatives/agencies,
schedule all CGIC meetings and be responsible for gathering the necessary
information to report the performance measure data; and
WHEREAS the grant application has completed the Grant Review Process in
accordance with the Grants Policy approved by the Board at their January 21,
2021 meeting.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the submission of the grant application to the U.S.

WHEREAS The Office of National Drug Control Policy has designated
Southeastern Michigan as a High Intensity Drug Trafficking Area (HIDTA); and
WHEREAS HIDTA has authorized $35,000 in funding to the Oakland County
Sheriff’s Office for the time period from January 1, 2022 through December 31,
2022; and
WHEREAS the grant will continue funding for two (2) GF/GP PTNE Forensic
Laboratory Technician positions who provide support in testing firearms, entering
fired cartridge cases into the Integrated Ballistics Identification System (IBIS)
and completing lab reports of their findings; and
WHEREAS the technicians' work has resulted in faster casework turn-around
times and a substantial reduction of the unit’s backlog; and
WHEREAS the grant award has completed the Grant Review Process in
accordance with the Grants Policy approved by the Board at their January 21,
2021 meeting.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the Michigan High Intensity Drug Trafficking Areas
Grant funding from the State of Michigan in the amount of $35,000 for the time

Program and the Jail Alliance with Support (JAWS) Program to extend for an
additional six (6) month period to cover services from April 1, 2022 through

(#4030301 – 06577) to offer mental health services to inmates having serious

JAWS program for April 1, 2022 through September 30, 2022; and
WHEREAS the not to exceed amount for the FTE Inmate Caseworker position

WHEREAS it is policy of the Oakland County Board of Commissioners to permit
the Sheriff’s Office to enter into agreements with local units of government for
the purpose of providing Sheriff patrol services; and
WHEREAS Miscellaneous Resolution #21-514 adopted December 9, 2021,
established the standard law enforcement services overtime rates for the period
January 1, 2022 through December 31, 2024; and
WHEREAS the City of Wixom has requested that the Oakland County Sheriff
provide patrol services to the citizens of the City for special events within the
City; and
WHEREAS the City of Wixom has requested an agreement for special events
on an overtime basis for regular deputies beginning on June 1, 2022 and
continuing until the current agreement expires or is terminated; and
WHEREAS the Sheriff has agreed to provide services to the City of Wixom for
special events at overtime rates established by the Board of Commissioners;
and
WHEREAS this agreement has been through the Board of Commissioners
review process.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the attached agreement with the City of Wixom for
special events at overtime rates established by this Board.
BE IT FURTHER RESOLVED that the Oakland County Board of

WHEREAS it is policy of the Oakland County Board of Commissioners to permit
the Sheriff’s Office to enter into agreements with local units of government for
the purpose of providing Sheriff patrol services; and
WHEREAS the Paint Creek Trailways Commission has requested an
agreement between the County and Paint Creek Trailways for Law Enforcement
Patrol Services for the 2022-2024 seasons; and
WHEREAS the Sheriff's Office, in conjunction with the Paint Creek Trailways, is
proposing services per the attached agreement and rates for part-time non-
eligible (PTNE) Mounted Deputies and PTNE Court Park (Bike Patrol) Deputies;
and
WHEREAS the proposed agreement will result in revenue of approximately
$10,648 in FY 2022, $10,860 in FY 2023 and $11,076 in FY 2024 which is
included in the existing adopted budget; and
WHEREAS this agreement has been through the Board of Commissioner
review process.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the attached agreement and rates for Law
Enforcement Services with the Paint Creek Trailways Commission.
BE IT FURTHER RESOLVED that the Oakland County Board of
Commissioners authorizes the Chairperson of the Board to sign the agreement.
BE IT FURTHER RESOLVED to delete two (2) Emergency Salaries GF/GP
part-time non-eligible (PTNE) 300 hours per year Mounted Deputy positions
(#4030616-13096, and 13097) and two (2) Emergency Salaries GF/GP PTNE
200 hours per year Mounted Deputy position (#4030616-13087 and 13088) in
the Sheriff’s Office/Patrol Services/Contracted Patrol-Parks Unit.
BE IT FURTHER RESOLVED to create four (4) GF/GP PTNE 100 hours per
year Mounted Deputy positions in the Sheriff’s Office/Patrol
Services/Contracted Patrol-Parks Unit (#4030616) and contingent upon renewal
of this agreement.
BE IT FURTHER RESOLVED that this agreement is effective June 1, 2022
through November 30, 2024.
BE IT FURTHER RESOLVED that the FY 2022 – FY 2024 budgets are
amended as reflected in the attached Schedule A budget amendment

IN RE: Adding New Positions to Assist in Continuing Countywide Active
Assailant Incident Training Two-Year Pilot Program
WHEREAS after the tragic events of November 30, 2021, at Oxford High
School, the Oakland County Sheriff’s Office (OCSO) has witnessed a
substantial increase in active assailant threats in our Oakland County
community; and
WHEREAS the OCSO has received numerous requests from public schools,
public school academies, houses of worship, and private businesses for the
integration of a specialized countywide active assailant incident training
program to address the ongoing threats and any future active assailant
incidents in Oakland County; and
WHEREAS the OCSO has analyzed its training capability, community needs, and
is requesting to create three (3) full-time eligible (FTE) Deputy II positions in the
Sheriff’s Office, Emergency Response and Preparedness Division, Patrol
Investigator unit, to accommodate current and future training requests; and
WHEREAS two (2) positions would be assigned to the Emergency Response
and Preparedness Division to provide progressive informed instruction on active
assailant incident training (i.e., ALICE, Run/Hide/Fight, AVERT, etc.); and
WHEREAS one (1) position would be assigned to Emergency Response and
Preparedness to analyze and support countywide school resource officer needs
for all police agencies in the County, including school safety plan reviews,
coordination of responses to ongoing school threats and to be used as part of
critical incident debriefing, integration into future Countywide active assailant
training and any other future major school incidents in Oakland County; and
WHEREAS the estimated cost to create the above positions for FY 2022 - FY
2024 will be calculated by the Management and Budget Department and will be
included in the next quarterly forecast. Funding for the creation of the positions
is available from the General Fund Assigned Fund Balance, Strategic
Investment Plan Assigned Fund Balance #383554. In addition, funding from the
Sheriff's Office Law Enforcement Enhancement Fund is available to purchase
the required cell phones, laptops and vehicles.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners supports adding new positions to assist in continuing the
countywide active assailant incident training two-year pilot program.
BE IT FURTHER RESOLVED that the Board of Commissioners authorizes the
one-time appropriation to create three (3) GF/GP full-time eligible Deputy II
positions in the Sheriff’s Office, Emergency Response and Preparedness
Division (#4030501) for the first year of the pilot program.
BE IT FURTHER RESOLVED that the Board of Commissioners authorizes a
one-time appropriation from the Sheriff's Office Law Enforcement Enhancement
Fund to purchase the equipment needed (cell phones, laptops, and vehicles).
BE IT FURTHER RESOLVED that the Oakland County Sheriff's Office shall
submit a report every six (6) months to the Public Health & Safety Committee
detailing all training administered. The report, at a minimum, shall include the
type of training, date of training, and number of participants in the training.
BE IT FURTHER RESOLVED that a separate resolution will be issued to
appropriate the second year funding based on the Pilot Program evaluation by
the Public Health & Safety Committee after the first report is submitted for a
review.
BE IT FURTHER RESOLVED that the FY 2022 – FY 2024 budget as amended
will be included in the next quarterly forecast.

WHEREAS the Oakland County Board of Commissioners and the Oakland
County Sheriff’s Office, in partnership, are committed to the safety of its
residents; and
WHEREAS cases involving ongoing social media threats have increased
significantly; these cases are time-consuming and labor-intensive because
computer crimes are one of the fastest growing crimes in the nation; and
WHEREAS to address the need to prepare, document and investigate the
computer-related evidence specific to these types of threats, the Oakland
County Sheriff’s Office is requesting to create one (1) Deputy II position within
the Computer Crimes Unit, Investigative and Forensic Services Division
(#4030901); and
WHEREAS the estimated cost for the creation of the above position for FY
2022 - 2024 will be included in the next quarterly forecast as well as funding for
cell phones, laptops and vehicles; and
WHEREAS the financial impact for FY 2022 - 2024 will be determined by the
Management and Budget Department and will be included in the next quarterly
forecast.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners authorizes the creation of one (1) FTE GF/GP Deputy II position
within the Computer Crimes Unit in the Sheriff’s Office, Investigative and
Forensic Services Division (#4030901).
BE IT FURTHER RESOLVED that the following position will be deleted within
the Oakland County Sheriff's Office to offset the cost of the newly created
position and the Human Resources Department will provide appropriate
documents.

IN RE: Fiscal Year 2022 Appropriation with the City of Farmington for Tri-
Party Road Improvement Program – Project No. 56691
WHEREAS since the 1970s, the Oakland County Board of Commissioners has
authorized the Tri-Party Road Improvement Program to assist Oakland
County’s cities, villages and townships (CVTs) with the construction,
maintenance and repair of roads under the supervision, direction and control of
the Road Commission for Oakland County (RCOC); and
WHEREAS on September 29, 2021, the Oakland County Board of
Commissioners approved Miscellaneous Resolution #21378 which appropriated
$2,000,000 for the FY 2022 Tri-Party Road Improvement Program allocation for
projects managed by the RCOC; and
WHEREAS the City of Farmington, along with the RCOC, has identified a
project and said project is ready to be undertaken immediately; and
WHEREAS the project meets the terms and conditions of the Tri-Party Road
Improvement Program and the local cost participation agreement; and
WHEREAS in the event the FY 2023 Tri-Party Program Funds are not
available, the COMMUNITY shall be responsible for their one-third (1/3) share
as well as the COUNTY’S one-third (1/3) share.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners hereby approves the project submitted by the City of
Farmington and authorizes the transfer of Tri-Party Road Improvement Program
funds in the amount of $60,978 from Non-Departmental Transfers appropriation
(9090101).
BE IT FURTHER RESOLVED additional project costs, not greater than 15%
from the original agreement, which are consistent with the project as originally
approved, will be paid when invoiced and appropriated in the quarterly forecast
resolution.
BE IT FURTHER RESOLVED that additional project costs exceeding 15% of
the original agreement will require a separate resolution.
BE IT FURTHER RESOLVED that the Oakland County Clerk is requested to
forward copies of this resolution to the Road Commission for Oakland County,
Oakland County Fiscal Services, and the City of Farmington.

WHEREAS Broadband or "fast internet" is critical infrastructure for the 21st
century. It has become an essential tool for most elements of everyday life,
including remote learning; remote work; telehealth; communication with family,
friends and neighbors; easy access to public services and civic participation.
The pandemic amplified the importance of broadband as many households
struggled due to lack of access to internet service, devices to connect, and/or
the skills to effectively use the internet. Existing inequities were exacerbated,
particularly among rural, lower-income, Black and Hispanic, and senior
households; and
WHEREAS the United States Treasury allocated Oakland County $244,270,949
of Local Fiscal Recovery Funds (LFRF) established under the American Rescue
Plan Act (ARPA) of 2021; and
WHEREAS under the initial guidance of the Interim Final Rule, the County may
use these funds at their discretion to support eligible investments in public
health expenditures, address negative economic impacts caused by the public
health emergency; replace lost public sector revenue; provide premium pay for
essential workers; and invest in water, sewer, and broadband infrastructure;
and
WHEREAS a recent "Pulse of the Region" survey conducted by the Southeast
Michigan Council of Governments and the Metropolitan Affairs Coalition found
that 90% of respondents considered Broadband as an essential public service;
and
WHEREAS the Broadband Feasibility Study follows the guiding principles and
standard evaluation criteria established by the Board of Commissioners for the
equity of Oakland County's recovery from the COVID-19 pandemic and future
economic growth; and
WHEREAS an appropriation of up to $1,000,000 is requested for the Oakland
County Broadband Feasibility Study as a one-time investment targeted at
addressing long-term community needs that have been exacerbated by the
COVID-19 public health emergency and its negative economic impacts.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners authorizes an appropriation in the amount of up to $1,000,000
in American Rescue Plan Act - Local Fiscal Recovery Funds assigned for the
purpose of conducting an Oakland County Broadband Feasibility Study.
BE IT FURTHER RESOLVED that the Oakland County Executive's Office shall
act as contract administrator for the Oakland County Broadband Feasibility
Study.
BE IT FURTHER RESOLVED that bid evaluation process shall consist of
representatives from the Board of Commissioners and the Executive's Office,
subject to review by the Purchasing Division and Corporation Counsel.
BE IT FURTHER RESOLVED a final bid evaluation and vendor selection
recommendation shall be submitted to the Economic Development and
Infrastructure Committee for consideration and that approval is required by the
Board of Commissioners prior to the release of funding.
BE IT FURTHER RESOLVED that the Oakland County Board of
Commissioners authorizes the development of a Request for Proposal to
engage a consultation firm to perform a formalized needs analysis and prepare
a preliminary budget.
BE IT FURTHER RESOLVED that any reports detailing expenditures and
performance metrics for the Oakland County Broadband Feasibility Study shall
be forwarded to the Board of Commissioners.
BE IT FURTHER RESOLVED that approval of appropriations of American
Rescue Plan Act – Local Fiscal Recovery Funds for programs and services by
Oakland County shall not obligate a commitment of the General Fund unless
authorized by action of the Board of Commissioners.

WHEREAS the future health of Oakland County’s economy centers around the
need for Oakland County’s manufacturing industry to transition their operations
through technological innovation to make supply chains more resilient and
leverage the automated processes in order to be hyperresponsive to new
business requirements and demands from OEM’s and tier 1 suppliers; and
WHEREAS Automation Alley has been designated by the World Economic
Forum as a U.S. Center for Advanced Manufacturing Hub (AMHUB) for North
America and a nonprofit Industry 4.0 knowledge center with a global outlook
and a regional focus. They facilitate public-private partnerships by connecting
industry, education and government to fuel our economy; and
WHEREAS according to the national advanced manufacturing portal,
Manufacturing USA®, of the U.S. Department of Commerce’s National Institute
of Standards and Technology, Advanced Manufacturing is the use of innovative
technologies to create existing products and the creation of new products.
Advanced manufacturing can include production activities that depend on
information, automation, computation, software, sensing, and networking; and
WHEREAS 2020 demonstrated that the global manufacturing supply chain is
fragile and can be easily disrupted. Disruption is a normal part of doing
business in the 21st century — and building resilient and agile production
systems is critical. Agile manufacturing creates the processes, tools, and
training that enable it to respond quickly to customer needs and market
changes while still controlling costs and quality; and
WHEREAS Automation Alley aims to assist businesses embrace the Fourth
Industrial Revolution by equipping them with the knowledge and tools to
develop a software-first mindset that leverages the intersections of advanced
technologies, systems and people to jumpstart or accelerate a digital path to
strategic success; and
WHEREAS the World Economic Forum designation bestowed upon Automation
Alley, will aid in the transition towards Advanced Manufacturing in Oakland
County and the United States, to be the operational arm of the Forum’s global
Advanced Manufacturing and Value Chains Platform, and drive foreign direct
investment; and
WHEREAS the Michigan Economic Development Corporation, in collaboration
with Oakland County, have agreed to provide matching funds to establish this
global center with Automation Alley.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners hereby authorizes a one-time appropriation of $3,000,000 from
the General Fund Strategic Investment Plan Assigned Fund Balance (GL
Account #383554) to the General Fund Economic Development Emerging
Growth and Innovation Division Professional Services line item, contingent upon
an executed agreement with Automation Alley for the establishment of the U.S.
Center for Advanced Manufacturing Hub for North America.
BE IT FURTHER RESOLVED that the Oakland County Board of
Commissioners hereby authorizes the Chairman of the Board of Commissioners
to execute 3-year agreement with Automation Alley, upon review by Corporation
Counsel and the Purchasing Division.

IN RE: Appropriation of American Rescue Plan Act – Local Fiscal
Recovery Funds for the Local Township Road Improvement Matching
Grant Program for Subdivision Road Repaving Projects
WHEREAS the United States Treasury allocated Oakland County $244,270,949
of Local Fiscal Recovery Funds (LFRF) established under the American Rescue
Plan Act (ARPA) of 2021; and
WHEREAS under Volume 87, Federal Regulations 4340, issued on January 6,
2022, the County may use these funds at their discretion to support eligible
investments that includes subdivision roads; and
WHEREAS the proposed, Local Township Road Improvement Program
(LTRIP), a matching grant program, will assist Oakland County townships (21),
via special assessment districts (SAD), per Public Act 246 of 1931, to repave
the 1,500 miles of deteriorating and crumbling road infrastructures in
subdivisions that are over 30 to 40 years old. The program will be designed to
meet LFRF eligibility and reporting requirements; and
WHEREAS the Road Commission for Oakland County (RCOC) owns and
receives funding for the subdivision roads in townships; however, RCOC does
not utilize or allocate funds to townships for special assessment district (SAD)
road improvement or replacement projects for subdivision roads; and
WHEREAS the County's subdivision road improvements or replacements are
not funded or eligible for funding through the Local Road Improvement Program
or the Tri-Party Improvement Programs; and
WHEREAS an appropriation of $8 million to repave the Oakland County’s
Townships’ subdivision roads is essential for community development,
revitalization, and economic growth.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners authorizes an appropriation in the amount of $8 million in
American Rescue Plan Act – Local Fiscal Recovery Funds assigned to the
Local Township Road Improvement Program, a matching grant program, to
repave Oakland County’s Townships’ subdivision roads.
BE IT FURTHER RESOLVED that appropriations of the assigned program
funding shall be contingent upon Board of Commissioners approval through a
subsequent Miscellaneous Resolution.
BE IT FURTHER RESOLVED that approval of appropriations of American
Rescue Plan Act – Local Fiscal Recover Funds for programs and services by
Oakland County shall not obligate a commitment of the General Fund, unless
authorized by action of the Board of Commissioners.

Options
WHEREAS, county government exists to provide necessary services to
constituents and success in accomplishing that mission depends heavily upon
the guidance and initiative of county leadership; and
WHEREAS, the Board of Commissioners, as the county’s legislative body,
holds the responsibility of establishing policy framework which provides sound
fiscal oversight of the county budget and the expenditure of taxpayer funds; and
WHEREAS, during its deliberative processes, the Board of Commissioners
evaluates the spending of the county budget, monitors the effectiveness of
board-adopted policies and seeks to streamline and increase efficiencies which
positively impact county services and the bottom line where possible; and
WHEREAS, PA 2 of 2020, section (7) states … the powers, duties, and
functions that are otherwise provided by law for an appointed board of county
road commissioners may be transferred to the county board of commissioners
by a resolution as allowed under section 11 of 1851 PA 156, MCL 46.11. The
appointed board of county road commissioners of that county is dissolved on
the date specified in the resolution adopted under this subsection, and the
county board of commissioners is authorized to receive and expend funds as
allowed under 1951 PA 51, MCL 247.651 to 247.675; and
WHEREAS, further, PA 2 of 2020 9) states that … before adopting a resolution
under subsection (7), the county board of commissioners shall conduct, at a
minimum, two public hearings on whether to transfer the powers, duties, and
functions of the board of county road commissioners to the county board of
commissioners; and
WHEREAS, it is the intent of the Board of Commissioners to thoroughly
evaluate the option to streamline government operations and absorb the
Oakland County Road Commission into county government as provided by law,
and to determine the potential outcomes of such action on the oversight and
delivery of county road work, county operations and the budget.
NOW THEREFORE BE IT RESOLVED, the Oakland County Board of
Commissioners hereby expresses its intent to form a Special Committee to
Study Road Commission Operations for the purpose of evaluating the option
provided under Michigan Public Act 2 of 2020, and other applicable laws, and
will provide a report and presentation to the Economic Development and
Infrastructure Committee as to potential avenues to pursue.
BE IT FURTHER RESOLVED that the Special Committee to Study Road
Commission Operations will be chaired by the Economic Development and
Infrastructure Committee Chair, with two additional commissioner members,
one from the majority party and one from the minority party.

Day in Oakland County and Support the Wear Orange Campaign
WHEREAS people across the country will be wearing orange to pay tribute to
the 38,000 people who are killed annually by guns in our country; and
WHEREAS sadly, for every person killed by guns, an average of two more are
wounded; and
WHEREAS gun deaths take many forms including suicides, cases of domestic
violence, accidental shootings, and homicides; and
WHEREAS by proclaiming June 3, 2022, as National Gun Violence Awareness
Day, Oakland County will be joining hundreds of other communities across the
county to bring attention to these tragedies; and
WHEREAS the color orange has been chosen because it is bright and is the
color that hunters wear for gun safety as a way to protect their own lives and the
lives of others; and
WHEREAS the color orange has been selected to be a symbol for the value of
human life and the Wear Orange Campaign is dedicated to honoring the lives of
Americans affected by gun violence and elevating the voices of every American
who demands an end to gun violence; and
WHEREAS the first National Gun Violence Awareness Day was held on June 2,
2015, and the date chosen by the fellow classmates of Hadiya Pendleton, to
pay tribute to the 15-year-old honor student who was shot and killed in Chicago
about a week after she and her classmates performed at President Obama's
second inauguration; and
WHEREAS the Oakland County Board of Commissioners stands firm in its
commitment and continuous efforts to prevent and diminish gun violence and
pledge to do all we can to keep firearms out of the wrong hands, and encourage
responsible gun ownership to help keep our children safe; and
WHEREAS June 3, 2022, is recognized as National Gun Violence Awareness
Day to honor all victims and survivors of gun violence.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners hereby recognizes June 3, 2022, as National Gun Violence
Awareness Day in Oakland County.
BE IT FURTHER RESOLVED that the Oakland County Board of
Commissioners proudly support the Wear Orange Campaign and urge residents
and visitors to wear orange on June 3rd to show support for ending gun
violence in America.
